Gentlemen:
Attached is a Notice of Violation dated July 2, 1971, issued
by the Department of Building on the above subject property.
On display are photographs which show the condition of this
property on February 9, 1972.
Staff believes that there is sufficient evidence to establish
the fact that trash accumulation and lack of maintenance on
this property constitutes a nuisance under the definition in
the City Code relating to nuisance abatement.
RECOMMENDATION
Council adoption of the attached resolution entitled, "A

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD DETERMINING THAT A NUISANCE IS
BEING MAINTAINED ON CERTAIN PROPERTY WITHIN
SAID CITY AND DIRECTING THE ABATEMENT THEREOF.
WHEREAS, pursuant to the recommendation of the City Manager
of the City of Lynwood, this City Council has previously found that
a certain premises, hereinafter more fully described, may be presently
maintained in such a manner as to constitute a nuisance;
WHEREAS, in light of said finding, this Council adopted a
resolution declaring its intention to conduct a public hearing to
ascertain whether a nuisance is being maintained on said property, and
WHEREAS, this Council has held a hearing and has heard and
considered all relevant evidence and testimony from all interested
persons desiring to be heard concerning the conditions constituting
the alleged nuisance and the proposed rehabilitation, repair, removal,
or demolition thereof,
NOW, THEREFORE, the City Council of the City of Lynwood does
hereby find, determine, order and resolve as follows-
Section 1 . The property described as the South 137.5 feet of
Lot 22, Block 13, Bell Vernon Acres, and generally known as 3179
Euclid Avenue, Lynwood, California, is hereby found and declared to
be a public nuisance as defined in Section 22 -A.2 of the Lynwood City
Code.
Section 2 . The particular conditions of said property which
are hereby found and determined to constitute a nuisance are described
as follows-
a. Property opened to ingress and egress and being vandalized.
b. Lack of maintenance.
C. Trash and weeds.
Section 3 . It is further found and determined that, in order
to abate said nuisance, it will be necessary that the following steps
be taken.

a. Complete rehabilitation.
Section 4. The owners of said property, Frank and Ora Lee
Harris, are ordered and directed to take said steps and to abate
said nuisance.
Section 5 . If the property owners fail to take the steps
as provided in this resolution within thirty (30) days after the
date this resolution is posted upon the property, the City of
Lynwood shall immediately cause the same to be abated by City
personnel or private contract and such personnel or persons under
contract are expressly authorized to enter upon the premises for
such purposes.
Section 6. In the event the City of Lynwood causes
the aforementioned nuisance to be abated by City personnel or
private contract, the owner of the premises shall be liable to
said City for all costs of such abatement, including all adminis-
trative costs. All said costs shall constitute a special assess-
ment against the subject property.
Section 7 . The City Clerk is authorized and directed to
post conspicuously at least one copy of this resolution on the
subject property and to send another copy of this resolution by
registered or certified mail, post,age prepaid, return receipt
requested, to the owner of the land as his name and address
appear on the last equalized assessment roll or is known to the
City Clerk.
The failure of any owner or other person to receive
such notice shall affect in any manner the validity of any
proceedings taken hereunder.

SUBJECT: RIGHT -OF -WAY ACQUISITION SERVICES --
LONG BEACH BOULEVARD PROJECT
On March 1, 1972, the Chief Administrative Officer of the County of Los
Angeles confirmed that the County of Los Angeles was agreeable to entering
into a contractual arrangement to provide right -of -way acquisition services
for the Long Beach Boulevard Project. This service will be provided by
the Department of Real Estate Management at an hourly rate.
As presently proposed, Phase I of the Long Beach Boulevard Project would
involve that property situated on the west side of Long Beach Boulevard
running southerly approximately 700 feet from the south side of Imperial
Highway to the north side of Sanborn Avenue. Within this area there are
eleven (11) parcels of land owned by five principals.
At present the Department of Real Estate Management charges $18. 59
per hour for the services of a Real Property Agent II and $21. 34 a hour for
Senior Real Property Agents. These amount include pro -rated adminis-
trative costs. The billing received by the City, after completion of the
work, will be based on the actual time required of right -of -way personnel
on this project.
The County CAO and the Department of Real Estate Management have
agreed that the City should authorize the acquisition services by periodic
service requests signed by the City Manager.
RECOMMENDATION:
ouncil authorize the City Manager to sign service requests for acquisition
services to be provided by the Department of Real Estate Management of
the County of Los Angeles.

SUBJECT; STREET LIGHTING IMPROVEMENT PROGRAM
Gentlemen;
Municipal street lighting has come to be a service which citizens in all
metropolitan communities both require and demand. It has been proven that
modern effective street lighting reduces criminal activity, promotes commer-
cial business operations and alleviates a great number of night -time traffic
accidents. As the City of Lynwood developed, street lighting projects were
initiated to provide lighting on all major highways and most major inter-
sections. Within the last few years a number of localized neighborhood
lighting districts have also been established to provide specific areas with
increased safety lighting. However, eventhough specific areas of the
community have street lighting, citizens have been approaching civic leaders
in ever increasing numbers requesting additional lighting throughout the neigh-
borhood streets of the community.
On Council direction, Staff has been reviewing alternatives for providing
lighting to those areas of the community that are currently below standard.
The Engineering Department has divided the City into five basic areas
and is currently proceeding block -by -block to map all existing and proposed
lighting locations. The attached map shows the division of the City for
this project and to date Section I has been completed in its entirety. It was
found that a total of 145 lights would be needed to upgrade this portion of
the City. It is estimated that the total of 725 lights would bring the entire
community up to acceptable engineering standards of street lighting.
In reviewing the City's past procedures for providing municipal lighting.
it was found that the Council established the City limits as the boundary for
a 1919 Highway Lighting Act district. All properties in this district are
charged an assessment fee for street lighting energy charges. This
assessment is reviewed and levied by the City Council every three years.
In reviewing the street lighting fund it was found that accumulated reserves
now exceed $100, 000 and are increasing by approximately $10, 000 per year.
The City Attorney has indicated that should the Council wish to utilize
these funds for capital construction as well as repayment of energy charges
the resolution adopted in July setting the annual rate could be modified to
provide for this use.
It has therefore become evident that should the City Council wish to utilize
these accumulated reserve funds, the entire community could be provided,
with adequate highway safety lighting soon after July of 1972.
In preparing the survey of each of these five areas of the community which
need upgraded street lighting, the Engineering Department is proposing that
where existing wood poles for overhead utilities are in the proper locations,
no additional street lighting standard will be placed, In Area #1, which• is
the area most critically in need of street lighting, it was found that 84 of
the total 145 needed street lights will be placed on existing wood poles. Since
the Edison Company will place lights on wood poles at no additional cost to
the community, it is proposed that as each section of the community is sur-
veyed, Edison Company be notified of those locations where street lights

can be installed immediately.
RECOMMENDATION:
Council direct Staff to proceed with the Street Lighting Survey throughout
the community and on determination of existing wood pole locations,
direct Southern California Edison to install street lighting immediately.
It is also recommended that Council further direct Staff to prepare the
necessary public hearings and resolutions for Council consideration to
utilize accumulated lighting assessment district funds for street lighting
capital construction.

SUBJECT: SPRING CLEAN -UP PROGRAM
Gentlemen:
For the past several weeks the staff has been discussing the proposed
Spring Clean-Up Program with members of C. V. Disposal Company
Contractors for our City's refuse pickup. The results of these meetings,
including past experience on similar projects with cities such as South Gate,
indicate this program would receive maximum results by providing one
centrally located station for 40 cubic yard bins to be provided by C. V.
Disposal.
The purpose of the Spring Clean -Up Program is to remove from the City
most or all of the hard to handle items that generally become unusable to
the residents of the City. The project calls for the City residents to
bring these hard to handle items to the Community Center Staging Area
where bins and volunteer help will be available to transport these items.
While it is recognized in many instances, residents will be unable to bring
these items to the center, they may call our Public Works Office whenever
a situation arises when they are unable to transport items to the disposal
center. During the next three weeks, press releases will be made to the
local newspapers for the purpose of receiving maximum coverage.
The clean-up
project would be scheduled for Saturday,
April 1,
and
Sunday, April
2, 1972. C. V. Disposal Company would
begin to
place
approximately
12 bins at the transfer site designated to
be the Community
Center area.
The residents would have an opportunity
to bring
any items
during this time. In addition, the Public Works crews
would be
operating
transporting similar
items from harship cases.
It is estimated approximately 50 bins will be used for this operation.
C. V. Disposal will cooperate in that the City would. pay only what it
would actually cost them to dispose. The nearest disposal sites available
are currently charging $35.00 per load, therefore the approximate cost
for this project is $1750.00. Under the Waste Collection Disposal account
of the current 1971 -72 annual operating budget, funds have been allocated
for the payment of our City's residential refuse collection. However, the
allocated amounts have been projected against the proposed anticipated
expenditures and there is a sufficient surplus to cover the estimated cost
of this clean-up program.
RECOMMENDATION
Council approval o e Spring Clean -Up Program for Saturday, April
and Sunday, April and authorize the expenditure up to a maximum of
$2, 000.00 from th Waste Collection and Disposal account of the Annual
Operating Budget.

SUBJECT: FIRE HYDRANT INSTALLATIONS, PROJECT NO. 1972 -A
Gentlemen:
At the February 1, 1972 Council Meeting, approval was given for the
Fire Hydrant Installation Project. Plans and specifications have now
been prepared and are attached for Council's consideration.
The installations will primarily be located in industrial, commercial
and some residential areas of the City. Wet - barrel type fire hydrants
will be used under this proposed project. The recently approved
Specifications for Public Works construction will be used for this
project.
RECOMMENDATION
Council approve Project No. 1972 -A, "Fire Hydrant Installations" and
authorize a call for bids at 10:00 A. M, on Wednesday, March 29, 1972.

SUBJECT: ASSIGNMENT TO POWERL'ITE CORPORATION
FOR WATER LINE PROJECT
Gentlemen:
Cabildo Corporation, Contractors for whom the City had awarded the Water
Line Project in the vicinity of the Montgomery Ward site, are requesting
that an assignment be ma.de to Powerlite Corporation. After 14 years of
operation, Cabildo Corporation has experienced economic setbacks and are
therefore preparing the necessary agreements and forms for this assign-
ment to be made to the Powerlite Corporation. Powerlite Corporation is
experienced in the field of water line installations and pending the
necessary submittal of liability insurance and bonds for faithful performance
and labor and material would be assigned to perform this project.
Under Section 2 - Scope and Control of the Work, of the Standard
Specifications for Public Works construction, an assignment may be made
by the Agency, in this case the City Council, when a Contractor is unable
to continue or to perform such as the case with Cabildo Corporation.
RECOM MENDATION
City Council approve the assignment from Cabildo Corporation to Powerlite
Corporation and authorize the Mayor to execute the necessary agreements.

SUBJECT: Appointment of Personnel Officer /Employer - Employee
Relations Officer
Gentlemen:
One of the reasons for the Councils recent appointment of an Assistant City
Manager was to allow the Manager's office greater flexibility and operating
effectiveness through the shift of day -to -day management detail to this
position. One area in which the assistant will become very involved is that
of employer - employee relations and it is therefore proposed that he also
be given the duties of ex- officio personnel officer.
These duties are currently designated by Code to the City Manager; however,
Section 2.24 provides that the Manager may delegate any of these duties and
powers conferred upon him to any other officer with the approval of the City
Council. It is felt that this change will not only retain control of personnel
management in the City Manager's office, but will also concurrently increase
the ability of the office to devote more time to the major projects and.issues
which have been designated by the City Council.
RECOMMENDATION:
/ Council approval of the City Manager's appointment of the Assistant City
Manager as Personnel Officer /Employer - Employee Relations Officer.

SUBJECT: AUTHORIZATION FOR DEMOLITION BIDS - 11073 WRIGHT ROAD
Gentlemen:
On February 1, 1972 the City Council held a public hearing on subject property
and determined that the single dwelling and detached garage structure were
extremely delipadated and constituted a public nuisance as defined in the City,
Nuisance Abatement Ordinance. The Council adopted Resolution No. 72 -12
declaring this building to be a nuisance and directing the owner to abate same.
Since that time no action has been taken to abate the nuisance and the owner
Mr. Kevin R. Pringle has refused to accept any communications from the City.
Evidence in the form of pictures will again be on display showing the condi-
tion of this property and since the 30- daytime period has expired, it is pro-
posed that the Council proceed with demolition of this nuisance.
RECOMMENDATION:
Direct the City Manager to advertise for demolition bids for the structures
located on the property commonly known as 11073 Wright Road.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD DECLARING ITS INTENTION
TO CONDUCT A PUBLIC HEARING TO ASCERTAIN
WHETHER A NUISANCE IS BEING MAINTAINED
ON CERTAIN REAL PROPERTY
WHEREAS, the City Manager of the City of Lynwood
has recommended that this City Council find that cer-
tain premeises within the City of Lynwood may be maintained
in such a way as to constitute a nuisance, and,
WHEREAS, certain procedures are set forth in
Chapter 22 -A of the City Code of the City of Lynwood,
pursuant to which nuisances may be abated,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
LYNWOOD DOES HEREBY RESOLVE AS FOLLOWS:
1. Based upon the aforesaid recommendation of the
City Manager, this Council hereby finds and determines
that the following described property may be presently
being maintained in such a manner as to constitute a nuisance.
Said property is described as Lot 27, Block 14, Belle Vernon
Acres, and generally known as 3200 E1 Segundo Boulevard,
Lynwood, California_.
2. The conditions of said property which may
constitute a nuisance are described as follows:
a) Accumulation of trash and debris.
3. The method or methods by which said conditions
could be abated include:
a) Remove all trash and debris.
b) Provide proper storage for salvable material.
4. This Council therefore declares its intention
to conduct a public hearing pursuant to Chapter 22 -A of
the City Code of the City of Lynwood to ascertain whether
the-above-described conditions constitute a public nuisance,
the abatement of which is appropriate under the police
power of the City of Lynwood.
5. The City Clerk is authorized and directed to fix
the time and place for said public hearing and to serve and
post certified copies of this Resolution in the manner set
forth in Section 22 -A.4 of the Lynwood City Code.

Attached is a letter dated February 29, 1972 from John Burgess re- establishing
a construction schedule permiting a February, 1973 opening.
WALK FOR LITTER -- SATURDAY, MARCH 4
Plans have now been finalized for the Mayor's Blue Ribbon Community
Improvement and Beautification Council's "Walk For Litter" Saturday
March 4. Members of the City Council will lead 1500 to 2000 students
walking on Saturday and will cover all streets within the City of Lynwood
Major efforts from the High Schools and Junior High Schools will be
given to Alameda Avenue and the on and off -ramps of the Long Beach
Freeway at Imperial, Century and Rosecrans. On completion of the
Walk the Ecology Club will sort the litter for recycling and the Beauti-
fication Committee will provide refreshments for the participants. Both
the Public Works Department and the National Guard are providing
supporting equipment and men for this project. The local elementary
PTAs are coordinating each of their assigned districts and the students
from their related schools.
AREAWIDE "TOPICS" STUDY
The Staff has recently received a preliminary draft of the Areawide TOPICS
Study currently being prepared by the firm of Crommelin and Associates.
The preliminary report is very comprehensive and the Public Works Depart-
ment is involved in evaluating traffic congestion operations, striping, and '
other deficiencies. Staff work on the study should be completed in April
with a presentation for Council approval shortly thereafter.
BURTON AVENUE PARKING SURVEY
At the February 15, 1972 regular Council meeting, Mrs. Alma Spilner re-
quested the Council to direct Staff to review the parking and street sweep -'
ing situation on Burton Avenue between Bullis Road and Alpine Avenue.
The road has a 24 foot curb to curb width with no parking on the south
side of the street. With the north side parking completely utilized 90% of
the time, it is difficult for residents to turn into the small 10 foot drive-
ways. Any solution to the problem other than requiring right -of -way
acquisition and widening will either reduce or completely eliminate the
parking spaces available on the north side of the street. Staff has there-
fore prepared a survey for circulation to the residents in this block re-
questing their reaction to a list of four alternative solutions to the problem.

These alternatives include, (1) widening the existing driveway openings to
standard width and paint the curb face back from each driveway approxi-
mately two feet ( this alternative will reduce parking spaces by about 50 %) or
(2) create a no parking zone on both the north and south side of the street;
or (3) create a no- parking Fridays only for street sweeping purposes, or (4)
maintain existing restrictions and conditions. Space will also be provided on
the questionaire for citizen comments regarding the parking situation and
other suggestions they might wish to make. The questionnaires have now
been distributed and are expected to be returned by March 6. After Staff
review of the questionnaires, this matter will be presented for Council
consideration.
PROGRESS REPORT WITH LYNWOOD INDUSTRIAL PARK -- WEST
' AKA - WATTS INDUSTRIAL PARK
This Industrial Park is now well underway with five new industrial buildings
totalling 170, 000 square feet now under construction. Two other buildings
totalling 85, 000 square feet are very near completion. The mini - industrial
complex of four buildings (70, 000 square feet) is currently 65% leased. The
Council has been invited to a ground breaking ceremony for an additional
new facility for Dyna Manufacturing Company to be held on Monday, March 13,
1972 at 9;30AM. The principal speaker will be Honorable James D. Hogson,
United States Secretary of Labor. Malone Builders, subsidiary of Boise
Cascade are beginning construction of a spur track across Alameda in the
vicinity of Industry Way to serve the Industrial Park. The work will in-
volve the encasement of sewer lines, water lines, and gas lines; con-
struction of a concrete box culvert; sidewalk and asphalt concrete pavement.
It is anticipated that this spur track will be completed within the month.
REVISED CITY CODE
The City Clerk, City Attorney, and this office are now reviewing the galley
proofs of the Revised City Code. These proofs now include many changes
made during the Code's review last November. The proofs will be returned
as corrected to Municipal Code Corporation by the middle of the month and
it is hoped that the City will have all of its Codes updated and revised by
early summer.
CL EANING AND MAINTENANCE OF CITY'S ELEVATED WATER RESERVOIRS
The Water Division of the Public Works Department has drained and cleaned
the City's 100, 000 gallon elevated tank at Alameda and Norton Avenue. Ex-

which necessitate draining, inspection and cleaning. The program of clean-
ing these tanks is normally phased such that every eighteen months an ele-
vated tank is cleaned during the periods of low consumption.
PROGRESS REPORT ON SEAL COATING
Astec Products Company has completed coating the streets in the northeast
and southeast portions of the City. Contractor has now moved to the southwest
portion of the City to apply surface coating to streets including Burton, Palm,
Magnolia, and Cedar. City Engineer reports that the project will be completed
during the month of March.

This will confirm our telephone conversation as of this date wherein I
advised that our officers have given approval to proceed immediately
with the construction of our retail store.
As I informed you, while a delay would be advantageous to Wards, we had no
intent to accomplish this benefit at the expense of the City. Conse-
quently, we will attempt to reestablish a construction schedule per-
mitting a February 1973 opening.
If you should see any other problems in regard to the CBD development
in which we can be of any help, please let me know. As I informed you,
the easements for water lines have been forwarded to our subsidiary in
Chicago for execution. They will be returned to you within the next
week or ten days.
