SUBJECT: INTERIM OPEN SPACE AND ENVIRONMENTAL ELEMENT
TO THE GENERAL PLAN
Gentlemen:
The State Legislature has mandated that cities will adopt an Interim
Open Space and Environmental Element to the General Plan at the
beginning of this Fiscal Year. Therefore, this interim plan has been
prepared and reviewed by the Parks and Recreation Commission as
well as the Planning Commission. Further, the Planning Commission
has recommended its adoption to the City Council.
The purpose of this element to the General Plan is to provide guidelines
of inventory and open space needs and deficiencies as well as to estab-
lish goals and objectives for open space land use.
Enclosed is a copy of the Open Space Report presented to the Planning
Commission, May 9, 1972, and the Parks and Recreation Commission
on May 25, 1972. Also, attached is a copy of the proposed Open Space
Element with related map and the Planning Commission Resolution.
RECOMMENDATION
Council adoption of "A RESOLUTION AMENDING THE INTERIM OPEN

A RESOLUTION OF THE CITY COUNCIL OF 'THE CITY OF
LYNWOOD AMENDING TIME GENERAL PLAN BY ADOPTING AN
INTERIM OPEN SPACE AND ENVIRONMENTAL ELEMENT.
WHEREAS, the Lynwood Planning Commission, did on May
9, 1972, hold a public hearing on the adoption of an amendment
to the General Plan;
WHEREAS, said Comm=ission adopted Resolution No. 490
approving and recommending to the City Council adoption of the
"Interim Open Space and Envir.onmenta Element to the General
Plan of the City of Lynwood ",
WHEREAS, the City Council has carefully considered
all pertinent testimony offered in the case, as presented at the
public hearing, and
AVHEREAS, the City Council is required by law to adopt
an Open Space Element to the General Plan in order to conserve
and maintain an environmental quality of the highest standard.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Lynwood hereby orders and approves an amendment
to the General Plan of the City of Lynwood, California, entitled:
"INTERIM OPEN ,SPACE AND ENVIRONMENTAL ELEMENT
TO THE GENERAL PLAN OF THE CITY OF LYNWOOD,
CALIFORNIA."

INTERIM OPEN SPACE AND ENVIRONMENTAL ELEMENT
The City of Lynwood contains five square miles with a 1970
population of 43,560 residents. The salient characteristics of the
community are: (1) A grid street pattern; (2) a relatively flat
topography; (3) a suburban residential quality; (4) a balanced amount
of industrial and commercial development; (5) few problems of
employment, housing, education and health.
This proposed interim element is submitted for approval by the
City Planning Commission and eventual adoption by the City Council.
When adopted, it will become a legally constituted portion of the
General Plan of the City of Lynwood.
PURPOSE AND POLICIES
Use of the Element
The purpose of the element is to provide an official guide to the
future development of Lynwood for the use of the City Planning
Commission, the City Council; other concerned governmental agencies;
residents, property owners and businessmen of the community and
private organizations concerned with planning and civic betterment.
For the Planning Commission and the Council, the plan provides a
reference to be used in connection with their actions on various City
development matters as required by law.
The element is intended to encourage and contribute to the economic,
social and physical health, safety, welfare, and convenience of
Lynwood within the larger framework of the City; guide the develop-
ment, betterment, and change Lynwood to meet existing and
anticipated needs and conditions; contribute to a healthful and
pleasant environment; balance growth and stability; reflect economic
land development and other trends; and protect investment.to a
reasonable and feasible extent. A final consideration should be not
to allow development which is not consistent with the intent and
purpose of the open space environmental element of the General Plan.
This element is subject to review and amendment, in the manner
prescribed by law, to reflect changes in circumstances.
Park and Recreation
About 50 acres or 1.5% of the City of Lynwood's total area is
currently utilized for parks and playgrounds.
With the proposed construction of the Century (I -105) freeway through
Lynwood, additional vacant lands suitable for recreation development
will be created. State Legislation provides for these vacant excess
lands to be leased to the City by the State for recreational
purposes. With the inclusion of these potential parks to our
recreation element, part of the current deficiencies will be improved.
A city the size and density of Lynwood should strive to maintain a
ratio of 10 acres of recreational land for each 1,000 residents.
Open space picnic areas are another possibility as a result of
freeway excess lands. The mere installation of landscaping, picnic
tables and limited playground equipment could supply the much
needed demand of neighborhood parks.
Presently the area south of Fernwood Avenue is the most neglected
as far as recreational uses is concerned. With the construction of
the Century Freeway, unless provisions are made to acquire excess
lands for such uses, this deficiency will be compounded. It
should be suggested that on the west side of the City the undeveloped
Rose and Carnation Park circles on State Street be improved to
provide more recreational services to the community. A final area
of concern for the community officials should be a concerted campaign
to encourage the State of California to provide an abundance of
landscaping along the corridors of the Long Beach (Route 7) and
Century (Interstage 105) Freeways. This phase of the freeway should
not be taken lightly and must be actively pursued until all landscaping
is accomplished.
Vacant Land
It is suggested that standards be established relating to the planting
and maintenance of City parkways, median strips traffic islands, and
parking lots. Standards requiring a minimum area of landscaping
in the respective areas would be most advantageous to the entire
community. Also included under these standards would be such City
Facilities as civic center, fire stations, water wells and
corporate yards.
Public Safety
Lynwood lies reasonably close to a major earthquake fault. Although
presently this hazard can not be eliminated with technology,
regulations and protective measures should continually be upgraded and
maintained.
Also to be considered under the heading of Public Safety is controls
of noise, air and other environmental pollutants. Strict controls
should be placed on obnoxious uses that may establish in any
particular zone. Buffers, barriers and transitional areas should be
provided to separate industrial areas from less intensive types of
land uses. In general, conditional use permits should be required
for all manufacturing uses requesting occupancy of a new or existing
facility. Finally the local governing bodies must by their direct
actions give approximate assessment to the enhancement of environ-
mental amenities within the City of Lynwood.
There are widespread complaints of government interference,
bureaucratic red tape and waste of money. In actual fact unless
we find and establish means for controlling and protecting the
natural environment this right would be lost. It is the purpose of
this report to provide a means for the citizens of Lynwood to enjoy
a constructive and well planned community environment by means
of the adoption of this open space element.
RESOLUTION NO.
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF LYNWOOD AMENDING THE
GENERAL PLAN BY ADOPTING AN INTERIM
OPEN SPACE AND ENVIRONMENTAL ELEMENT.
WHEREAS, the Lynwood Planning Commission, pursuant to

SUBJECT, LOS ANGELES COUNTY APPLICATION FOR FUNDING
UNDER T1E EMERGENCY EMPLOYMENT ACT OF 1971
Gentlemen-
The County of Los Angeles, who is administering the Public Employment
Program ( PEP) for the Federal Government under the Emergency Employ-
ment Act of .1971, is requesting each sub -agent city to file a new grant
application forthe funding year beginning in August, 1972. In September
of 1971, Council approved the original grant application under Section 5
of Public Law 92 -54 which requested approval of fifteen additional positions
to the City personnel. These positions included 7 environmental work
trainees, 2 utility mai_manance men, 1 park maintenance man, 2 clerk
typists, one engineering trainee, and 2 police officers. To date, the
City has received over $91, 000 for its participation during the last eight
months of this program and with continued employment of these personnel
in the 1972 -73 Fiscal Year a cost of appro�_ $190, 000 is anticipated.
Local participation by the City will be 1"o or approximately $19, 000 which
will basically be met with "in- kind" contributions such as training, equip -,
meet, supervision, etc.
Cities were recently notified that approximately 25% additional money is
now available for funding new personnel positions to help fill unmet public
service needs. As a result, the proposed new application to the County
includes four additional positions to the City's work force, These positions
include two police officers, one electrical maintenance man, and one park
security guard, The total additional local participation by the City is
estimated at $4, 649 with'EEA participation of approximately $41, 838.
The attached occupational summary, therefore,, requests both continuation
of the existing EEA program and the approval of an additional four positions
under the Emergency Employment Act.

Council approve submittal of grant application as outlined and authorize
the City Manager as Liaison Official to execute such application to the
Los Angeles County Manpower Programs Division,

SUBJECT: EMERGENCY EMPLOYMENT ACT AMENDMENT TO SUB.-AGENT
AGREEMENT
Gentlemen:
On June 7, 1972, the City Council approved an amendment to Section 5
of the Sub -Agent Agreement between the City and Los Angeles County
-elated to the Emergency Employment Act. The Agreement was required
by the County due to the need to redistribute excess accumulated funds
from all sub -agent communities. Attached for Council consideration is
an agreement which relates to a similar modification in Section 6 Agree-
ment
In contrast to the previous Section 5 requirements, the surplus funds under
Section 6 have been allowed to be utilized for part -time summer employ-
ment and therefore, the Agreement has been modified to provide for the
City's use of approximately $2, 316. Funding regulations allow best use
of these funds for temporary recreation personnel due to wage stipulations
of $10 65 per hour and a ma imum work week of 30 hours,
Attached for Council consideration is the Modification 2 -F which provides
for the use of these excess funds and an Amendment to the Sub -Agent
Agreement regarding this modification. The City can begin hiring in
mid -July after final Board approval of the amended agreement.
RECOMMENDATION
Council authorize the Mayor to execute the attached Amendment to Sub -
Agent Agreement regarding Modification 2 -F of the Emergency Employ-
ment Act.

In 1970, ttie U.S. Congress established the Federal Highway Act of 1970,
for which Federal Urban Funds would be appropriated for two consecutive
years, beginning with fiscal years 1971 -72. These funds were primarily
earmarked for alleviating the transportation needs of cities and in
particular urban areas of over 50,000 population. The implementation
procedure and fund distribution of this program has been delegated to
the counties by the State of California. As a result, Supervisor Hahn's
office has notified the City the first year's apportionment under the urban
fund program is $17,772. This amount represents one -half of the total
urban fund apporiionment which is based on population.
Congress' intent in the use of these urban funds was for projects of area
wide or regional importance without regard to jurisdictional boundaries.
However, to insure participation in this program by all of the cities in
the County, the Board has included two alternatives for the cities
involvement:
1: Each City can submit a project on the federally approved
urban system which it believes is of regional importance
for urban funding consideration. A typical example of
such a project is the Imperial Highway Signal
Modernization and Interconnect Improvement. However,
it must be recognized projects such as these require
lengthy time delays, considerable administrative' costs,
and several levels of governmental approval.
2. If Lynwood does not choose to identify a ° project for
funding under this program, 'it can receive the $17,772
and add to its share of County Gas Tax Funds and used
for the same purpose as the County Aid to Cities Funds.

WHEREAS, the County of Los Angeles has appropriated certain
moneys to the City of Lynwood under the County Urban Fund Program;
and,
WHEREAS, the City Council desires to upend the amount of
$17, 772. 00 of said funds apportioned to the City for the maintenance of
streets on the city's approved Select System,
NOW, THEREFORE, the City Council of the City of Lynwood
resolves that;
1. The County of Los Angeles is hereby requested to transfer
$17,772.00 of the County Urban Funds apportioned to the city to the
County Aid to Cities Punds for the maintenance of those streets on the
currently approved Select System of Streets (excluding state highways), on
file with the Div of Highways, State of California, and' incorporated

Gentlemen:
The City Building Department is currently inspecting an auto car wash
facility located at the southeast corner of Long Beach Boulevard and
Michigan. Avenue. As a condition for granting this building permit and
in accordance with the right -of -way dedication ordinance recently
established for Long Beach Boulevard widening improvement project, a
10 foot wide dedication along the front and a 15 foot property line
radius dedication was requested from Brent Enterprises Inc.
The enclosed grant deed and survey map describes the property and
has been properly executed by the recorded owners. Upon approval
and acceptance by City Council, this document will be forwarded to
the County;Recorder for recordation.
RECOMMENDATION
'Council accept and approve right -of -way dedication from recorded
owners for the property at the southeast corner of Long Beach Boulevard
and Michigan Avenue, and authorize the City Clerk to record such
document with the County Recorder.

At the June 7, 1972 Council Meeting. Council approved the proposed sale
of land at the northeast corner of Beechwood Avenue and Peach Street, and
directed Staff to take, the necessary steps to carry out this transaction.
The City has recently received a grant deed describing this triangular
piece of property for execution. As indicated in the prior report, this
land will be sold to Braymeld, Inc. for a price of $3. 90 per square foot
for a total of $2, 492.
Enclosed for Council's consideration is a Corporation'Grant Deed describ-
ing the subject property.
RECOMMENDATION
Council approve sale of property and authorize the Mayor to execute
the Corporation Grant Deed.

The Mike NIasancvi. h Construction Company is continuing with the storm
drain construction along Abbott Road, Mainline drain work is progre =sing
and is now approximatel-r 8016 completed. Public Works personnel are
continuing to relocate other City lines as required by this installation,
VIRGINIA AVENUE WATER IN'STALLAT'ION
The sir -inch AC water line on Virginia Avenue is approximately 9510
completed, New services with meters will be installed to adjacent pro-
perties along' Virginia Avenue. This project will be completed within
the next week.,
ABANDONED VEHICLE PROGRESS REPORT
This very successful program has now ascen 437 vehicles removed from the
City since its initiation. This total includes 26 vehicles remo';7ed this month,
IMPERI HI GHWAY TR AFFIC SIG M ODERNIZATION
The TOPICS Project to modernize the traffic signals along the entire Imperial
Highway Route from the ocean. to Orange County line will be underway this
month. Los Angeles County Road Department has indicated that bids will be
opened the first week of July with the contract being let by the week of the
17th. It is expected this trailic signal irnpro °cement project will be nearing
completion by the end of the surnmer.

Attached for Council review is a letter from Dr, Richard McKenna„ Chairman
of the Lynwood Chamber of Commerce Fall Festival requesting a waiver
of one -half of the regular $100 day license fee.
MONTGOM WARD PROGRESS REPORT'
The key problem delaying the construction of Montgomery Ward has been
the masonry strike. With the strike now ended and the masonry blocks
now delivered to the site, construction is now proceeding rapidly. Plumbers
and electricians are at this time installing the underground plumbing and
wiring. Additional steel is expected to be delivered to the site this week.
Ward officials maintain they will still be able to open in early Spring of
19'7 3.

spray paint job as the men spray painted the building.
I have been advised to secure two estimates for repainting

from paint over- spray. Damage occurred during painting of
Community Center on June 15, 1972.
We anticipate receiving additional claims from city employees
