HomeMy Public PortalAbout2007-09-04 First Budget Hearing7 BAL HARBOUR VILLAGE COUNCIL MEETING MINUTES FIRST BUDGET HEARING - SEPTEMBER 4, 2007 The First Budget Hearing of Bal Harbour Village was held on Tuesday, September 4, 2007, in the Council Chambers at Bal Harbour Village Hall (655 — 96th Street, Bal Harbour, Florida). 1. CALL TO ORDER /ROLL CALL. The meeting was called to order at 5:01 p.m. by Mayor Berlin. The following were present: Mayor Howard J. Berlin Assistant Mayor Jean Rosenfield Councilman Joel S. Jacobi Councilman Martin Packer Councilman Jaime M. Sanzi Alfred J. Treppeda, Village Manager Ellisa Horvath, CMC, Village Clerk Andrea Greenblatt, Admin. Assistant Richard J. Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: The Pledge was led by Jose Lima, Village Director of Tourism Marketing. 3. ANNOUNCEMENT: Mayor Berlin announced that the Bal Harbour Village rolled -back millage rate is 2.5136 mills and that the proposed millage rate for the upcoming fiscal year is 2.2874 mills, which is 9% less than the rolled -back rate. 4. DISCUSSION OF PROPOSED TAX MILLAGE RATE AND DISCUSSION OF PROPOSED BUDGET: Mayor Berlin opened the item for public discussion. Dina CeNini, resident— 211 Bal Cross Drive, questioned if Mr. Treppeda met with anyone for input on the Security Budget. Mr. Treppeda advised that he had a discussion and gave the information to Civic Association President Doug Rudolph, but didn't receive any input from him on the line item amounts. He also met individually with Councilmembers to review the budget. Ms. Cellini questioned if the Open Spaces Budget (Department 539) includes the grassy area between the Security District Guardhouse and Collins Avenue. Mr. Treppeda responded that it does. Ms. Cellini questioned the increase in the Legislative Budget (Department 511) Attorney and Legal Fees. Mr. Treppeda explained that the estimate was derived based on the prior year's expenses. Ms. Cellini questioned what department the Village Attorney invoices, regarding the Bloch - Mullen versus Joel Jacobi election challenge, is billed to. Mr. Treppeda reported that is billed to line item 310 (Litigation). Ms. Cellini pointed out that the Village has spent over $30,000 (May -July) on 1 Councilman Sanz arrived during Discussion of Proposed Tax Millage Rate and Discussion of Proposed Budget. She expressed outrage that the Village is spending money to indirectly defend Councilman Jacobi, instead of using it to hire a code enforcement officer. Paul Chris, resident, discussed the Legislative Budget. He is upset that the citizens are paying taxes to defend Councilman Jacobi. There being no additional comments, Mayor Berlin closed the item for public discussion. Mr. Treppeda clarified that the Village Attorney was involved, because the Village Clerk was named in the lawsuit and the Village of Bal Harbour is now named. Councilman Sanz arrived. Mr. Weiss clarified that the Village Attorney's office is not representing or defending Joel Jacobi. He noted that Councilman Jacobi has his own attorney. He clarified that the Village Attorney's office is involved, because entities of the Village were sued. 5. RESOLUTION — ADOPTION OF THE TENTATIVE MILLAGE RATE: The following resolution was read by title, by Mrs. Horvath: A RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA, ADOPTING A TENTATIVE MILLAGE RATE FOR FISCAL YEAR 2007/2008; PROVIDING FOR AN EFFECTIVE DATE. Mayor Berlin opened the meeting for public discussion. There being no comments, Mayor Berlin closed the meeting for public discussion. A motion was offered by Assistant Mayor Rosenfeld and seconded by Councilman Packer to approve the Resolution. The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Rosenfield aye; Councilman Jacobi aye; Councilman Packer aye; Councilman Sanz aye; thus becomink Resolution No. 696 6. ORDINANCE FIRST READING /PUBLIC HEARING: The following ordinance was read by title, by Mrs. Horvath: AN ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR ALL VILLAGE FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2007, AND ENDING SEPTEMBER 30, 2008; APPROPRIATING REVENUES AND OTHER FUNDS IN THE AMOUNT OF $15,861,803; AUTHORIZING EXPENDITURES; AND ESTABLISHING AN EFFECTIVE DATE. The public hearing was opened by Mayor Berlin. There being no comments, Mayor Berlin closed the public hearing. A motion was offered by Assistant Mayor Rosenfield seconded by Councilman Packer to approve the Ordinance. The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Rosenfield aye; Councilman Jacobi aye; Councilman Packer aye, Councilman Sanz aye. 7. ANNOUNCEMENT: Mayor Berlin announced that the next budget hearing Bal Harbour Village Council Meeting — First Budget Hearing 09/04/2007 f is scheduled for September 18, 2007, at 5:01 p.m. S. ADJOURN: There being no further business to come before the Council, a motion was offered by Assistant Mayor Rosenrield and seconded by Councilman Packer to adiourn.
