> kDJOURNED REGULAR MEETING A UGUST 9, 1972
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 4 30 p.m.
Councilmen Liewer, Morris and Rowe answered the roll
call. Councilmen Byork and S tevens were absent.
The Mayor announced the purpose of the adjourned meeting
to be to discuss the Long Beach Boulevard Project -
Central Business District development. Planning
Commission members Bowen, Herbold, Higgins and Discussion re
Storms were present in adjourned session to take Long Beach Bl
part in the discussion. Bus. Dist. Pr(
Mr. Bob Oliver and Mr. Bob McClelland addressed
the Council to report on progress made since their
last meeting with the Council on June 19, 1972, and
Mr. McClelland presented plot plans for the area
bounded by Peach Street, Long Beach
Imperial Highway and Sanborn Avenue.
Councilman Byork arrived.
Vacation of Peach Street and widening of Long Beach
Boulevard was discussed. In considering the time
involved to commence the project, the Council was
informed that a major factor is the widening of
the boulevard which is dependent'on the County
negotiating for acquisition of the necessary
- parcels of property and completion of the engineering
work.
Mr. Oliver informed the Council that it is vitally
important that the developer acquire the surplus
property remaining from the widening project,
either by purchase or lease from the city. The
Public Works Director was questioned about the
acquisition of right of way and he informed the
Council that the County has indicated they are
now in the process of completing their appraisal
report. The matter will then go to the land
management division to begin negotiations for
acquisition of the property on the west side of
Long Beach Boulevard.
Following informal discussion of the project generally
among members of the Council, the developers, and
members ofl the Planning Commission present, the
Mayor requested Mr. Wright to urge early action on
the part o£ the County in their land acquisition
activities, and the Council was assured that they
would do so and that the city would proceed with
the necessary engineering and continue to meet with
Mr. Oliver:

HONORABLE MAYOR AND

SUBJECT. PUBLIC WORKS LEADMAN
Gentlemen;
At the meeting of July 18, 1972, the Personnel Commission reviewed a
proposal to amend the salary resolution by deleting special assignment
compensation for the position of Water Leadman and creating this
compensation for Public Works Leadman. Compensation is currently
provided in the amount of $50 per month during such time as when a
Utility Maintenance Man is required to fill a supervisory position in the
water division. It is proposed that this Water Leadman be modified to
Public Works Leadman in order to encompass the entire Public Works
Department,
From time to time throughout the department, specific instances do occur
whereby an employee is required to hold supervisory responsibilities for
a crew of. four to eight employees. With the expanded title, the City would
be able to properly compensate such an employee during the time he is
maintaining these responsibilities. A specific example of this occurrence
is the Building Maintenance Man, who normally ha.s two custodial
employees under his supervision, Throughout the year however this
employee may also be required to supervise the duties of three or four
painting and maintenance personnel for a specific building maintenance
project; and therefore, this added responsibility justifies additional
supervisorial compensation,
After review and consideration, the Personnel Commission unanimously
recommended to the City Council that the special assignment compensation
of Water Leadman be deleted from the salary resolution and the special
assignment compensation for Public Works Leadman be created in order
to provide for Pompensation when supervisorial duties are required,

Gentlemen:
°. At the meeting of August 1, 1972, the City Council directed staff to
review the possibilities of additional traffic control modifications
v 4 at the intersection of Bradfield Avenue and Carlin Avenue. Attached p
for Council consideration is a study conducted by the Chief of Police i t.
on the traffic accidents which have occurred over the past years as
?F well as a proposed resolution prepared by the Public Works Depart-
%{ (ment which provides for the addition of stop signs at this intersection. I
I i
As can be seen by the attached map, the intersection of Bradfield

Department Memo
AUGUST 11, 1972
Subject: TRAFFIC SURVEY, CARLIN AT BRADFIELD
AT THE LAST REGULAR MEETING OF THE CITY COUNCIL, IT WAS REQUESTED THAT A
SURVEY BE MADE OF THE ABOVE INTERSECTION BECAUSE OF THE RECENT RASH OF
ACCIDENTS IN WHICH ONE PERSON WAS KILLED AND SEVERAL INJURED.
BRADFIELD IS AN OFFSET INTERSECTION WHICH IS ADJACENT TO THE EAST BOUNDRY
OF THE LYNWOOD HIGH SCHOOL FOOTBALL FIELD. AT THE PRESENT TIME, BOULEVARD
STOPS EXIST ON BRADFIELD AT BOTH THE NORTH AND SOUTH APPROACHES TO CARLIN
AVENUE. ALTHOUGH CARLIN AVENUE IS AN EXCEPTIONALLY WIDE STREET, IT IS
PRIMARILY A RESIDENTIAL STREET AND 15 50 POSTED AT 25 MILES PER HOUR.
SINCE MAY OF 1967, THERE HAVE BEEN 33 ACCIDENTS ON CARLIN BETWEEN THORSON
AND BULLIS RD. TEN HAVE BEEN AT THE INTERSECTION OF BULLIS AND CARLIN
AND SIX AT THE INTERSECTION OF THORSON AND CARLIN. NINE OF THE 32, OR
28.12% HAVE BEEN WITH INJURIES, INCLUDING ONE FATALITY.
FIVE ACCIDENTS HAVE OCCURRED AT BRADFIELD AND CARLIN ONE IN 1970, ONE IN
1971 AND THREE IN 1972). THREE OF THE FIVE, OR 60% WERE WITH INJURIES,
ONE OF WHICH WAS A FATALITY. THE THREE RECENT ACCIDENTS INVOLVED A 91
YEAR OLD MALE DRIVER WHOSE PASSENGER IN AN ELECTRIC CAR WAS KILLED, AN
18 YEAR OLD MALE DRIVER RUNNING A BOULEVARD STOP AND HITTING A TREE, AND
AN 80 MILES PER HOUR HEAD -ON CRASH THAT INJURED FOUR. CONTROLS WERE IN
PLACE FOR TWO OF THESE ACCIDENTS. HOWEVER, IN THE THIRD INSTANCE, CON-
TROLS WOULD HAVE BEEN TO NO AVAIL.
A REVIEW OF THE PHYSICAL CHARACTERISTICS OF THE INTERSECTION WITH THE CITY
ENGINEER COMPELS ME TO RECOMMEND A FLASHING BOULEVARD STOP FOR EAST AND
WEST BOUND TRAFFIC ON CARLIN AVENUE AT BRADFIELD, AS WELL AS ESTABLISHING
AN URGENCY PRIORITY FOR ADDITIONAL LIGHTING ON CARLIN FROM BULLIS TO ATLANTIC.
A BOULEVARD STOP LS PREFERRED OVER A TRAFFIC SIGNAL IN SCHOOL AREAS UNLESS
THE TRAFFIC VOLUME BECOMES SUFFICIENTLY HEAVY IN ORDER TO AVOID MOTORISTS
ACCELERATING TO 'BEAT THE LIGHT".

Gentlemen:
In February of this year, the City Council approved standard spe -iflr

the City, Council will recall approval by reference the current,
edition of the "Standard Specifications for Public Works Construction"
(Green Book) written and promulgated by the Southern California

cat.ions are now 'being used as the standard, whenever the Cia: boo
administered projects such as the Burton Avenue, Dury Lane s—, es'
.mprovement, and recent water relocation of water rnains along
Century Boulevard,
The current standard specifications represent the thinking of Publi;.
Works Officials as well as contractor vendor and utility member* s of
the construction industry, This was done in answer to a need f'or
uniform specifications governing public works construction per tormed
primarily in the Southern California area, ,
Presently, the Lynwood City Code under Section 27 6,, sped ?king the
construction requirerrients for sidewalks, curbs and dri ;;ii91
remain in accordance with the standard specifications for the.
of Cal,ifurnia Division of Highways, dated January, 1960 Clr- a>tly,
the: need for contractors performing work within our public- right -cf®
ways should also conform to the latest standard specifications
adopted for public works construction, Such a revisi_in to this
section in the Code would require public hearings and eventual adop!,I -n

is a recommendation to set public hearing date for this adoption,

INFORMATION BULLETIN NO, 72 -15
TO: HONORABLE MAYOR AND MEMBERS
OF THE CITY COUNCIL
FROM. CITY MANAGER
REVENUE SHARING PROGRESS REPORT
•
The Revenue Sharing proposal passed a major hurdle on Thursday, August 10,
when it was passed out of the Senate Finance Committee and onto the floor
of the Senate. According to representatives from Congressman Glenn Ander-
son's office, vote from the Senate is not expected until after the Republican
Convention with final passage in September. The Senate version of this Bit!
provides for approximately 100 million dollars less than the House version
for California cities; however, no specifics as to individual allocations to
each City are available, Once the Senate version is passed, the Bill will
go to the Joint Senate -House Committee for final review and consideration,
It is the opinion of Congressman Anderson's office that the final joint
committee Bill will be very similar to the House version and they are ex-
tremely confident that Revenue Sharing wilt pass during this legislative session,
1972 - -73 OPE BUDGE -- TAX RATE
The Office has recently completed review and received recommended modi-
fications to the 1972 -73 Annual Operating Budget from the City Clerk's
office and re- typing and collating is now underway. The entire document
should be ready for Council review by Monday, August 21, 1972, and it is
proposed that the Council set a meeting for Monday, August 28, 1972, in
order to complete final review and adoption of the Budget documents as
well as review of the Revenue Sharing proposals to date which will enable
the Council to establish a tax rate for the coming Fiscal Year, As you
know, the tax rate must be set by August 31, 1972,
PO LICE' OF FICER' D EATH
The office has learned that after undergoing surgery for an injured hand
Police Officer Stanley E, Pate, suffered a massive heart attack and died,
Officer Pate had come to the City as a lateral transfer from the Compton
Police Department and had been with the department since November 1, 1970
POLICE BUILDING PROGRESS REPOR
The Office has been in contact with Dick Omert, architect of this project and
a meeting has again been scheduled during the week of August 14, 1972, in
order to determine the next procedural step for the Council to take in order
to initiate this project. An item for Council action to initiate this project
will be completed and on the Council agenda of the meeting of September 5, 1972,

A report has b6en.compited by-the.Chief 'of Police comparing the sick and
overtime statistics for the'eUynwob'd Police Department before and after
Four-Ten Plan implementation. During the month of July„ ,1971, overtime
in the uniform division totalled 478 3 /4 hours. During the same month in
t
1972, under the P , an, overtime totalled 170 hours -- a reduction
of 62. 16% in total overtime costs to the City. A review of the sick leave
taken during these same periods reveals that 32 eight-hour days were taken
for sick leave during the 'm ' onth of July, 1971, and a total 11 ten-hour
days were taken for ' sick leave during July of 1972. This revealed a
total reduction in sick leave of 65. 6216. These preliminary studies of
a full month of operation under the Four-Ten Plan do reflect major reductions
in overtime and sick leave costs to the City;.however, additional review
and study over a longer period of time is required to give a full review
of actual long term. effe the program
