RESOLUTION NO. 21-9917
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, RATIFYING THE SUBMISSION OF A GRANT
APPLICATION TO THE REBUILD FLORIDA MITIGATION
GENERAL INFRASTRUCTURE PROGRAM FOR THIRTEEN
MILLION DOLLARS ($13,000,000) TO BE USED TO RENOVATE A
PORTION OF THE CITY'S WATER DISTRIBUTION SYSTEM;
PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING
FOR AN EFFECTIVE DATE
WHEREAS, the State of Florida annually provides a grant program, the Rebuild
Florida Mitigation General Infrastructure Program, to fund large scale and high impact
local, multi -jurisdictional and regional investments that include upgrading water, sewer,
solid waste, communications, energy, transportation, health, and medical and other
public infrastructure projects that will reduce hazard risks; and
WHEREAS, approximately 113,000 feet of the City's water distribution system
requires replacement with newer, more resilient pipes; and
WHEREAS, the City has engaged the firm of RMPK Funding, Inc. to assist the City's
staff in the preparation and submission of grant applications; and
WHEREAS, on September 17, 2021, RMPK Funding submitted a grant application,
attached hereto as Exhibit "A", to the Rebuild Florida Mitigation General Infrastructure
Program for Thirteen Million Dollars ($13,000,000) to replace pipes in the City's water
distribution system; and
WHEREAS, the City Commission finds it in the best interest of the City and its
residents to ratify the submission of the grant application on the City's behalf, attached
hereto as Exhibit "A", to the Rebuild Florida Mitigation General Infrastructure Program
to replace pipes in the City's water distribution system.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA- LOCKA, FLORIDA:
SECTION 1. The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-locka, Florida hereby ratifies the submission of
a grant application, attached hereto as Exhibit "A", for Thirteen Million Dollars
($13,000,000) to the Rebuild Florida Mitigation General Infrastructure Program on
Resolution No. 21-9917
September 17, 2021 to be used to replace approximately 113,000 feet of pipe within the
City's water distribution system.
SECTION 3. SCRIVENER'S ERRORS
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be authorized
by the City Manager, or the City Manager's designee, without need of public hearing, by
filing a corrected copy of same with the City Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval of the
Governor or Governor's Designee.

Rebuilding Florida Grant Submission - Water Distribution System Renovation
Staff Summary:
Issue / Recommendation - Staff recommends the City Commission ratify the submission of a grant
application to renovate portions of the City's water distribution system.
History - Portions of the City's water distribution system are old and require replacement with new, more
resilient pipes to reduce the possibility of future leaks.
Current Activity - Staff has been working extensively with the City's grant writing firm, RMPK Funding,
approved by the Commission in January, 2021. Under this firm's guidance, in the spring a grant application
was submitted and approved to provide a grant of up to $150,000 to renovate the Ingram Park trail with the
City required to provide a 20% match. At the end of August, a second grant application was submitted for a
grant of up to $12,000 to develop community gardens in two of the City's parks, with the City required to
provide a 25% match in cash and/or in -kind services. On September 8th the City Commission approved two
grant applications to be submitted on September 17th to the Rebuild Florida grant program, which totaled
nearly $23 million. This included projects to dredge the 127th Street Canal and to very significantly upgrade
the stormwater drainage system in the Commerce North section of the City as the first phase of
implementation of the City stormwater master plan. The City has no match requirements in regard to these
latter two grant applications.
On September 3rd, after the agenda package for the September 8th Commission meeting had been distributed,
in discussion with RMPK Funding, it was determined that City could submit more than two grant application
requests to the Rebuild Florida grant program. The City has a water project pending to replace approximately
113,000 feet of the City's water distribution system with newer, more resilient pipes, estimated to cost
approximately $13 million. Since all Rebuild Florida grant applications were due on September 17th, the time
available was minimal, but RMPK Funding was able to submit this grant application along with the other two
grants previously approved by the City Commission. This latter grant also has no match requirement.
As discussed previously, the annual Rebuild Florida Mitigation General Infrastructure Program is designed to
fund large projects. In April, twenty counties and cities were awarded $150 million from the FY 20 program,
including $14.7 million for the City of Miami and $17.7 million for the City of North Miami Beach. Notification
as to whether the City has been awarded these grants is anticipated to be around April, 2022.
Financial Impact
The only expense associated with this grant application is for the grant writing services. The contract for these
services involved establishing a $25,000 budget in the Non -Department Division, Other Professional Services.
This last grant application will cost $3,500. The total cost for submission of the five grant applications, totaling
more than $36 million, will cost $16,000 for the grant writing services.

* This account has a budget of $144,350, including $25,000 for grant writing services, of which $12,500 has
been used thus far. However, other unanticipated pressing needs arose which were approved by the State and
charged to this account, but for which there hasn't been time yet to submit a budget amendment to cover these
additional needs. Consequently, currently there are insufficient available funds in this account for this expense.
This will be corrected in the forthcoming Budget Amendment #4.
Proposed Action:
Staff recommends the City Commission ratify the submission of a grant application to the Rebuild Florida
Mitigation General Infrastructure Program for $13 million to replace 113,000 feet of piping in the City's water
distribution system.
