CITY OF TYBEE ISLAND
April 10, 2014
5:30 P.M.
ATTENDEES: Paul Wolff, Rob Callahan, Diane Schleicher, Angela Hudson, Tommy
Branch, Barry Brown, George Reese, John Giordano, Alton Brown,
Chris Stovall and Monty Parks. Joe Wilson—absent.
Approve the minutes of the previous meetings—Paul Wolff called the meeting to order;
asked for a motion to approve the minutes from the 3.13.2014 meeting. Rob Callahan so
moved. Barry Brown seconded. Vote was unanimous.
Old Business:
I. Update on Jones Avenue and Sewer Force Main from#6 Lift Station:
a. Thomas and Hutton, Chris Stovall
i. GEFA Loan Approved
ii. Staff and Engineer completing GEFA paperwork—Chris Stovall
states there's some exhibit C items that we'll need to get together
and send in with the executed contract documents; otherwise,
they're just waiting to send checks.
iii. Company obtaining bonding
iv. Expected time line for notice to proceed—Chris Stovall states
we're planning to issue a notice to proceed, April 28th; initially we
were planning on getting as much done as possible prior to
Memorial Day; now I think we're looking at doing the Hwy 80
portion, after Labor Day; that will give more time to get that done;
we can be working Jones, Lewis and Solomon, during the summer
months; construction schedule will be April 28th—December 14th;
had discussion about various ways to notify residents of water cut-
offs due to construction; water bill, door hangers, marquee sign,
flashing sign, website, twitter, Facebook, etc.
Paul Wolff states, let's just give them as much notice as possible
and remind them as often as we can.
II. Update on Hwy 80 Trails Project
a. Thomas and Hutton, John Giordano
i. Increased cost in environmental—John Giordano states he met
with Diane Schleicher and Joe Wilson, last week, regarding the
additional environmental permitting; John passed around handouts
to everyone; it contains additional permitting from the Core, the
Coastal Marshland Protection Committee, and the Coast Guard; it
also contains additional scope and fees; there's a permit and a
project questionnaire; the additional fee included in here is for the
completion of the questionnaire, which is the lesser of the two;
once we complete the questionnaire, hopefully they'll come back
and say, you're right, it's not navigable, and we wouldn't have to
do anything additional, beyond that. Paul Wolff asked for the
questionnaire to be forwarded to Diane Schleicher and him,to see
if the questionnaire can be done in house. John stated he would do
that; the next one is Coastal Marshland Protection Committee
permit; this is basically for the fact that we're building bridges and
boardwalks across the marsh where it crosses the trail;
Diane Schleicher asked if it would be more expensive if we filled
or build; we're talking about not filling because of some
philosophical issues and the regulatory hoops we have to go
through; are we more likely to get the permit if we're doing the
boardwalk, or are we going to go through the same thing we're
going through with Salt Meadows, year after year,pumping money
into the project and not building anything.
Alton Brown(Thomas & Hutton) states, from my perspective, I
would say the process is the same; the permit process for a
boardwalk is the same as it is for a fill; there's no discrimination;
but I think the likelihood of objections on a bike path or an
elevated boardwalk, are far less than there would be for a fill.
Paul Wolff asked what a nationwide permit application.
John Giordano states, the nationwide permit application is through
the Core of Engineers; basically,bridges and boardwalks are
exempt from having to get a permit, however, you still have to
submit,just to prove to them, that you are exempt; so essentially,
that is just preparing the application and submitting it and getting
them to sign off on it, yes we agree.
Paul Wolff suggested having these forms sent to him and Diane
Schleicher first; Paul states that Joe Wilson has done a very similar
project at Beyer's crossover; let's see if Joe would have time to do
this.
ii. Discuss timeline for approval by the COE and GDNR—Alton
Brown states that the Coast Guard and the Nationwide permit will
come relatively quickly; Coastal Marshland and the Buffer
Variance,will be the longer time frame; so you're looking at 6
months plus, depending on submittal and timing of meetings; they
have meetings every other month for the Coastal Marshland
Committee; information has to be submitted so many days before
the meeting. John Giordano states, I would still say probably the 1
1/2 years; once we get through all these permits, you'll still have to
wrap up the environmental documents with DOT, which would
still have to go to FHWA; so once we get all these permits, all the
special studies completed (everything has been submitted except
the ecology)...interrupted.
Paul Wolff asked Diane Schleicher, do we need to make a
recommendation to Council, to authorize this additional funding
for the environmental, not to exceed, this amount. Diane states, I
would say so. Paul asked for a motion to recommend to Council,
that we ask for additional funding for the environmental, not to
exceed $21,000, for the bike trail. Rob Callahan so moved. Barry
Brown seconded. Vote was unanimous.
III. Elevation to FEMA standards of Well House—Thomas and Hutton, Chris Stovall
a. FEMA grant—Diane Schleicher states that Chris Stovall sent us the
application; a lot of it is technical stuff with zoning, so I've asked George
Reese to get with Dianne Otto on that; we'll plug in as much information
as we can, then Chris can add in information if needed. George states, I
will do what I can on my end and Dianne Otto can do the zoning
questions. Chris states, if you have any questions, Bill Eddenfield is very
helpful; I will reiterate that this is a very competitive grant; no funding this
year; it is not budgeted for next year; that's why you have to get an
application in to see if it will have a chance of being funded; once it is
fundable, it's about a 2 %2 -3 year process.
IV. Sludge Digester—continued discussion—George Reese states he has given the
best cost analysis that he can come up with; I don't have the unit so I can't
really tell you dollar wise; I have no idea; I can't give you a study; it would
decrease every item that I have listed on your handouts; the cost of the
digester is $700, 070; George states that the sludge digester is needed before
anymore force mains are done; we're getting to the point where we're
dumping every other day with the start of the busy season; the cost of landfill
charges in March was $6500.
New Business:
With no further business to discuss, Paul Wolff asked for a motion to adjourn; Rob
Callahan so moved. Barry Brown seconded.
A quorum of city council members may be present which would constitute a meeting.
