RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
COMMENDING THE HONORABLE DEL CLAWSON, CONGRESSMAN,
FOR OUTSTANDING SERVICES RENDERED TO THE COMMUNITY
WHEREAS, the Honorable Del Clawson has served the City of Lynwood
as United States Congressman from June of 1963 until Apriltof 1972, and
WHEREAS, during these nine years of service he was reelected for
three consecutive terms by the citizens of the twenty -third Congressional
District, and
WHEREAS, due to recent Congressional redistricting, he will no
longer be serving the City of Lynwood, and
WHEREAS, during his period of service to the community he played a
key role in the development, implementation and completion of innumerable
Lynwood projects and programs, and
WHEREAS, due to this redistricting change the City will greatly miss
the fine cooperation and support it has received from Congressman Clawson.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF LYNWOOD:
That the Council hereby extends its sincere appreciation and gratitude
to the Honorable Del Clawson, for his outstanding leadership and guidance
during his years of service to the City of Lynwood and for his vital and
active participation in community plans and accomplishments.

SUBJECT: FOUR -TEN PLAN FOR POLICE DEPARTMENT
Gentlemen:
Pursuant to Council direction, Staff has been reviewing the possibilities of
establishing a four -day work week for the field duty personnel in the Police
Department. This Four -Ten Plan provides for ten -hour work days, thereby
allowing shift scheduling to overlap during peak activity periods.
Forty -six cities in the State of California have switched to the Four -Ten Plan
or some modification of this proposal since it was introduced in 1970 and many
more jurisdictions are still considering it. The Plan has basic appeal to both
management and the employee in that, to management, it is the vehicle to
increasing productivity without substantially increasing costs, and to the employ-
ee, it is a fringe benefit which increases his "usuable leisure" by permitting long-
er blocks of consecutive time off. The following is a list of the basic advant-
ages and disadvantages of the proposed Four -Ten Plan.
ADVANTAGES:
1. Three ten -hour patrol shifts for each twenty -four hour period permits
a six -hour overlap and double patrol strength during the peak crime period.
2. Because strength is increased when need is greatest, response time is
reduced substantially, officers feel safer, number of arrests increase,
and based on preliminary response from some communities, the number
of reported crimes has actually decreased during the overlap period.
3. All departments report higher morale because of the 5076 extension in
the weekend; a 207o reduction in the commuting time and lunch expenses, and
the correspondent enlargement of opportunity to moonlight, relax or study.
4. Most communities have reported reduced overtime claims for "end -of- shift"
overtime.
5. Temporarily, at least, the rearranged work week has provided a competitive
edge in recruiting new personnel.
6. Some cities report reduced sick leave and absenteeism under the Plan.
DISADVANTAGES
1. Efficiency and mental alertness may decline the last two hours of each ten -hour
shift.
2. To effectively provide for adequate supervision, it will be necessary to provide
for one additional sergeant to keep pace with the concentrated patrol strength
of the overlap period.

3. Following the unbroken trend of a century toward shorter work days, the
Four -Ten Plan may actually accelerate the arrival of a thirty -two hour
week of four 8 -hour days at forty hour a week pay.
4. Many cities report increased production and higher arrest rates which have
lead to a significant increase in court time for patrol officers. Overtime
for court appearances after working ten -hour days is the hardship.
5. To take best advantage of increased personnel during peak activity periods,
it may be necessary to provide for additional mobile equipment than is
currently being utilized.
6. Holidays and vacation relief may provide for scheduling problems. Un-
restricted driving radius and the probability of increased use of three days
for out -of -town holidays, may mean a personnel shortage in an emergency.
Smaller cities have indicated a greater problem in handling these sche-
duling adjustments.
The greatest single justification for the Four -Ten Plan in the City of Lynwood is
the anticipated flexibility in allowing the shift overlap, and subsequent increased
manpower distribution and deployment commensurate with periods of high crime
activity. During these peak periods, the City currently has a maximum shift
personnel allowance of two sergeants and fourteen patrol officers. With the
incorporation of the Four -Ten Plan, scheduling during the same period would
be increased to a maximum shift of four sergeants and twenty -five police
officers -- an immediate manpower increase of 81 %.
Two major cost factors may present themselves with the adoption of this Plan,
the first of which is that of the need for additional supervisory personnel. The
City currently has five authorized positions of sergeant, and to effectively
supervise personnel during the shift overlap period, one additional position of
sergeant should be established. This provision for more effective supervision
is the recommendation of the Department Head and has the concurrence of this
office. This position would be filled from within the present manning table
limits, thereby not increasing the total manpower requirements. An estimated
cost for this position modification would be approximately $1500 per year.
The other factor which would create additional costs for the City is that of the
shortage of patrol cars. The most effective way to utilize manpower during the
overlap period is to provide each officer with a vehicle, thereby reducing each
officer's patrol area and allowing increased coverage of both commercial and
residential areas. This will, therefore, increase the City's need for additional
patrol vehicles. The City recently purchased five new units with plans to trade -in
the older vehicles as the new units are prepared for use. It is now proposed that
these older units be retained while the effectiveness of the Plan is determined.
Employee benefits will also be affected by the implementation of the Four -Ten
Plan and the Council should consider some method for compensating the employee
for these benefits during the proposed trial period. The two benefits which are
directly affected are vacation and sick leave.

Police Department vacation is not accrued on a month -by -month basis, but
rather, on a yearly basis of eleven work days (15 calendar days) or more per
year, dependent upon length of service. Eleven 8 -hour work days totals 88
working hours of time off for vacation periods. It is therefore proposed during
this trial period, that for each work day an employee takes off for vacation
purposes, ten hours will be subtracted from this total 88 hour accumulation.
This still allows the employee to take fifteen+ calendar days of vacation.
Sick leave is accrued on the basis of one work day (8 hours) per calendar
month and it is, therefore, proposed that for each working day an employee
is off on accumulated sick leave, ten hours be deducted from said employee's
sick leave accumulation.
This proposed sick leave and vacation policy is recommended temporarily to
provide for any adjustments during the proposed trial period. After imple-
mentation of the Plan, the office will then meet with employee representatives
to work out a final written sick leave- vacation policy. The Association has
indicated they will be amicable to waiving any written changes during the pro-
posed trial period.
It is proposed that at the end of the trial period, questionnaires will be circu-
lated to both management and departmental employees to determine each in-
dividual's response to the Four -Ten Plan. These responses, in conjunction
with work load and crime statistics will be correlated into the final Staff
recommendation for City Council consideration.
It was originally hoped that the Four -Ten Plan could be implemented on a trial
basis on May 1. However, the Chief of Police has indicated that six officers
are presently entering the Police Academy and will not be available for duty
until mid -June. He has further noted that implementation of this Plan during
this time would place an extreme hardship on the Department and has therefore
requested that the Four -Ten Plan not be initiated until June 18. It is therefore
proposed that the trial period for the Four -Ten Plan be established as June 18,
1972 through September 19, 1972.
RECOMMENDATION:
Council direct Staff to initiate the Four -Ten Plan for the Lynwood Police Depart-
ment on a 90 -day trial basis beginning June 18, 1972 as outlined in this study and
further directs Staff to prepare performance evaluation of the Plan immediately
thereafter and make a ropriate recommendations for Council consideration.

SUBJECT: FREEWAY INTERCHANGE INDUSTRIAL PARK -- MODIFIDATION
OF RAMPS AND FRONTAGE ROADS
Gentlemen:
At the regular meeting of the Planning Commission held March 14, the
Commission recommended to the City Council that they adopt a resolution
modifying the ramping structures and frontage roads in and about the
Lynwood Interchange Industrial Park. The exact alignments proposed
are shown in Exhibit A attached.
The proposed new alignment will improve traffic service to this area by
creating one -way frontage roads on both sides of the freeway between
Atlantic Avenue and Wright Road, The result of this modification should
improve traffic service to this area and this increased accessibility will
enhance the marketability of the Industrial Park and should thereby
produce an improved revenue structure for both the City and State.
Therefore, attached for Council consideration is a Resolution which
would amend the existing 1970 Freeway Agreement and approve this
modification.
RECOMMENDATION: Council adoption of Resolution entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, RE-

TO PROVIDE ONE -WAY FRONTAGE ROADS ON BOTH SIDES OF THE FREEWAY
BETWEEN ATLANTIC AVENUE AND WRIGHT ROAD

WHEREAS, on July 9, 1970, the City of Lynwood and the State of
California entered into a freeway agreement for the Route 105 Freeway
between the city limit at Mona Boulevard and the city limit near Route 7; and
WHEREAS, plans for freeway provide viaduct structures for a portion
of the Route 105/7 Freeway Interchange between Wright Road and Long Beach
Freeway, creating an Airspace Lease Area which returns land to productive
use in City; and
WHEREAS, City and State have studied and coordinated planning
toward development of a Lynwood Industrial Park within Airspace Lease Area;
and
WHEREAS, there has recently been identified means to improve traffic
service to said area by modifying previously approved plans and creating
one -way frontage road between Wright Road and Atlantic Avenue; and
WHEREAS, increased accessibility will enhance the marketability
of the Area which creates the potential to produce more revenue for City
and State; and
WHEREAS, modification of plan will allow traffic including trucks,
between freeway and Atlantic Avenue to travel easier and more directly to
Airspace Lease Area, thereby minimizing the possibility that said traffic
would travel to Area via residential streets of Cortland and Lavinia Avenues;
and
WHEREAS, said modification of plan has been developed through
coordinated City and State planning which occurred after execution of ori-
ginal freeway agreement.

Gentlemen:
At the Special Planning Commission Meeting of February 25, 1972, the
Commission approved Tentative Parcel Map No. 2662 within the Watts
Industrial Tract for Economic Resources Corporation subject to certain
conditions.
The requirements were the submittal of an Improvement Agreement and
Bond in the amount of $7,500.00 for the construction of concrete curb,
gutter and sidewalk along Alameda Street and Industry Way, and
certain catch modifications to be constructed within a one -year period.
In addition, Right -of -Way dedication along the parcel fronting Alameda
Street necessary to provide for the ultimate width along this frontage
of Alameda Street.
These documents have been properly executed by Economic Resources
Corporation's Officials, and are now in the City's possession. Upon
approval and acceptance by City Council, the Grant Deed will be
forwarded to the County Recorder for recordation.
RECOMMENDATION
Council accept and approve Improvement Agreement, Bond, and
Right -of -Way dedication from Economic Resources Corporation for
approval of Tentative Parcel Map No. 2662. Authorize the Mayor to
sign the Agreement and the City Clerk to record with County the Right -
of -Way dedication.

The parties hereto do agree as follows
First. That the Contractor, for and in consideration of the
approval of a Planning Commission Lot Division in and adjacent to that
parcel of land known ,as 'Tentativo Parcel Map 2662, hereby agrees .at
his sole cost and expense, to furnish all equipment, material and labor
necessary to perform and complete, within 1.2 months from the date
hereof, in a good and workmanlike manner, the following work and improve-
ments, to wit.
Modification of catch basins on Industry Way, construction
of curb, gutters and sidewallcs on Alameda Street and
Industry Way; and all work appurtenant: thereto, including
but not limited to preparation of engineering plans
(hereafter "Improvements ").
Said improvements shall he accomplished in conformity with applicable
Provisions of the Lynwood City Code, the plans, profiles and specifications
filed in the Office of the City Engineer, under the supervision of, and to satisfaction of, the City Engineer, Said improvements) shall not be
deemed complete until approved and accepted by the City Council of said
City. The estimated cost of said work and improvement(s) is the sum of
Seven Thousand Five Hundred Dollars ($7, 500, 00).
Second That said City shall not, nor shall any officer or employee
thereof, be liable or responsible for any accident, loss or damage happening
or occurring during the construction of improvements specified in this
contract prior to the acceptance of same. Contractor agrees to hold City
and its officers and employees free and harmless from all liability or claim
because of or arising out of the construction of said Work,
Third That it is further agreed that said Contractor will, at all,
times prior to the acceptance of said improvements by said City, give good
and adequate warning to the traveling public of each and every dangerous
condition caused by construction of said improvements and Will take the stops
necessary to protect the traveling public from such defective or dangerous
conditions. That it is understood and agreed that until the acceptance of all
the improvements to be constructed, each of said streets offered for
dedication shall be under the charge of said Contractor for the purpose of
this contract, and said Contractor may close all or a portion of any street
whenever it is necessary to protect the traveling public during the
construction of the improvements herein agreed to be constructed. The
Contractor hereby agrees to pay for such inspection of streets as may be
required by the City Engineer of the City,

Fourth. It is further agreed that: said Contractor has filed with
the City a cash deposit, surety bond, or instrument of credit, in the sum
of $7, 500. 00 being the estimated cost of said improvements as above
specified, as a guarantee for the faithful performance of this contract.
If the Contractor shall well and truly do and perform all of the covenants
and obligations of this contract on his part to be done and performed, at
the times and in the manner specified herein, then the said security shall
be released; otherwise, the City shall have the right to move against the
security in such manner as it deems lawful and appropriate.
Fifth. It is further agreed by and between the parties hereto,
that in the event it is deemed necessary to extend the time of completion
of the work contemplated to be done under this contract, said extension
may be granted by the City Council and shall in no way affect the validity
of this contract.

Gentlemen:
At the Planning Commission meeting of January 11, 1972, the
Commission unanimously approved Tentative Parcel Map No. 2554 at
the south west corner of Alameda Street and Industry Way for Economic
Resources Corporation subject to several conditions. In addition to
modifying certain catch basins along Industry Way, constructing concrete
curb, gutter and sidewalks, a right -of -way dedication of one foot was
required along the parcel fronting Alameda Street. This dedication was
required by the City in order for Alameda Street to conform to its
ultimate width along this frontage of land.
The Grant Deed for this dedication has been properly described,
executed by Economic Resources Corporation's Officials, and is now in
the City's possession. Upon approval and acceptance by City Council,
this document will be forwarded to the County Recorder for recordation.
RECOMMENDATION
Council accept and approve Right -of -Way Dedication from Economic
Resources Corporation for approval of Tentative Parcel Map No. 2554
and authorize the City Clerk to record with the County such document.

On March 21, 1972, the Planning Commission unanimously approved
a variance for the construction of a Tic Toc Convenience Market.
The market will be located at the southeast corner of California Avenue
and Imperial Highway. As a condition for the granting of this
variance the Commission requested a 15 foot property line radius
dedication from Tic Toc Markets to the City.
The attached Corporation Grant Deed describes the property and has

SUBJECT: SEAL COAT SURFACE TREATMENT PROJECT -
CONTRACT NO. 1971 -C
Gentlemen:
The Seal Coat Surface Treatment Project initiated by the City
Council in December, 1971, has been completed by Astec
Products Company of Santa Ana. At the end of the project the
contractor had seal coated approximately 1.2 million square
feet of pavement throughout the City. Although the contractor
did experience some delays at the beginning, the project was
completed within the allocated time period.
The City Engineer has completed inspection of the project and
has indicated approval. Progress payments have been made to
Astec Products Company throughout the project and upon
acceptance by the City Council, all monies due will be paid.
RECOMMENDATION
Council acceptance of the Seal Coat Surface Treatment Project,
Contract No. 1971 -C as completed by Astec Products Company
of Santa Ana and authorize staff to make final contract payment
in accordance with the Standard Specifications.

SUBJECT: PARKING RESTRICTION - BURTON AVENUE
BETWEEN LONG BEACH BOULEVARD AND
ALPINE AVENUE
Gentlemen:
As a result of complaints regarding the sweeping operations along
the north side of Burton Avenue between Long Beach Boulevard
and Alpine Avenue, the Public Works Office conducted a survey of
the residents along this street to determine the best and most
acceptable solution for sweeping this street. As a result of the
survey that was conducted, the majority of the response was in
favor for posting the street by means of a parking restriction
during the day that Burton Avenue is swept.
Burton Avenue is a relatively narrow street of 24 feet curb -to -curb
as well as most of the streets in the south west portion of the City.
The Public Works Office has conducted a study to determine the
best hours for this parking restriction for this entire area. As a
result, Friday, the day designated for sweeping along this area
between the hours of 8:00 A.M. to 11:00 A.M. has been designated
as the best time period for this parking restriction. As other
requests are made from this area, the Public Works Office will
be able to post for sweeping in the same manner and time
limitation as Burton Avenue.
RECOMMENDATIO
Council approve a resolution prohibiting parking on Friday on the
north side of Burton Avenue between Long Beach Boulevard and
Alpine Avenue between the hours of 8:00 A. M, and 11:00 A.M.

In an effort to relieve some of the overcrowded storage conditions in

has prepared his written consent (attached) which indicates that all

THE CITY COUNCIL OF THE CITY OF LYNWOOD HEREBY DOES ORDAIN
AS FOLLOWS:
SECTION 1: SECTION 23. 22 is added to the Lynwood City Code to provide
as follows:
SECTION 23. 22, UNAUTHORIZED REMOVAL, USE OF POSSESSION OF
SHOPPING CARTS
(a) Removal No person shall remove any shopping cart, shopping
basket or other similar device from the premises or parking area of
any business establishment if such shopping cart, basket or device has
permanently affixed to it a sign identifying it as belonging to the owner
or operator of such business establishment and a notification to the
effect that such cart, basket or device is not to be removed from the
premises.
(b) Abandonment. No person shall abandon or leave any such shopping
cart, shopping basket or other similar device which has been removed
from the owner's premises upon any public street, alley, sidewalk,
parkway or other public place, nor upon any private property except
that of the owner of such cart, basket or device.
(c) Possession. No person shall have in his possession any shopping
cart, shopping basket or other similar device which has been removed from
the premises of any business establishment operated by the owner of said
cart, basket or device and which has permanently affixed to, it a sign
identifying it as belonging to the operator of a business establishment
and a notification to the effect that such cart, basket or device is not
to be removed from the premises of said establishment.
(d) Use. No person shall use any shopping cart, shopping basket or other
similar device for any purpose other than that intended by the owner of

(e) Alteration. No person shall alter, convert or tamper with any shopping

Ordinance shall be guilty of a misdemeanor and upon conviction thereof shall
be punishable by a fine of not more than $500 or by imprisonment in the City
or County jail for a period of not to exceed six (6) months or by both such a fine
and imprisonment.
SECTION 3: The City Clerk is hereby ordered and directed to certify
to the passage of this ordinance and to cause the same to be published once in
the Lynwood Press, a newspaper of general circulation, printed, published
and circulated in the City of Lynwood.

BLOCKBUSTING COMPLAINT FILED
Following a four -hour meeting on March 30 with the Director of the Housing
Opportunity Division of the U.S. Department of Housing and Urban Develop-
ment, it was determined that the alleged activities of Bruce Mulhearn, Inc.
Realtor and salesman Earl Prows fell within their jurisdiction. Therefore,
a formal complaint was prepared which will initiate a full investigation by
HUD. The complaint alleges violation of Section 804 E of the Civil Rights
Act of 1968 which states, "For profit, to induce or attempt to induce any
person to sell or rent any dwelling by representations regarding the entry
or prospective entry into the neighborhood of a person or persons of a
particular race, color, religion, or national origin, shall be unlawful ".
If HUD feels it has appropriate cause, it will prosecute through the Depart-
ment of Justice.
DEMOLITION OF LONG BEACH BOULEVARD PROPERTIES
Demolition of the properties on the West side on Long Beach Boulevard are
expected to get underway tomorrow. The first three buildings to be de-
molished are 11421, 11423, and 11425 Long Beach Boulevard. An additional
six structures are expected to be demolished during the week of April 10 -14.
MONTGOMERY WARD WATER LINES
The Water Division of the Public Works Department has begun the installa-
tion of the water lines along State Street, south of Imperial. All pipe and
fittings have been delivered to the job site. Crews have made all connections
to existing water lines at Imperial Highway, State Street, and the intersection
of Beechwood Avenue and Apricot Street. The first portion of the water, main
will be installed along State Street from Imperial Highway to Beechwood Ave -
nub; the installation will continue along Apricot Street and the easement
within the Montgomery Ward site.

MONTGOMERY WARDS INITIATES CONSTRUCTION
On Monday, April 3, 1972, Montgomery Ward will initiate construction of
their new store in Lynwood's central business district, John Burgess is
making this announcement by telephone on Friday, March 31, stated that
they will diligently pursue construction in order to open in February,
1973.
ALLEY IMPROVEMENTS BEHIND MAC DONALD'S -- ATLANTIC AND AGNES
As a condition of a zone change for Mac Donald's Restaurant, the Restaurant
agreed to construct a cross gutter on the center line of the alley from Agnes
Street northly, 120 feet, This construction is now underway and has
afforded our Public Works Department an opportunity to grade this portion
of the alley and place a pavement section for better drainage characteris-
tics.
ALPHA BETA MARKET PARKING LOT CLEAN -UP
Pursuant to a number of complaints from individual Councilmen and citizens,
the Code Enforcement Committee met with representatives from Alpha
Beta Markets regarding the unsightly condition of the refuse bin area in
the parking lot behind the commercial complex. The owner removed all
debris from the area on Thursday, March 30, and is now considering
demolition of the block wall storage yard and relocation of the refuse
bins in order to eliminate a recurrance of this problem.
BLOCK - BUSTING ORDINANCE PETITION
Pursuant to Council adoption of the recent Anti.-Block Busting Ordinance,
a number of citizens have initiated a campaign to obtain signatures of
residents who do not wish to be solicited by real estate brokers (Para-
graph H, Chapter 25 -A). This Concerned Citizens of Lynwood Committee
has members walking block -by -block throughout the community obtaining
these signatures, as well as volunteers located at various commercial
establishments obtaining additional signatures. To date, over 700
signatures have been received at the rate of approximately 200 signatures
per week.

Gentlemen:
I wanted to bring to your attention the reassignment
of St. Francis Hospital from Area Five Regional Medical Program
to Area Nine Regional Medical Program. IV concern involves the
possibility that the Regional Medical Programs are governed by
boards made up of fifty -one percent consumer groups. It is a
concern of some of the staff members at St. Francis Hospital
that the consumer group now controlling Area Nine's program
is made up without any Lynwood representative. This would be
a violation of due process of democratic representation and
if the City of Lynwood's local interests are not represented,
one could postulate that our interests, indeed would not be
served. There is some confusion in the minds of many of us,
probably because the program is new and it is directed from
both state and national programs, apparently under the Depart-
ment of Health, Education and Welfare. I respectfully request
that the City Council of Lynwood write the California Committee
on Regional Medical Programs at 655 Sutter Street, San Francisco,
California 94102, and request information as to how the Regional
Medical Programs are constructed on a local basis and if there
is any role played by consumer groups in the governing boards
of these organizations, and if so, if the City of Lynwood has
booll 6ralltud duo procuas.
