Water Wastewater Superintendent Adam Cwiklin notified the Board that the Town
received the full grant funding request for the Water Efficiency Plan Proposal.

The Board discussed the proposed changes to the By-Laws including four appointed
members (one from each entity) to serve a four-year term, three at-large members to
serve a three-year term and both members would have a twelve-year term limit. The
Trustees were concerned about Granby being involved in the Regional Housing
Authority and would continue to consider their involvement.

For discussion of a personnel matter under C.R.S. Section 24-6-402(4)(f)(I)
and not involving any specific employees who have requested discussion of the matter
in open session. For a conference with the Town Attorney for the purpose of receiving
legal advice on specific legal questions under C.R.S. Section 24-6-402(4)(b). Regarding
personnel. Including Town Attorney Kent Whitmer, Town Manager Ed Cannon
Trustee Miller moved, and Trustee Soles seconded the motion to open the Executive
Session at 8:15 p.m., Trustee Miller amended the motion to remove, For a conference
with the Town Attorney for the purpose of receiving legal advice on specific legal
questions under C.R.S. Section 24-6-402(4)(b) and not to include Town Attorney Kent
Whitmer, Trustee Soles seconded the amended motion. Motion carried: 7-0.
Trustee Soles moved, and Trustee Miller seconded the motion to close the Executive
Session at 8:52 p.m. Motion carried: 7-0.

Meeting MC Ed Raegner began the workshop at 6:00 p.m. and stated the purpose for having this joint
workshop is to nail down the organization of the Regional Housing Authority so that it can continue
moving forward to its goal of getting affordable housing units in the ground. Mr. Raegner also stated
some ground rules on how the workshop would proceed.
1. Overview and Discussion of Draft Intergovernmental Agreement forming a New Regional
Housin_g Authority
Winter Park Assistant Town Manager Alisha Janes introduced the meeting and the RHA
(Regional Housing Authority) Working Group that helped put together the information that will
be presented at the joint workshop. Fraser Assistant Town Manager Michael Brack reviewed the
working timeline for the RHA and stated they have been working with the legal team Holland and
Hart to make sure everything presented is legal and statutory. Ms. Janes and Mr. Brack stated the
IGA (Intergovernmental Agreement) presented tonight is what will be reviewed to make sure it is
ready for all governmental entities to adopt. Mr. Brack reviewed what the powers of the new
authority would be. Ms. Janes presented what the creation of the new board would comprise of
the RHA Working Group recommended that it would consist of two types of board members,
four appointed members (one from each government entity), and three at -large members, all
serving two-year terms. Ms. Janes stated to be on the new Board there would be a residential
requirement of living in Grand County. The creation and the make-up of the new Board was then
discussed amongst the group. After the discussion, the group would like the new Board to have
four appointed members (one from each government entity), three at -large members, the
appointed members would serve four-year terms and the at -large members would serve three-year

terms, and both types of members would be subject to a twelve-year term limit. The group also
discussed what topic would require a super majority vote of 2/3 of the new Board, and what
would require only half the new Board's vote. Ms. Janes stated the initial commitment for the
creation of this new Board for the year 2023 would be $10,000 dollars from each government
entity involved. Mr. Brack and Ms. Janes presented the map of the district boundaries, which
include the Fraser Valley Recreation Metro District boundaries. The map included the Towns of
Winter Park, Fraser, and the municipal boundaries of Granby, and a part of unincorporated Grand
County. The group discussed the boundaries and the coordination of expanding the district if
there was ever a need to do so.
2. Discussion of Possible Funding Sources
Winter Park Assistant Town Manager Alisha Janes presented what funding sources are allowed
by State statutes for a Housing Authority, the first is a property tax, second is a general sales and
use tax not to exceed one percent. Ms. Janes stated there are secondary funding sources such as
an impact fee on new development but that would also require voter approval and a nexus study.
The RHA Working Group's recommendation is to bring a November ballot question forward this
year which would be a mill levy request on property tax for two mills. A successful two mill
property tax could generate $1.2 million dollars annually, this would help to secure bonds for an
initial project, and then for future projects the mill levy money and equity from the initial project
would keep future projects progressing. Ms. Janes stated two mills to the voter would be $14
dollars per $100,000 dollars on residential properties. The RHA Working Group did not
recommend the one percent sales tax or an impact fee. The group discussed the new house bill
and the use of a lodging tax if that house bill passes. Ms. Janes stated the RHA could not levy
that lodging tax because it is not one of the statutory funding options. Town of Fraser Assistant
Town Manager Michael Brack asked the group's legal team about utilizing an excise tax and
found out it could only work for home -rule municipalities. Winter Park Town Manager Keith
Riesberg stated there are too many "ifs" about this house bill right now since it is has not passed
State legislature yet. The group discussed the different funding sources and discussed the
likelihood of a property tax question passing in the Towns of Winter Park, Fraser, and Granby.
The group determined that in order for the two -mill property tax question to pass in November it
would take a campaign to educate the voters. The group agreed to focus on the two -mill property
tax ballot question for the November election.
3. Housina Study Presentation from Williford, LLC
Williford, LLC gave a presentation on the housing needs study that is going to be conducted.
Williford, LLC has already done existing studies for Winter Park, Fraser, and the West side of the
County. Williford, LLC discussed the process of the study and will have the study completed by
July. A housing study is good for five years.
4. Miscellaneous
The group discussed what the name of the new Board will be and decided to go with a
geographical feature that ties the communities together, the Fraser River. They chose Fraser
River Valley Housing Partnership as the new name.

The undersigned Applicant desires to use certain property or facilities, as described below, which
are owned or leased by the Town of Fraser, Colorado (herein referred to as the “Town”), to
conduct the activities specifically described herein. The Town is willing to permit such use and
activities upon the terms and conditions set forth herein.
PROPOSED ACTIVITY:
Description of Activity: Mobile vending truck parked at Town parks and open space.

TOWN PROPERTY/FACILITY
Description/Location: Town parks and open space
Applicant agrees that his use of the Town property or facility described herein shall be limited to
the specific activity described above (herein referred as the “Activities”) and to the date(s) and
time(s) specified. Applicant further agrees to assume all responsibility for any risks associated with
such use and Activities or the condition of the Town property/facilities.
Applicant hereby forever releases and discharges the Town and all of its agents and employees
from any and all liabilities, claims, demands or causes of action that Applicant may hereinafter
have for injuries or damages arising out of the use or condition of the Town property/facilities,
whether or not caused by the negligence of the Town or its agents or employees. Applicant further
agrees to obtain a similar release in writing from any and all other persons engaged in the permitted
Activities, including employees and guests of Applicant, such release to be substantially in the
form which is attached hereto and incorporated herein by this reference. Such form of release
bearing the original signature of each participant in the permitted Activities shall be obtained before
commencement of the Activities and shall be delivered to the Town not later than twenty-four (24)
hours after completion of the Activities.
Applicant further agrees to indemnify and hold the Town harmless from and against all damages,
losses, claims, judgments, costs and expenses, including attorney's fees, suffered or incurred by the
Town in connection with or as a result of the use or condition of the Town property/facilities or the
Activities permitted hereby, including but not limited to any claims by third parties who may use
the Town property/facilities, whether or not such claims are based on the negligence of the Town or
its agents or employees.
Not less than three (3) business days before the date of the scheduled use of the Town
property/facilities, Applicant shall provide the Town with a current certificate of liability insurance
and endorsement naming the Town as an additional insured, which provides coverage for the risks
specified in the preceding paragraph in the following minimum amounts: $600,000 combined single
limit per occurrence and $600,000 aggregate.

Town reserves the right to revoke the permission granted herein to use the Town property/facilities
at any time prior to or during the scheduled Activities, with or without cause and without liability to
Applicant or anyone else on account of such revocation. Such revocation shall be effective upon
oral or written notice to Applicant.

To Whom It May Concern,
I am writing this letter in support of Kremmling Memorial Hospital District (KMHD) dba
Middle Park Health’s (MPH) application for the United States Department of
Agriculture’s Community Facilities Loan. If approved the funds will be used to
construct and furnish a new 30,000 square foot critical access hospital in Fraser,
Colorado.
Middle Park Health provides healthcare services for the residents and visitors of
Grand, Jackson and Northern Summit counties. Middle Park Health – Fraser
Campus would support the economic sustainability for the growing communities of
Winter Park and Fraser. It would also create job growth and synergy by
strengthening the local health care system making quality healthcare available in all
corners of Grand County.
Locating a critical access hospital in Fraser will provide greater access to medical
facilities for area residents and for the 1.5 million yearly visitors to the Fraser/Winter
Park area. The Towns of Fraser and Winter Park have also been working with Middle
Park Health to allocate space within the Fraser Campus for a broadband “meet me”
center. The meet me center will greatly expand connectivity for residents and
businesses in our communities in support of Colorado’s Broadband Interconnectivity
initiative (HB21-1289).

To this end,the Town of Fraser began a routine testing and maintenance program for it
wells in 2020.In its first two years,the Town cleaned five wells,located in the Fraser
Well Field,and tested equipment for efficiency.Downhole equipment has been replaced
in 3 wells to date
Activities for 2022 include cleaning and equipment testing for the two remaining wells
within the Fraser Well Field and to complete the downhole repairs for all five wells that
were cleaned and tested in 2021. Quotes for all activities are attached.
Moving forward,Staff anticipates this to be an annual funding request in order to
preform and/or contact for well testing and maintenance activities on an annual basis.

COVID 19-Vaccines-New Normal
2020 a YEAR of COVID and FIRES
COVID 19 - first appearing end of 2019 in the US, possibly in January. After the first known fatality, WP
Resort shut down and the US locked down in March. Over 500,000 deaths 1 year later. Adapted and modified
our responses and training. Braidwood Condos Fatality Structure Fire occurred in April. Williams Fork
Wildfire, August. East Troublesome Wildfire, October. More COVID with spiking numbers, November.
Amazing results with fast-tracking new ways of producing vaccines. First emergency approval and vaccines
going into arms, December. EGFD Firefighters nearing 100% vaccination by March.
Braidwood-First fatality fire in the Fraser Valley/East Grand Fire District since at least the 1950’s. Fire was
contained to one end and top floor. After much effort the fatality was located and carefully removed from the
building.
Williams Fork-Fire was a stalking tiger 8 to 10 miles west of EG HQ for over 2 months. Major mitigation and
planning efforts from August 14 to blizzard on October 25. Fire never entered the District and we did not have
a wildfire in the District but did have a number of
unattended campfires.
East Troublesome-
Fire started October
14, and worked its way
across northern Grand
County for a week
until the 21st. That
evening the Fire
Districts of Grand
County, all Law
Agencies, and County EMS were handed what amounted to a brand new
East Troublesome Fire, THE BLOWUP, after it crossed over CO 125 and roared over the ridge to Lake Granby,
Grand Lake, RMNP and on to Estes Park. Our Firefighters saw more fire that night and over the next 4 days
around the clock than many Firefighters will see in a lifetime. When the “book” said that everyone should back
off into safety zones and get the cameras out they did not. In 90
minutes, an evacuation was
accomplished that should have taken
most of a day, and done mostly in smoke
and darkness. Crews pushed until they
had to get out of the way of the flame
front, let it go by, and then re-engaged
and did flame front following. Located
and rescued 2 loggers who had been
burned over and saved many homes.

East Grand Fire Facts
East Grand County Fire Protection District # 4
is a Fire Protection Special District organized
under Title 32 of the Colorado Revised Statutes
funded by property tax dollars. The governing
body of the East Grand Fire District consists of
a Board of 5 Directors elected by the District's
registered Voters and property owners. The
President of the Board is Mark Pappas, Vice
President – Garth Hein, Secretary - Rick Kramer,
Treasurer - Steve Loo and Member at Large –
Don Maurais. The Board employs Jed Henry – Volunteer Coordinator, Todd Holzwarth -
Fire Chief, Ryan Mowrey – Asst. Fire Marshal, Kristen Rybij - Office Manager and
Administrative Assistant, Dennis Soles - Fire Marshal, and Steve Waldorf - Training
Coordinator.
And we can never forget to thank
the outstanding 32 Volunteer
Firefighters and Officers who are the
heart of the District!
A unique aspect of East Grand Fire
is our Resident Program. We have
living quarters at our Headquarters,
Tabernash and Red Dirt Stations.
Resident Volunteer Firefighters can
reside at any of the Stations. Resident
Firefighters maintain fire apparatus and buildings as well as respond to incidents in
exchange for housing.
In 2021 we responded to 353 incidents involving a total of 3,296 Firefighter hours. This
included providing Automatic and Mutual Aid responses to surrounding Fire Districts and
other public safety agencies. East Grand Firefighters also logged 5,437 hours of training.

Insurance Services Office
(ISO) Fire Protection Class
Ratings are Class 3 in hydrant
areas and Class 4 in rural
areas without fixed water supplies. The previous ratings were Class 4
and Class 6 respectively.
The Protection Class Ratings may provide savings on your property insurance depending on your property and
your insurance company. Contact your insurance agent to get more information.
The Fire District was last evaluated by the ISO in the fall of 2016. ISO is a private company that provides
information to the insurance industry that includes rating fire protection capabilities of fire service agencies
throughout the US. The ISO grades fire protection on a scale of 1 (the most credit) to 10 (not meeting
minimums).
The Class 3 rating applies to properties within 5 miles of our Stations and within 1000 ft. of a creditable water
supply. Class 3 applies to the Towns of Winter Park, Fraser, and subdivisions with water supplies. The Class 4
rating applies to rural areas using a water shuttle system (Fire Department Developed Supply) but still within 5
miles. Class 10 is applied to areas beyond the 5 miles. The accompanying charts indicate the distribution of
ISO Class ratings for Fire Districts and Departments in Colorado and nationwide. A Class 3 rating places us in
the top 10% of departments nationally.
ISO uses a Fire Suppression Rating Schedule (FSRS) to give communities points in 3 areas. Emergency
communications, such as the 911 system (10 percent), fire department procedures (50 percent) and water
supply (40 percent). The results are analyzed by ISO and by insurance companies.

General Fund Revenues/Expense Summary and Fund Balance
Our Revenues, Expenses, and ending Fund Balances are illustrated above. Below are capital
projects by year.
2021 saw the completion of asphalt and
concrete replacement at Station 2 in
Tabernash, the successful efforts to transfer
property at Winter Park Resort, planning and
soil studies for the new South Station
For 2020 a new purpose-built Type 6 Wildfire Engine arrived and
promptly went to work on the Williams Fork Fire. Station 2 saw major
asphalt and concrete work begin with more planned. Planning and
grant requests for updating Support 492 with connectivity and
credentialing was initiated.
2019 was a busy year with the 2 to 1 approval
by Voters of a Revenue Stabilization Ballot Question and the delivery of a
new Engine. The Ballot Measure provides for a steady revenue stream
into the future.
2018 saw major asphalt and concrete replacement at our Headquarters
Station, lighting improvements, a replacement duty vehicle that also
supports traffic control on emergency scenes and a down payment for
the replacement Engine delivered in 2019.
In 2017 we completed a Fire
Protection Water Supply system for a
portion of the Tabernash area and did concrete and asphalt
work at Headquarters.
We have been very fortunate since 2003 which was a
milestone year that saw the final payment on a 20-year, $2.3
Million Bond and the Voter approved transfer of that revenue
stream to Operations.

Pension Fund Contribution/Expense Summary and Fund Balance 2017/2021
The District contributes $100,000 a year, which
includes State Matching funds of $36,000, to fund the
Volunteer Firefighter Pension. 2021 Total Expenses
were $208,902 for 35 Pensioners. The Fund has
$2,789,678 in assets at the end of 2021 which are
managed by the Fire and Police Pension Association of
Colorado (FPPA).

Impact Fee Summary 2017 to 2021
The District began collecting Impact
Fees in 2001 charging $254 per Single
Family Residence (SFR) or
Commercial equivalent. The Impact
Fund can only be used to purchase
additional Fire Apparatus and
equipment and assist in building our
planned South Fire Station. At the
end of 2021 our Fund Balance was
$581,864.
Following a Nexus Study and reapproval by the Towns of Fraser, Winter Park, and Grand
County we increased the Fee to $454 in June of 2005. In 2014 we completed the newest
Nexus Study as part of the process to continue our Impact Fee Program. The study
recommended a small increase in our fee to $483 per SFR; which was approved. In 2019 an
updated new study was undertaken but due to issues including COVID 19 the request to
change the fee was withdrawn and the Impact Fee remained unchanged.
For 2020 fees helped purchase a new Wildfire Engine. In 2019 we accepted delivery of the
new Engine 481 replacing a 16-year-old unit. In 2018 the Fund provided the down payment
for that Engine. In 2015/2016 Impact fees helped to purchase Rescue Engine 482 that
replaced a 15-year-old engine and a new Bobcat loader to assist with snow removal and
projects around the Fire Stations.

The Fire Prevention Bureau had another extremely busy year on top of switching to a new record management
system. In January 2021 EGFD switched from “Fire House” RMS (an aging server-based software) to “ESO”
RMS (updated cloud-based system), while the new system is an improvement and much more robust product
than the old one, there was a learning curve and how and where data was entered took time. The learning
curve resulted in miss entering data and or miss categorized, and accounts for numbers being slightly off for
the first couple months of 2021. Because of the RMS change we did not see the 10% increase in inspections
and hours that we have in the last 5 years. 2021 was almost a dead tie with 2020, however more reviews,
projects, and inspections were completed in 2021. Of notable change, percentage of inspections in Winter
Park decreased while Frasers percentage grew by 18%. Public education and Pre-Plans remain low due to
Covid for pub-ed and a small resident program for pre-plans.

Incident Information 2017 to 2021
The charts indicate the number of incidents and the total hours provided by the
Firefighters and Officers of the District. For 2021 calls went up to 353 incidents
and 3,296 hours of service time provided. In 2020 – 344 calls and 5,974 hours due
to major incidents, Braidwood Fatality Fire and East Troublesome Blowup
Wildfire. So even though call numbers decreased 14% during the Year of COVID
19 hours increased 42%. For 2019 - 399 calls and 3,545 hours. 2018 - 357 calls
and 7,542 hours due to extended wildfire incidents. For 2017 we had 337 calls
with 2,675 hours provided.
From 1999 to 2009 calls went from 154 to 196, a 27% increase. From 2009 to
2019 the District had an 104% increase going from 196 to 399 calls.

This chart shows total number and the total hours of training by Firefighters and
Officers over the last five years.
For 2021 Firefighters and Officers attended 1,769 trainings (one Firefighter
attending one class) and 5,437 hours of instruction. In 2020 1,161 trainings 3,705
hours. 2019 had 1,014 trainings and 3,455 hours. In 2018 Firefighters attended
1,158 trainings and contributing 4,624 hours. For 2017 Firefighters attended
1,346 trainings for 4,913 hours.

2021 saw a return to a new normal with restrictions on public activities waxing
and waning as variants, hospitalizations, and infection numbers changed. Any
improvement over 2020 was appreciated! We also changed over our Records
Management System (RMS) from FireHouse to ESO which provides many
advantages in tracking our activities. We will be refining the new RMS over the
next year to better reflect what our volunteers and staff contribute such as the
19,008 hours of shift coverage, their involvement in public education, District
social activities with families and friends, special projects, pump and hose
testing, meetings - still ZOOMing!, inspections and planning.
