The purpose of the speed bump was not for traffic control. It was the method chosen by the Applicant to control rock from migrating down the concrete portion of the driveway onto the property of others. When I arrived at the site, Mr. Mosely was in his front yard, Based on our conversation, its my understanding that he recognizes this as a reasonable attempt of correction. See the notes and photographs below. This has been an issue for a long time and needs to be corrected. The "speed bump" plan that you submitted was approved and you may proceed with it. Or if you would prefer to propose a different plan for consideration please do so. The materials at the bottom of the hill also need to be removed as part of the project. The city has been extremely patient, however, this is the final request for voluntary compliance. Railwood On 08,02.12 observed erosion in north side of stone driveway ramp between paver and concrete landing below. Sand deposits and white stones and fines at bottom of ramp that appeared to be the result of the erosion. Correction is needed. The fee is $50. The comment below about the Railwood job site was received from Downer Davis, the City's consulting engineer, last Friday. Please let me know if you have any questions. Diane, The Railwood site has BMP's using an acceptable alternative to Shc- Sandbags. However, the height of the earth stockpiled adjacent to this BMP may exceed its capacity of defense if the rainfall predicted today occurs. Unless this matter is reconsidered, Mr. Sidhu will be obligated to cancel the entire project because is not possible to include the cost of the pavers for the driveway on his pool budget. Maybe there is another way to stop the white rocks erosion that is not as expensive. Here is an idea that I ask Mr. Downer to consider: build a larger speed bump with a long drain(in front of it) between the end of the white rock section and the asphalt. believe that with proper maintenance (regularly remove the possible rocks build -up in the front of the speed bump) should stop the erosion of the rocks. All swimming pools, spas, and saunas shall comply with the following requirements: (A) Application for a permit to construct a swimming pool, spa, or sauna must be submitted to the building official. The structural plans must be approved by the building official prior to the issuance of a permit and the beginning of construction and/or excavation. A drainage plan prepared by a registered professional engineer will be required unless the city staff determines that due to the size, method of construction, location, or other characteristics of the proposed swimming pool, spa, or sauna, a drainage plan is unnecessary under the circumstances. Open graded crushed aggregate filled into the joints of SF -Rime pavements have an initial infiltration of over 500 in /hr. Years have gone by and more experiences and results are available which suggest that the actual long term infiltration is much higher and can be given now — and that is also a conservative approach — at 3 in /hr. The application and supporting documents need to be complete with regard to clarification of all proposed activities. As for sediment control, its up to you good people but I'd consider sand bags (or the water bags used to secure pool covers) on the west side downstream of the pool construction area and NOT to block ingress /egress by others. On the east side, pine straw bales might be the cheapest. Conventional filter fabric fence barriers or hay bales are acceptable. 2) The installation and removal of the Co will require repair of the existing white rock driveway in the area of the Co. As this section of white rock drive is eroding due to its slope and as the fines are creating a nuisance bye washing into the R. O. W. and property of others, altemate porous pavement replacement is need to be specified. The use of the 2 -3" raised concrete sections (normally used as speed bumps adequately addresses this. Not having calcs. or volume /storage information of the storage or discharge disposition of the runoff collected by the grate, I cannot concur due to the level of design detail provided. Additionally, without grade information, there is no indication that the bumper will not deflect and not reduce, but concentrate the runoff onto the property of others. Unfortunately, base on my experience as an expert witness a few years ago, the only information on speed bumps is graphic or by manufacturers. I am not aware of any code /design guidelines or restrictions. I am not opposed to this design, but only need more detail. Unless this matter is reconsidered, Mr. Sidhu will be obligated to cancel the entire project because is not possible to include the cost of the pavers for the driveway on his pool budget. Maybe there is another way to stop the white rocks erosion that is not as expensive. Here is an idea that I ask Mr. Downer to consider: build a larger speed bump with a long drain(in front of it) between the end of the white rock section and the asphalt. I believe that with proper maintenance (regularly remove the possible rocks build -up in the front of the speed bump) should stop the erosion of the rocks.
