Meeting Minutes
Date: January 21, 2016 at 4:00 p.m.
Location: Department of Public Works Facility, 124 Orchard Street

Agenda
I. Acceptance of December 17 Meeting Minutes
• The December 17, 2015 minutes were accepted as submitted, with minor edits.
II. Brief reports:
A. Timing of Town Council Review of Ordinance — (Magoon) Magoon was absent
this meeting. To be discussed at February 18, 2016 meeting.
B. Outreach and Education in Schools — (Stokes) There were no communications
with the schools during the winter break. Shuman questioned if the high school
has a journalism class that could help prepare a press release. Stokes said he
would inquire.
Webpage — Stokes received page maintenance information from Nancy Hammett
but still needs to talk to Joe Mahoney, Town IT, for additional training. On
January 27, a meeting of the Town Council's Ad Hoc Technology committee will
be held to discuss how to improve the Town's website and the distribution of
information to the community.
604b and 319 Grant Initiation — Shuman stated that 604 B grant press releases
have been made public. This grant is being provided by the Massachusetts
Department of Environmental Protection to fund various planning activities that
support identification and implementation of green infrastructure and other
techniques to reduce non -point source pollution and improve water quality in
impaired waters. Shuman is waiting for project information from Horsely Witten
Group (HW), consulting engineer for this project.
319 Grant — Shuman noted that Horsley Witten, Worldtech Engineering, Charles
River Watershed Association (CRWA) and the DPW conducted a conference call
regarding the Edenfield Ave project. The State of MA will be signing a contract
with CRWA. A Memorandum of Understanding needs to be written between
DPW and CRWA. Horsley Witten has conducted test pit work on the road. An
additional full road topography survey was discussed and more design info is
required. An initial meeting with residents is planned for March to introduce
green infrastructure and BMP options and hear neighborhood desires. A second
meeting may be held for further resident input after designs have been refined.
Construction is expected in the fall. HW discussed having design plans
completed by May 2016. A two page FAQ sheet is being prepared that the SAC
may be able to provide assistance with. Councilor Woodland has a monthly
update for Watertown District D citizens that can be used to keep residents in the
loop.
C. SAC Member Solicitation — To be discussed at Feb 2016 meeting.
III. Next Steps for the SAC
A. Stormwater budget process (cost analysis of current and future program
requirements) — Weston and Sampson looking at broad preliminary budget
numbers based on experience in other towns. In the DPW accounting system
DPW may use an internal line item to separate stormwater costs from sewer work.
B. Brief update on IDDE program; possible public education on program Good
progress has been made on IDDE issues in recent months. DPW now has a
direct contract with Stacy DePasquale which has helped with communication
and coordination of work.
