Meeting Minutes

Attending : Allin Thompson, Dolly Howell, Fran McClennen, Walter North, DeeDee
Holt, Chris Miller, Chuck Bartlett (late arrival) , Carole Ridley
Allin called the meeting to order at 5 : 01 pm .
Dolly Howell moved approval of the minutes of May 12 , 2020 . DeeDee Holt seconded
the motion . The vote was 6 -0- 0 in favor (Miller, Holt, Thompson, Howell, McClennen,
North) .
Coordinator ' s report :
1 . The SNEP 2020 grant proposal was reviewed . The proposal seeks a 30 -month grant in
the amount of $447 ,466 . The Project supports implementation of non-traditional nitrogen
load reduction methods under the Pleasant Bay Watershed Permit through the following
activities : 1 ) Evaluating the performance benefits of increased I/A system management;
2) Piloting an On-site Permeable Reactive Barrier for a municipal septic system; 3 )
Optimizing golf course fertilizer management, 4) Modeling using the previously updated
linked watershed/water quality model to assist towns with refining management options
and projecting levels of improvement in the basins of Pleasant Bay; 5 ) Assessing the
potential of nitrogen removal credits from storm water management; and 6) Studying
potential market impacts of municipally sponsored shellfish aquaculture to remove
nitrogen. The total amount of non-federal snatch proposed is $ 212 , 500 , of which $ 6 ,000
is cash match from the Alliance . This represents 47 % of the SNEP grant request . The
total project cost is $ 662,466 . Fran McClennen and Chris Miller offered some suggested
edits for clarity . The proposal has been thoroughly discussed and is recommended by the
Watershed Work Group . DeeDee Holt moved to accept the proposal and authorize the
Coordinator to submit the proposal to Restore America ' s Estuaries , in coordination with
Town of Chatham acting as fiscal agent for the Alliance . Fran McClennen offered a
second to the motion . The vote was 6 -0 -0 in favor (Miller, Holt, Thompson, Howell,
McClennen, North) ,
2 . Center for Coastal Studies contacted the Coordinator on May 22 to request
participation in a separate SNEP grant request. Proposals are due May 28 ` ' Given the
short time frame and inability to discuss and vet the proposal through the normal work
group process , Fran McClennen moved to decline the invitation to participate as a co -
applicant/sponsor, noting that if Center for Coastal Studies is awarded a grant, the
Alliance could offer to cooperate in other ways . Dolly Howell offered a second to the
motion . The vote was 6 -0 -0 in favor (Miller, Holt, Thompson, Howell, McClennen,
North) .
3 . The SNEP Stormwater Technical Assistance Network has accepted the Pleasant Bay
Alliance proposal for assistance . An initial call between Carole Ridley, Mike Giggey and
representatives of the Network tools place May 22°d and a follow up discussion is
planned . More time will be needed to define the assistance the Network will be able to
provide .
4 . The 2020 Coastal Zone Management Grant was discussed . A grant amendment was
proposed to extend the grant deadline from June 30th to August 31St and to amend the
scope of task 3 from completing a design for one location and initiating permitting, to
developing conceptual designs for two different locations and beginning discussions with
local officials . The two sites selected are ( 1 ) the marsh on town property at the end of
Portanimicut Road, and (2) the channel at Jacklmife Harbor in Chatham. DeeDee Holt
moved to approve the amendment of time and scope as defined and submit to MCZM in
coordination with Town of Chatham as fiscal agent. Walter North seconded the motion.
The vote was 7 -0-0 in favor (Miller, Holt, Thompson, Howell, McClennen, North,
Barltett) . A Coastal Zone Management Resiliency Grant request for 2021 will be
discussed at the June 9th meeting.
The next Steering Conunittee will be held on Tuesday, June 9t11 at 4 pm. Allin asked that
reorganization be placed on the agenda .
Chuck moved to adjourn and Dolly Howell seconded the motion.
The meeting was adjourned at 5 : 50 pm.
