CONTRACTORS RESPONSIBILITY TO COORDINATE INSTALLATION OF NEW WORK WITHIN
THESE EXISTING CONDITIONS. ANY DEVIATIONS IN EXISTING CONDITIONS OR DIMENSIONS

CODE REVIEW
This project entails renovation and expansion of a community building for the Fraser Public Arts Committee and Fraser Valley Recreation District located at
107 East Eisenhower Drive Fraser, Colorado.
In general, the scope of this project is a multi-use A-1, A-3, B, and S-2 occupancy with accessory, mechanical, and support space.
This project is a A-1, A-3, B, and S-2 occupancy. Total allowable building area is calculated based off this occupancy.
2015 IEBC
Chapter 3 -Provisions For All Compliance Methods
301.1 -General
301.1.2 Work Area Compliance Method -Repairs, alterations, additions, changes in occupancy and relocated buildings complying with the applicable requirements of Chapters 5 through 13 of this
code shall be considered in compliance with the provisions of this code.
Chapter 5 -Classification of Work
502 -Repairs
502.1 Scope -Repairs, as defined in Chapter 2, include the patching or restoration or replacement of damaged materials, elements, equipment or fixtures for the purpose of maintaining such
components in good or sound condition with respect to existing loads or performance requirements.
502.2 Application -Repairs shall comply with the provisions of Chapter 6.
502.3 Related Work -Work on nondamaged components that is necessary for the required repair of damaged components shall be considered part of the repair and shall not be subject to the
provisions of Chapter 7, 8, 9, 10 or 11.
504 -Alteration -Level 2
504.1 Scope -Level 2 alterations include the reconfiguration of space, the addition or elimination of any door or window, the reconfiguration or extension of any system, or the installation of any
additional equipment.
504.2 Application -Level 2 alterations shall comply with the provisions of Chapter 7 for Level 1 alterations as well as the provisions of Chapter 8.
507 -Additions
507.1 Scope -Provisions for additions shall apply where work is classified as an addition as defined in Chapter 2.
507.2 Application -Additions to existing buildings shall comply with the provisions of Chapter 11.
Chapter 6 -Repairs
602 -Building Elements and Materials
602.1 Existing Building Materials -Materials already in use in a building in compliance with requirements or approvals in effect at the time of their erection or installation shall be permitted to remain in
use unless determined by the code official to render the building or structure unsafe or dangerous as defined in Chapter 2.
602.2 New and Replacement Materials -Except as otherwise required or permitted by this code, materials permitted by the applicable code for new construction shall be used. Like materials shall be
permitted for repairs and alterations, provided no dangerous or unsafe condition, as defined in Chapter 2, is created. Hazardous materials, such as asbestos and lead-based paint,
shall not be used where the code for new construction would not permit their use in buildings of similar occupancy, purpose and location.
603 -Fire Protection
603.1 General -Repairs shall be done in a manner that maintains the level of fire protection provided.
604 -Means of Egress
604.1 General -Repairs shall be done in a manner that maintains the level of protection provided for the means of egress.
605 -Accessibility
605 General -Repairs shall be done in a manner that maintains the level of accessibility provided.
Chapter 8 -Alterations -Level 2
801 -General
801.2 Alteration Level 1 Compliance -In addition to the requirements of this chapter, all work shall comply with the requirements of Chapter 7.
803 -Building Elements and Materials
803.4 Interior Finish -The interior finish of walls and ceilings in exits and corridors in any work area shall comply with the requirements of the International Building Code.
804 -Fire Protection
804.1.1 Scope -The requirements of this section shall be limited to work areas in which Level 2 alterations are being performed, and where specified they shall apply throughout the floor on which the
work areas are located or otherwise beyond the work area.
805 -Means of Egress
805.3.1 Minimum Number -Every story utilized for human occupancy on which there is a work area that includes exits or corridors shared by more than one tenant within the work area shall be
provided with the minimum number of exits based on the occupancy and the occupant load in accordance with the International Building Code. In addition, the exits shall comply with
Sections 805.3.1.1 and 805.3.1.2.
805.8.1 Work Areas -Means of egress in all work areas shall be provided with exit signs in accordance with the requirements of the International Building Code.
806 -Accessibility
806.1 General -A building, facility, or element that is altered shall comply with this section and Section 705.
811 -Energy Conservation
811.1 Minimum Requirements -Level 2 alterations to existing buildings or structures are permitted without requiring the entire building or structure to comply with the energy requirements of the
International Energy Conservation Code or International Residential Code. The alterations shall conform to the energy requirements of the International Energy Conservation Code or
International Residential Code as they relate to new construction only.
Chapter 11 -Additions
1101 -General
1101.1 Scope -An addition to a building or structure shall comply with the International Codes as adopted for new construction without requiring the existing building or structure to comply with any
requirements of those codes or of these provisions, except as required by this chapter. Where an addition impacts the existing building or structure, that portion shall comply with this code.
1101.2 Creation or Extension of a Non-Conformity -An addition shall not create or extend any nonconformity in the existing building to which the addition is being made with regard to accessibility,
structural strength, fire safety, means of egress, or the capacity of mechanical, plumbing, or electrical systems.
1102 -Heights and Areas
1102.1 Height Limitations -No addition shall increase the height of an existing building beyond that permitted under the applicable provisions of Chapter 5 of the International Building Code for new
buildings.
1102.2 Area Limitations -No addition shall increase the area of an existing building beyond that permitted under the applicable provisions of Chapter 5 of the International Building Code for new
buildings unless fire separation as required by the International Building Code is provided.
1102.3 Fire Protection Systems -Existing fire areas increased by the addition shall comply with Chapter 9 of the International Building Code.
Chapter 15 -Construction Safeguards
1501 -General
[BG] 1501.3 Alterations, Repairs, and Additions -Required exits, existing structural elements, fire protection devices, and sanitary safeguards shall be maintained at all times during alterations, repairs,
or additions to any building or structure.
1502 -Protection of Adjoining Property
[SB] 1502.1 Protection Required -Adjoining public and private property shall be protected from damage during construction and demolition work. Protection must be provided for footings, foundations,
party walls, chimneys, skylights and roofs. Provisions shall be made to control water runoff and erosion during construction or demolition activities. The person making or causing an
excavation to be made shall provide written notice to the owners of adjoining buildings advising them that the excavation is to be made and that the adjoining buildings should be protected.
Said notification shall be delivered not less than 10 days prior to the scheduled starting date of the excavation.

Chapter 3 -Use and Occupancy Classification
303 -Assembly Group A
303.1 Assembly Group A-1 -Group A-1 occupancy includes assembly uses, usually with fixed seating, intended for the production and viewing of the performing arts or motion pictures
303.4 Assembly Group A-3 -Group A-3 occupancy includes assembly uses intended for worship, recreation or amusement and other assembly uses not classified elsewhere in Group A including, but
not limited to: Art Galleries, Community Halls.
304 -Business Group B
304.1 Business Group B -Business Group B occupancy includes, among others, the use of a building or structure, or a portion thereof, for office, professional or service-type transactions, including
storage of records and accounts. Business occupancies shall include, but not be limited to, the following: Training and skill development not in a school or academic program
311 -Storage Group S
311.3 Low-Hazard Storage -Storage Group S-2 occupancies include, among others, buildings used for the storage of noncombustible materials such as products on wood pallets or in paper cartons
with or without single thickness divisions; or in paper wrappings. Such products are permitted to have a negligible amount of plastic trim, such as knobs, handles or film wrapping.
Chapter 4 -Special Detailed Requirements Based on Use and Occupancy
410 -Stages, Platforms, and Technical Construction Areas
410.3.1 Sage Construction -Stages shall be constructed of materials as required for floors for the type of construction of the building in which such stages are located.
410.3.1.1. Stage Height and Area -Stage areas shall be measured to include the entire performance area and adjacent backstage and support areas not separated from the performance area by fire-
resistance-rated construction. Stage height shall be measured from the lowest point on the stage floor to the highest point of the roof or floor deck above the stage.
Chapter 5 -General Building Heights and Areas
504 -Building Height
504.3 -Allowable building height (A,B,S Occupancy, Non-sprinklered) -40' -1 story
506 -Building Area
506.2.2 -Mixed-occupancy, one-story buildings -The allowable area of a mixed-occupancy building with no more than one story above grade plane shall be determined in accordance with the
applicable provisions of Section 508.1 based on equation 5-1 for each applicable occupancy.
508 -Mixed Use and Occupancy
508.3 Nonseparated Occupancies -Buildings or portions of buildings that comply with the provisions of this section shall be considered as nonseparated occupancies.
508.3.1 Occupancy Classification -Nonseparated occupancies shall be individually classified in accordance with Section 302.1. The requirements of this code shall apply to each portion of the building
based on the occupancy classification of that space. In addition, the most restrictive provisions of Chapter 9 that apply to the nonseparated occupancies shall apply to the total nonseparated occupancy
area. Where nonseparated occupancies occur in a high-rise building, the most restrictive requirements of Section 403 that apply to the nonseparated occupancies shall apply throughout the high-rise
building.
508.3.2 Allowable Building Area and Height -The allowable building area and height of the building or portion thereof shall be based on the most restrictive allowances for the occupancy groups under
consideration for the type of construction of the building in accordance with Section 503.1.

Sec. 19-4-240 -Modification of parking space requirements

(a) Snow management is critical in the Town's mountain climate, and adequate space must be provided for the storage
of snow.
(1)A snow storage and/or removal plan shall be required for all multi-family, commercial and mixed-use development.
(2) Roofs should be designed to either hold snow or shed snow in appropriate areas. Use of snow guards and
protected entries in high risk areas may be required.
(3) Buildings must be set back from the property line to accommodate snow shedding, or a snow storage easement
from the adjacent property owner must be provided.
(4) An increase in minimum right-of-way or easement widths may be required by the Town to accommodate required
snow storage.
(b) On-site snow storage.
(1) One (1) square foot of snow storage space is required for each three (3) square feet of parking, driveway, walkway,
and/or loading area to be cleared
(2) Snow storage areas shall be graded so that drainage from snow storage areas flows away from adjacent properties
and building sites.
(3) Snow storage areas shall be designed so that snow is not stored in a manner where, when melting, it directly
discharges into any watercourses, streets, pedestrian pathways and/or bicycle pathways. Silt catch and/or detention
basins may be required at the discretion of the Town staff.
(4) Snow storage shall not interfere with intersection sight distances, traffic, signage, fire hydrants or water,
wastewater, stormwater facilities and parking spaces.
(5) Snow storage is prohibited on areas devoted to vehicular and/or pedestrian use (including parking, trails, and
sidewalks), and in designated drainage courses/swales.
(6)Snow storage shall not be located on or within twenty-five (25) feet of wetlands or within thirty (30) feet of the high
water mark on each side of a water course.
