Andy Radzavich of the Middle Park Medical Foundation asked the Board to consider
support and possible financial support for the new Middle Park Medical Center located in
Fraser.

Town Planner Trotter notified the Board that the required public hearing notice was not
received by all adjacent property owners and therefore recommends continuing the
public hearing to April 6, 2022.
Trustee Soles moved, and Trustee Quinn seconded the motion to continue the public
hearing Waldron Minor Subdivision and Conditional Use Permit to April 6, 2022. Motion
carried: 7-0.
7.Discussion and Possible Action:

Police Chief, Glen Trainer presented to the Board.
Trustee Quinn moved, and Trustee Waldow seconded the motion to approve Ordinance
486 Regarding Criminal Penalty. Motion carried: 7-0.

RESOLUTION NO. 2021-03-01
A RESOLUTION APPROVING A PARTIAL REDUCTION IN THE SURETY PURSUANT TO
THE SUBDIVISION IMPROVEMENT AGREEMENT (SIA) FOR EAST MOUNTAIN FILING 12.
WHEREAS, Rendezvous Colorado, LLC and the Town of Fraser entered into a SIA,
Reception #2020011317, to ensure completion of certain infrastructure and which SIA provides
for reductions in surety requirements; and
WHEREAS, Rendezvous Colorado, LLC has requested a reduction in surety and Town
Staff has reviewed the request and has determined it to be in conformance with the provisions
of said agreement.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF
FRASER, COLORADO THAT:
1.The Town Board of Fraser, Colorado hereby authorizes a partial reduction in the surety
required under the terms of the East Mountain Filing 12 SIA from $691,494.00 to
$345,747.00.

SUBJECT:Partial Release of Performance Guarantee at EMF12
Rendezvous’ original Letter of Credit (LOC) for EMF12 was issued in the amount
of $1,728,735.00. We have previously reduced the LOC by 60%, resulting in a
current balance of $691,494.00. We are now requesting this balance be reduced
by an additional 20%. RV will provide the Town with a renewed LOC totaling
$345,747.00, prior to 4/1/2022.
Infrastructure construction at EMF12 was completed in the fall of 2021, including
water, sewer, storm sewer, gas, electric, and telecommunications mains. The
private roads and retaining walls are also complete; as is the public trailhead
parking area adjacent to the river.
The Town performed a preliminary acceptance inspection of the project on 11/18/
2021 which resulted in a punchlist scheduled for completion as soon as weather
allows in the spring of 2022.

A RESOLUTION AUTHORIZING THE EXPENDITURE FROM THE WATER FUND FOR
SCADA System Upgrades.
WHEREAS, the 2022 Budget provides for certain water system projects.
THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF
FRASER, COLORADO THAT:
1. The Town Board of Trustees, Fraser, Colorado hereby authorizes Staff to expend up
to $13,550.00 from the Water Fund Engineering Account 50-40-330 for services and
hardware necessary to host the SCADA system in the cloud.
2. Said purchases must be completed in year 2022 or the approval will no longer be
effective.

REQUESTED ACTON:
Approve the Resolution 2022-03-02 to appropriate funding to execute priorities 21 of the
SCADA Master Plan and authorize the appropriate Town officer to expend said funds.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
SCADA stands for System Control and Data Acquisition. It ultimately controls water system
automation and maintains operating records for the Town. Upgrades to the system started in
2014 when the PLCs and touchscreens were replaced at the water treatment plants, pump
stations and storage tanks. The Fraser well field wells and were upgraded in 2019 and Town
Hall hardware and software in 2021.
To date, The Town has completed 20 of 21 priorities listed in the SCADA master plan
(attached). Number 21, the final priority, is to relocate SCADA system from a desktop server to
the Cloud. The SCADA system is more robust than it was a few years ago, but there is still
potential for a single point of failure.
The SCADA CPU is currently a desktop server computer located in Town Hall. If there were an
event that Fraser Town Hall is compromised, Fraser would operate its water system in hand or

manually until the situation is remedied. Moving the SCADA system software client to the cloud
and utilizing the desktop server as the backup would eliminate a single point of failure situation
and allow Fraser to operate via direct connection to the software in the cloud from any Microsoft
device.
Moving from a desktop to the cloud requires two annual expenses and hardware changes.
The annual expenses are the cloud hosting service and a corresponding server maintenance
service. The hardware changes are due to proprietary compatibility issues. Apple vs Microsoft.
Currently, Utility operators use Ipads for remote desktop connection to a desktop server, the
primary SCADA computer. The cloud server cannot support Remote Desktop Connections.
Remote Desktop services require Active Directory (AD) and a cloud-based Windows OS server
cannot provide AD. The iPads cannot go directly to the cloud server. They are limited to connect
to the desktop server. Surface tablets are made by Microsoft and use Windows 10 OS. The
Ignition client can be installed on the Surface Tablets and then the Surface can connect directly
to the cloud server. To function in the cloud, Utilities needs to replace the iPads with Surface
Tablets.
SCOPE OF WORK:
There are three components need to complete the transfer to the cloud and maintain full
operations.
1.Azure services. This is an annual subscription for cloud hosted SCADA system.
2.Annual SCADA Server Maintenance Plan
3.Change from iPad to Surface Tablet. Replace the iPads with Surface Tablets. Surface
tablets are made by Microsoft and use Windows 10 OS. We can install the Ignition client
on the Surface Tablets and then the Surface can connect directly to the cloud server.
The Surface tablets are similar in cost to an iPad. They can also be purchase with a
built-in LTE cellular card for internet access.

Dear Friends of the High Country Stampede Rodeo: 2022 Season
Hold on to your hats! Shine up them boots! We have Big, Big, Exciting News! The High Country Stampede Rodeo was voted "Best
New CPRA (Colorado Pro Rodeo Association) Rodeo in 2021 and we expect to have exceptional contestants and larger crowds this
summer. We would love for you to be a part of our rodeo future. We are also officially a 501-(c)(3) Nonprofit. We plan to rodeo
every Saturday night beginning July 2nd through August 13th, rain or shine. We are looking forward to another great season this
summer, ow- 39th year, at the John Work Arena in Fraser, Colorado. Be sure to check out our website for lots of great information.'
The Junior Rodeo series begins at 3:00 p.m. The CPRA rodeo, beginning at 7:00 p.m., brings in contestants from all over Colorado and
surrounding states. Benny Bob Patrick will again entertain us with his comicalclown acts. The Mutton Bustin' and the Sheep
Scramble for the kids bring lots of laughter and smiles.
Family Fun Night, sponsored by the Fraser River Valley Lions Club, will be held July 16th this year. You won't want to miss this fantastic
night. Bring all your young cowboys and cowgirls to this fun evening of entertainment. We hope to have fire truck ladder rides for a
bird's eye view, face painting, games, giveaways, and more. Admission to Family Fun Night for .children ages 6-12 is half price
(Reduced price tickets must be purchased at the rodeo gate).
We have a great Membership and Board that have made it their passion to work hard to produce a fun filled, high quality High
Country Stampede Rodeo series full of fast horses, bucking bulls, and lots of great entertainment. We have also added a scholarship
program to benefit local graduating seniors with their future education success. Please see the enclosed information about how you
can help support the scholarship program, at NO cost to you, by attaching your City Market Card to our non-profit organization.
We look forward again to our special events including a 4th of July Celebration, Old West Night, Cancer Awareness Night, Military
Recognition Night, Sponsor Appreciation Night with a Country'Western Dance, First Responder Night, visits from the Twisted Trick
Riders, along with our most popular Family Fun Night.
