Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020 Orders imposing strict limits
on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the
general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town’s website
at www.brewster-ma.gov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at
http://livestream.brewster-ma.gov or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can
adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting
remotely so that residents can send their comments in writing either before or during the meeting. In the event we are unable to live broadcast these meetings, despite best
efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at

COMMUNITY PRESERVATION COMMITTEE
for FISCAL YEAR 2021
Submitted by Eric Dray Consulting
The Town of Brewster has requested a Proposal to provide preservation consulting services to the
Brewster Community Preservation Committee for Fiscal Year 2021. This consultancy will include
the following tasks:
Advise and provide technical assistance to the CPC on any other CPC historic
preservation matters or funding requests as needed and as requested.
CONSULTANT’S OVERALL EXPERIENCE
Eric Dray has over twenty-five years of experience in the preservation field, with a focus
on local preservation planning and regulation. Mr. Dray has both an M.A. in Historic
Preservation from Boston University Graduate School of Arts and a J.D. from Boston
University School of Law, and spent a year studying Planning at Harvard University’s
Graduate School of Design. Mr. Dray has extensive experience as a preservation consultant
with Massachusetts communities, including work with Community Preservation
Committees, Historical Commissions, Historic District Commissions and Planning offices.
Mr. Dray has prepared town-wide Preservation Plans, Survey Plans, MHC Inventory
Forms, National Register nominations, and Historic District Guidelines. Mr. Dray has
served as preservation consultant to the Falmouth CPC since 2008. In addition to
consulting services, Mr. Dray has extensive experience training local communities and
boards on a variety of preservation issues, including a presentation on “Generating and
Evaluating Good CPA Projects” at the Cape Cod Commission’s 2009 Cape-wide Historic
Preservation Conference. Mr. Dray has also consulted with the Massachusetts Historical
Commission on preservation planning and historic district issues, including preparation of
scripts for a series of Historic District Training Videos produced by the MHC. Prior to
moving to Cape Cod, Mr. Dray worked for six years as Historic District Administrator and
Preservation Planner for the Boston Landmarks Commission.
Mr. Dray’s volunteer community work has been extensive; he served as Chair of the
Provincetown Historical Commission from 2006-2014, and was its representative to the
CPC (where he was Vice-chair), and was a member of the Historic District Commission
and Chair of the Historic District Study Committee that led to adoption of the 1500 property
Ch. 40C local historic district.
Mr. Dray was also an adjunct professor with Boston University’s Preservation Studies
Program from 2006-2013, where he taught the graduate-level preservation planning core
course and a planning colloquium.

CONSULTANT’S RELVANT CONSULTING PROJECTS
Mr. Dray has served as the Brewster CPC’s preservation consultant since 2015 and has
provided guidance and advice on many issues connected to reviewing, approving and
monitoring CPA preservation applications. Mr. Dray has also prepared preservation
restrictions as when they are recommended by the Brewster CPC.
Mr. Dray serves in this same capacity for the towns of Somerville (since 2017), Eastham
(since 2016), and Falmouth (since 2008). In Falmouth and Somerville, he has also drafted
numerous preservation restrictions in addition to providing guidance.

Dear Community Preservation Committee,
We are writing you today to ask for an extension for the funds that were granted to the
Recreation Department for our ongoing project for ADA improvements to the Freemans Way
field complex. We were presented a plan by DeVilles & Zrein that was more robust than we
anticipated and included other Town fields. We asked them to please scale it back, according to
our request for just the Freemans Way fields with some additional subtractions that we thought
might help us accomplish this project and stay within our budget. They came back with a plan
that was acceptable, but exceeded the roughly $100K that we have left in CPC funds. We were
also going to use some funds from the Rec revolving account to make up the difference. Fast
forward to the spring, and we now have a pandemic on our hands and our department is under
financial constraints and can’t justify paying the difference out of our Rec revolving account.
Because of all these unforeseen circumstances, we are asking for a one year extension, with a
chance to re-visit this again next year.

1.Financial Report
Sharon walked us through the Financial Report. She met with Mimi Bernardo, Brewster Finance
Director, to talk about year-end figures. At that time, we were given $1,032,863 in tax revenues. Since
then, we got another $3,000 not reflected in the report. We closed the year with tax revenues of
$1,036,000 plus the $292,896 in State contribution. In addition, we have $61,000 in other revenues, and
will meet with Mimi to see where those revenues will be credited. We will have everything finalized in
the next meeting.
2.Election of FY 2021 CPC Officers.
The current roster has Faythe Ellis as Chair, Sharon Marotti as Treasurer and Acting Vice Chair,
Elizabeth Taylor as Clerk. Sharon Marotti has agreed to be nominated as Vice Chair for the coming
year. Faythe and Elizabeth will continue on for the next year as well.

3.Review draft methodology for tracking open projects
The Committee reviewed a draft document for tracking of open projects. Everyone agreed it would be a
great way to keep track of the many requirements that need to be submitted as projects are completed.
Faythe said there will be a cleaner version of existing projects finalized soon.
4.Review Liaison process document
Diane and Paul came up with all the elements of what is involved with managing the process around
being a liaison for grant projects. There were 14 items capturing the work that needs to be done, by
whom, and when it needs to be accomplished. This document will be available as a resource for liaisons
for each separate project through the Committee. Please read through and let Faythe know any edits you
may feel beneficial. The Committee was in agreement that this would be a very helpful document
moving forward.
5.CPC Application Process review initiation
Faythe is focusing on the Application Process and asked for feedback from the Committee regarding
current procedure – applications that come in get referred to the various commissions and committees.
Right now, there is a Sub-Committee reviewing Housing applications consisting of 5 members: 4 of
whom are on the CPC, so it seems a bit redundant. Faythe asked the Committee what their feedback
would be in having the Housing Partnership take a role in the review process similar to the role we have
with our other projects. She asked if they would support her in putting feelers out to the Housing
Partnership to see if they would be the review body for the projects and then make a recommendation to
the CPC.

Diane felt it was a great idea and would be in favor. Paul felt it makes sense now, where the Housing
Partnership is really active and has grown from when the Sub-Committee was set up years ago. The rest
of the Committee agreed.
Faythe will put the proposal together and request being on the Housing Partnership Agenda next month
if we change our application process.
6.Response to Town Administrator request for input on Select Board goals
Faythe went over the goals which were:
o To meet with the Affordable Housing Trust
o To have a public process to review the fund allocation formula and make any
recommendations for changes or retention of status quo.
o The creation of a diversity and inclusion committee or training on anti-bias and racism and
also foster opportunities to educate and inform the public on Native American, African
American, and Cape Verdean contributions to local history and culture.
The Committee agreed these were all good suggestions.

Faythe gave the update on FORWARD. We have been working back and forth with Legal to get this
finalized. They have received their Certificate of Occupancy. They are working on additional
documentation and should be wrapped up shortly.
Diane gave the update on Paul Hush Way. They are right on track and just took a fourth disbursement
with $20,000 left to be disbursed. They are on track or ahead of schedule.
Paul Ruchinskas provided an update on Cape Cod Village in the packet. Additionally, he said they
are moving right along. We are holding $10,000 back, and they need to provide evidence of Certificate
of Occupancy and the Contract with their Service Provider, which he believes they already have. They
can request the money whenever those things come in.
Donna Kalinick gave an update on the Affordable Housing Trust. In 2016 the law changed and
Housing Trusts were required to report back to the CPC on the funds that were received and detail how
they were spent. This is the first financial report provided and included in the packet. At the last Trust
Meeting, we did vote to move forward with Concept 2 which is all rental housing with multiple
buildings, a mix of one and two story buildings. The next steps will be to have the engineer, hired by
Mass Housing Partnership, work on a Master Plan to incorporate some of the guidelines and feedback
received from the Community Engagement process. From there, we will move to a request for proposals

for a Developer for the property. The second amount of funding used had to do with money in relation to
subsidized housing homes at risk. We needed to have an appraisal done on a Yankee Drive property. We
will start to move forward with Legal and the Department of Housing to see how the Trust will handle
the houses that need rehabilitation and new ownership. We do expect that Mill Stone Road will need
substantial funding to create the affordability and the project we want to do there.
Faythe did include in the packet a lengthy summary of the Cape Housing Institute and all the other
programs that Brewster and the Community Development Partnership has been doing over the past year.
It captures the immense amount of work that has been done to focus on housing issues faced on the
Lower Cape. We did have an application submitted in July for funding toward the Veteran’s Home
being built in Dennis. Although we will not be taking applications in July because of the pandemic, we
may see that again in December and they will be invited to our public hearing.
Elizabeth gave an update on the Open Space and Recreation Plan grant to say it is going up to the
State tomorrow. She will keep the Committee posted when she hears back.

Faythe said that the Huckleberry Roof Project was requesting an extension of two years bringing them
active to June 2022. There was an extension request in writing in the packet.

10.Items the Chair could not anticipate
Faythe wanted to make sure all committee members were up to date in their membership. It appears
everyone is current, but please look through and reconfirm.
11.Announcements
Donna Kalinick mentioned that Town Hall is open to the public on Tuesdays and Thursdays. We are
going to be looking at how Town Meeting will look this year. The Select Board will have to decide
about continuing remote meetings after Town Meeting.
Also, if residents need assistance, there is some funding available for rental and mortgage assistance
through Housing Assistance which flowed through the State. There is a link to that information on the
website. It is for all of the towns on Cape, not just Brewster.
There were no emails sent from the public before or during the meeting.
