SUBJECT: PROPOSED POLICE FACILITY
I
On August 21, 1972, the office met with Councilman Rowe, Police Chief
Darton. and representatives of the architectural firm, Anthony and Langford
to review the progress of the proposed police building addition. Prior to
this meeting the architects had been requested to provide the City with a
cost alternative to the recently contemplated metal building with brick
veneer. The alternative was to provide for regular construction of the
addition with the elimination of the basement, the elimination of the masonry
fins along the north and west elevations and the construction of a wood roof
in lieu of concrete. Attached is the comparative estimate of these costs.
As can be seen, the difference between standard construction techniques
and the metal building with brick veneer is approximately $8, 000. Based
on this cost analysis, plus the remodelling of the existing facility and
construction cost index increases, the total estimated cost for the new
facility is now $205, 000. In addition, the new service yard construction is
estimated at a cost of $20, 000.
In order to proceed with solicitation of bids and initiation of construction,
the plans for this facility must be almost completely redrawn. Attached is
a letter from the architect indicating the need for revision and also stating
the value of the plans salvageable from prior plans of this facility. These
new plans would therefore require an additional $17, 900 in architectural
revisions.
Upon Council determination of direction to proceed, a proposed schedule of
events for the replanning, bidding and construction is as follows:
Start working drawings September 5, 1972
Complete drawings and specifications October 6, 1972
File for City plan checking October 6, 1972
Plan check and corrections complete October 25, 1972
Council approval of plans November 7, 1972
Receive bids by December 15, 1972
RECOMMENDATION:
Council approve an addendum to the agreement between the City and Anthony
and Langford for the revision of police facility plans as outlined in this study.

Subject: Additions and Alterations
Lynwood Police Facility
Gentlemen:
The enclosed conference report indicates the scope of the revisions to the
police building addition. The deletion of the basement, change in exterior
wall design and use of wood roof will result in a major reduction in cost.
It will however invalidate most of our plans requiring complete re-engineer-
ing and re- drafting of structural plans and major re- drafting and revisions
to all other portions of the plans.
We propose to provide the architectural services for the new concept in
accordance with our existing agreement at the stated fee of 10%, crediting
to the City the value of plans salvageable which we have determined to be
$4,600.00.
If the foregoing meets with your approval we are prepared to go forward in
accordance with the schedule stated in the report.
