HomeMy Public PortalAboutM 1992-12-15 - LRA1 18 The Redevelopment Agency of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road on the above date at 7:48 Chairman Richards in the chair Members Byrd, Heine, Rea, Wells and Richards answered the roll call Also present were Executive Director Adams, General Counsel Barbosa, Secretary Hooper and Treasurer Pygatt. Secretary Hooper announced the agenda had been duly posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS Patricia Carr spoke in opposition to the Entrepreneur Academy.p.Carr Feels Agency and Council have failed the Community with this project. Questioned the opinion of the City Manager relative to the Academy. Lauroi Guillory approached the podium to discuss comments L.Guill( relative to the Entrepeneur Academy. Mayor Richards asked the Sergeant at Arms, to remove any speaker Richard! that raises his voice or cat calls during the meeting. Mr. Rea questioned the Publics' desire to speak relative to the Rea items on the Agenda and asked for the local ordinance relative to Public Orals. Item #2 It was moved by Member Wells, seconded by Member Heine and carried to approve the following minutes: a) November 17, 1992 It was moved by Member Heine, seconded by Member Wells, to approve: RESOLUTION NO: 92 -13 ENTITLED: °A RESOLUTION OF THE REDEVELOPMENT Res92 -1 AGENCY OF THE CITY OF LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS AND WARRANTS THERZFORE". ROLL CALL AYES: BYRD, HEINE, REA, WELLS, RICHARDS NOES: NONE' ABSENT: NONE Item #2 Chairman Richards announced item #3 development of Richard! Medical Office Building at St. Francis Medical Center. [l could not remember when Council had asked for residents opinion 2 towards the project. Also stated his concern towards misuse of public funds. Questioned how many Lynwood residents. Concept is beautiful but has reservations towards implementation. Alexander Marin Lynwood residents stated concerns towards funds.A.Marin for legal services. Wants agreements made available to the public. States we are funelling money into this project. Questioned Lynwoods standing in School District. Patricia Carr stated EDAC is a waste of taxpayers money stated p.Carr there has been nothing positive coming from the EDAC so far. If there were good intentions that was o.k. however, enough is enough. Stated on May 21, 1991 EDAC was listed as an addendum item but should have been a Public Hearing. Stated this was unfair appropriation of taxpayers money. Does not want Public Code Grant Money lused for EDAC and wants a grand jury investigation. Bill Hyde, Incubator Operatoriat at EDAC stated his business hadB.Hyde been failing until he began operation in the EDAC stated he had two Lynwood residents already employed by him. Carloyn Hydes, Incubator owner in EDAC, stated they had met withc.Hydes small business, also wanted to know why EDAC was being criticized and listed some of the businesses located in the academy. Stated all they were doing was bringing in revenues and jobs. Stated she cannot believe all the negativity. Benjamin Miranda, stated he did not have a problem with theB.Miran& internal businesses but with how the academy was put together. Fletcher Brown, Incubator operator EDAC stated he came to the F.Brown academy rather than Pasadena because of the services that were offered: The training and the assistance. Jesse House, Incubator operator of the EDAC, stated tomorrow J.House would be a presentation of a program that properly prepares business to succeed. Also stated that Manufacturing companies were what small cities needed. LJ Laura Byrd spoke in favor of the EDA. Felt maybe there was not L.Byrd due diligence, however, to go forward with the project. Felt you could never be sure whether or not a business would succeed. Also would like to know who the auditing firm would be. Jerrell Hunter stated concerns towards the amount of money going J.Huntel into the EDAC without Public opinion. Stated this money would be better served in the school district. Stated the amount of money allocated towards the project could never be reimbursed for the same amounts. Questioned City Attorney relative to the agreements between City and EDAC and why the residents were not considered. Repeated his question -who authorized the 40 year contract: Mayor, City Manager, Council, City Attorney.
