The Redevelopment Agency of the City of Lynwood met in a Regular
Session in the City Hall, 11330 Bullis Road on the above date at
7:38 p.m.
Chairman Richards presiding.
Members Byrd, Heine, Henning and Richards answered the roll call.
Also present were Acting Executive Director Wallace, Acting
Interim Counsel Estrada, Secretary Hooper and Treasurer Pygatt.
Secretary Hooper announced the Agenda had been duly posted in
accordance with The Brown Act.
It was moved by Member Heine, seconded by Member Byrd and carried
to approve the following minutes:
a) Regular Meeting, September 20, 1994
It was moved by Member Byrd, seconded by Member Heine, to approve
the following minutes:
a) Special Meeting, September 24, 1994
With corrections from Member Henning.

It was moved by Member Heine, seconded by Member Byrd to adopt:
LRA RESOLUTION NO. 94 -34 ENTITLED: "A RESOLUTION OF THE RES94 -34
REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD, CALIFORNIA, ALLOWING Warrants
AND APPROVING THE DEMANDS AND WARRANTS DRAWN THEREFORE ".

Chairman Richards then introduced the next item on the agenda, A Richards
Proposed Exclusive Negotiation Agreement (E.N.A.) Between the E.N.A.
Redevelopment Agency and KRS Development Corporation.
It,was moved by Member Heine, seconded by Member Byrd and carried
to;open the Public Hearing.
Hearing no discussion, it was moved by Member Byrd, seconded by
Member Heine, and carried to close the Public Hearing.
It was moved by Member Heine, seconded by Member Byrd to adopt:
LRA RESOLUTION NO. 94 -35 ENTITLED: "A RESOLUTION OF THERES94 -35
REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD APPROVING THE ENA,
EXECUTION OF AN EXCLUSIVE NEGOTIATION AGREEMENT (ENA) WITH KRS KRS'
DEVELOPMENT CORPORATION (DEVELOPER) TO DEVELOP MODERATE SINGLE -
FAMILY HOMES ON AGENCY -OWNED PROPERTY LOCATED ON THE NORTH SIDE
OF REDWOOD AVENUE BETWEEN PEACH STREET AND STATE STREET ".
Member Henning questioned whether or not the Developer isHenning
present.
Kenneth Tucker, KRS Development discussed the joint ventureK,Tucker
agreement for development of five to seven affordable homes in KRS
the city.
