LYNWOOD REDEVELOPMENT AGENCY, AUGUST 17 1993
The Lynwood Redevelopment Agency of the City of Lynwood met in a
Regular Session in the City Hall, 11330 Bullis Road on the above
date at 7:39 p.m.
Chairman Richards in the Chair.
Members Byrd, Heine, Rea and Richards answered the roll call.
Member Wells was absent.
Also present were Executive Director Gonzales, Deputy Counsel
Barnes, Secretary Hooper and Treasurer Pygatt.
Secretary Hooper announced the Agenda had been duly posted in
accordance with The Brown Act.

AND APPROVING THE DEMANDS AND WARRANTS THEREFORE"

Chairman Richards then introduced the next item on the agenda, a Richards
Proposed On- Premise and Off - Premise Freeway Sign: Applicant
Dellan, Inc.
Director of Community Development Blumenfeld stated the applicantBl"umenfel
is requesting Agency approval for installation of a freeway sign
and to have the Agency deem the proposed sign an "on- premises
display sign" pursuant to Section 5273 of the State Outdoor
Advertising Act. The,,proposed sign is to be located at 11403 Long
Beach Boulevard. The proposes to install a freeway oriented
sign of approximately 75 feet in height on a proposed mini storage
site that will advertise a total of six business located within the
Redevelopment project area. Staff has proposed to also include the
name "Towne Center" on the proposed sign to advertise the Towne
Center project area and denote the sign project as on- premises
display sign.
Executive Director Gonzales stated the sign would be adjacent to Gonzales
the I -105 Freeway. This freeway has been designated by the State
t as a Landscape Freeway, therefore the opportunity for this type of
sign will not be a proliferation of signs. Signage will be limited
to on- premise. This project however is tied in with a mini - storage
project that ties in the Towne Center with the Redevelopment Area.
Hereby finding the businesses that would be advertising
continuance and part of that area. This is all essential to the
approval of what is considered here. There are some considerations
that were looked at in detail that may affect this, one being the
Development Disposition Agreement for the Dellan Project. Therefore
the request that staff had made of the proponent i.e. the Towne
Center designation be on the sign appears to be critical to the
approval process.

Member Heine suggested the area west of Long Beach Blvd. and Heine
Imperial Hwy. be a target area.

approve staffs recommendation.
