She says the three -story building near the south end of Butler Avenue on Tybee Island was built . between 1895 and 1907 and served as a board- ing house and hotel in its earlier years, and is therefore "a piece of Tybee history" Because of that, Karen plans to open the inn to locals by serving beer and wine — and maybe tapas — on the building's spacious second -floor porch, and she's also making the inn available to tours by Tybee's historical society. In addi- tion, the building and its grounds will be a venue for receptions, cocktail parties and small weddings. "I think it's going to be a fabulous place for Tybee," she said of her new ven- ture, which she's naming the Beachview Bed and Breakfast — a tribute to the building's stint as the Beachview Hotel in the 1940s. The structure at 1701 Butler Ave., which Karen characterizes as a "Vic- torian cottage," was an upscale restaurant — The Hunter House — from 1989 until the end of October 2010, when the establish- ment was closed, in part due to the preceding eco- nomic slump. She and her husband, Frank Kelly, live about a half -block from the build- ing, and they would pass by it while walking their dogs in the evening. Karen felt strangely drawn to the house, she said, as if "someone was calling" her to it. "We would walk by, and I would tell my husband, `I'm supposed to do something with this home," Karen told me dur- ing a visit to the building in early July. At the time of my visit, she was in the midst of an extensive $150,000 renovation of the place, having bought it a couple months before. When the remodeling is finished, the inn will have eight guest rooms, with three of them being two -room suites and the other five having sitting areas and coffee stations. Each guest room will have its own bathroom featuring a restored vin- tage sink, and distinctive aspects of the interior of the inn will be bead -board walls and antique lighting fixtures and furniture. Guests will be treated to high -end continental breakfasts, afternoon cocktail hours and before - bedtime dessert and coffee. Room rates will range from $189 to $250. Karen was aiming for a mid - September opening, and she was "doing a lot of the work as superinten- dent on the job 16 hours a day." First City Enterprises of Tybee is serving as the general contractor, and its owner, Tom Beytagh, said Karen has been very much the "hands -on" client. She handled much of the demolition work at the outset of the project, Beytagh said, and Karen said she'll be doing most of the painting. Karen praised her hus- band for his support of her endeavor and confided that she'd had some help from an unusual source. "I felt a presence right after I bought the house, like someone was with me," said Karen, noting that she's never been a believer in ghosts and had yet to see or hear anything resem- bling a specter. But the "presence," Karen said, has led her to find architectural features of the house that were hidden from the naked eye, such ' as doorways that had.been covered over with sheet - rock. "The time I felt the pres- ence the most was when a doorway was cut out in a front room, and I felt this rush of energy go by me," she said. Karen thinks the pres- ence might be the spirit of Ophelia Wallace, who owned the house from 1910 into the 1930s, converted it into the Wallace Cottage boarding house in 1914 and lost it during the Great Depression. Lending some weight to Karen's speculation involv- ing Ophelia is what Karen's been told by a former host- ess at The Hunter House, who said that, sometimes at night when she was closing up and counting the day's receipts, she'd find herself being watched benignly by a woman wearing a long dress. The property owner sponsored the nomination and a consultant prepared the nomination materials. The Bordley Cottage -Beach View Hotel is a two -story building located on Butler Avenue, the main north -to -south thoroughfare on Tybee Island. Built c.1915 by Charles R. Bordley, an officer in the Savannah Guano Company, and his wife Ophelia, the building was constructed as a seasonal residence and locally referred to as a "cottage." Charles died in 1917, and in 1932 Ophelia Wallis added rear ells to her Tybee cottage and opened it as a boarding house. In 1944 William D. Garvin, owner of Polar Bear Ice and Coal Company in Savannah, purchased the cottage for a vacation home and a boarding house. In 1945 Garvin transformed the cottage into the four- season Beach View Hotel. Garvin added the two -story brick porch, dormer windows, and fireplaces in the first- and second -floor living rooms. The Garvin family maintained the first floor as their apartment and added a glass -block door surround. The Beach View Hotel provided middle -class patrons with up- to -date seaside accommodations that were more comfortable than a boarding house and less expensive than the upscale Hotel Tybee. The building continued in use as efficiency apartments until its recent rehabilitation. The rehabilitation of this building was approved for state tax incentives by the Historic Preservation Division, Georgia Department of Natural Resources, and federal tax incentives by the National Park Service. The Bordley Cottage -Beach View Hotel is among the oldest surviving hotels on Tybee Island. The National Register of Historic Places is our country's official list of historic buildings, structures, sites, objects, and districts worthy of preservation. The National Register provides formal recognition of a property's architectural, historical, or archaeological significance. It also identifies historic properties for planning purposes and insures that these properties will be considered in the planning of state or federally assisted projects. National Register listing encourages preservation of historic properties through public awareness, federal and state tax incentives, and grants. Description: The Bordley Cottage -Beach View Hotel is a two -story hotel located on Butler Avenue, the main north -to- south thoroughfare on Tybee Island, at the edge of the residential Tybee Island Back River Historic District and one block from the ocean. Built in c.1915, the cottage was constructed as a seasonal residence. It is roughly square in plan with a pyramidal roof and a porch that wraps around the east and south sides. The exterior is clad in asbestos shingles and the porch is supported by brick piers. Exterior and interior stairs provide access to the second or main floor. Although altered dramatically, elements of the original Georgian floor plan are evident in the central hall and living room and in the four bedrooms. In addition, original unpainted beadboard lines the hall and living room. The first floor includes two guest rooms. The most significant changes were made in 1945, when the cottage was converted into the four - season Beach View Hotel. These changes include the construction of a fireplace in the living room for heat in the winter and the conversion of a first -floor guest room into an apartment for the resident manager. 3b. Period of Significance: c.1915, 1945 —1953. 3c. Acreage: Approximately 0.50 acres. 3d. Boundary Explanation: The proposed boundary includes the entire property historically associated with the Bordley Cottage -Beach View Hotel. 4a. National Register Criteria: A and C. 4b. Statement of Significance: In the first decades of the 20th century, the Back River community on the south end of Tybee Island was sparsely developed with summer resort cottages for families from Savannah. The Bordley Cottage -Beach View Hotel is significant in the area of architecture because it is an excellent example of an early Tybee cottage that was converted in 1945 to the Beach View Hotel, a four - season -hotel that included substantial improvements, including a fireplace for heat in the winter. The Bordley Cottage -Beach View Hotel is significant in the area of entertainment/recreation because it is an excellent example of an early Tybee cottage that was converted from a boarding house to a four - season hotel. You don't need to be there but you are invited to attend if you want. The Ga. National Register Review Board is a formality of sorts. The HPD presents your project and then the board votes approval, etc. then the paperwork is its sent on to the Park Service. But the heavy lifting has been done. As it has been determined by the Historic Preservation Division (GA SHPO) and the Dept. of Interior as being a certified historic structure for the purposes of the tax credits, it certainly has met all the hurdles and there is nothing left for the Kelley's to have reviewed etc. All the National Register applications will now be sent by the state to the Dept of Interior for final processing for review, but once it passes the state level it is rare not to be accepted as presented. Its pretty much a formality at this point, so technically he is also correct. Certainly in terms of the tax credits, he is finished. Let me know if yu have questions ... Bob Robert A. But the heavy lifting has been done. As it has been determined by the Historic Preservation Division (GA SHPO) and the Dept. of Interior as being a certified historic structure for the purposes of the tax credits, it certainly has met all the hurdles and there is nothing left for the Kelley's to have reviewed etc. All the National Register applications will now be sent by the state to the Dept of Interior for final processing for review, but once it passes the state level it is rare not to be accepted as presented. Its pretty much a formality at this point, so technically he is also correct. Certainly in terms of the tax credits, he is finished. Let me know if yu have questions ... Bob Robert A. Sheetrock was installed over all beadboard walls throughout second floor as well as window openings in some places. Fair condition overall. A number of windows were covered over during the restaurant conversion c1989. All of the windows on the west and south elevations were removed, openings framed in, and covered over with sheetrock. Impacted areas include the window opening in new Room #6 used to create a door to a closet built under the attic apartment staircase and the window opening between the kitchen and Room #8 bathroom created from enclosing a portion of the porch in 1989. No window framing or other elements that identify these spaces as windows are extant, other than the opening itself. Re -open 3 of 4 window openings in rear elevation and install shorter 54 inch double pane insulated 2/2 windows in place of the non - extant 72 inch windows located there originally in order to satisfy past issues presented by a one -story 1932 addition and new issues presented by the present rehab. Issue #1 deals with the two windows in west elevation of new Room #7. Window sills of original 72 inch windows abutted the roof slope of the one story addition allowing water infiltration into the interior of the rear wall of the house. Installation of shorter 54 inch windows in these spaces will correct this problem. Issue #2 deals with a space issue in the kitchen (SW corner room). A 54 inch window is to be installed in the NW corner to allow for a sink to be placed undernaeth. All other window openings in this room are to remain closed. Similar reasons account for the use of the smaller 54 inch windows in two other locations where windows were cloased in on the south elevation. In new Room #6 the staircase leading to the attic apartment was built in front of the lower half of the windows opening in the SE corner. Code requirements dictate that an impact resistant window be installed here while aesthetics require a 54 inch window so the stairs will not be in view. A 54 inch window will be installed in the west elevation of the new bathroom for new Room #6 to increase privacy. Describe work and impact on existing feature: Completely dose in window openings and install like bead board on interior. Concrete and asbestos shingles on exterior was removed on south devotion along upper porch, revealing original shiplap siding underneath. Removal of sheetrock on interior walls of room and flanking bedrooms reveal original and/or historic connecting doorways (as was typical with boarding houses). It is likely that this room was partitioned during the 1950s to create bathrooms for the corner boarding rooms utilizing original connecting doors between rooms where pssibiie and creating a new doorway where needed. The central room on the south side of the hall was partitioned for bathrooms during this same time as well. This space was combined with the front boarding room (SE corner) in 1989 through the removal of the shared partition wall. Original/historic doorway between Room #5 and central room will be re- established as the entrance to the new bathroom (also re- established from I950s). Historic doorway between new Room #7 and partitioned bathroom established c1950s to be reused for re- established bathroom. Original headboard walls and ceilings of central room to remain as original, partition wall to be finished off with flushboard_ Central room and front boarding room on south side of ball to be re- established by re- building partition wall clad with beadboard as original on both sides. 2/3 of the newly reformed central room will be partitioned to create bathroom for new Room #5 - the access door between bedroom and bath will be located approximately where original access door between the two rooms was likely located originally (based on the location of doorway between like rooms on north side of ball). The remaining 1/3 of the room will serve as a public bathroom with existing bar doorway serving as the hall entrance. New partition wall between bathrooms will be finished with flushboard. Beadboard walls and ceilings of outer walls retained as original. Number 6 Architectural feature ground floor plan Approximate Date of feature 1915/1934/1945/1955 /1989 Describe existing feature and its condition: The ground floor has been constantly remodeled thoughout its 80+ year history as a boarding house. The current layout most closely reflects its 1945 conversion into a residence for the owners family and subsequent partition into apts. during the 1950s. Most of the original hardwood floors have survived intact although very few original beadboard walls remain. No original beadboard ceilings have survived. in 1989 the ground floor was made into two apartments based on the 1950s era floorplan with bathrooms re- oriented to the porch in order to create a utility and storage area for the restaurant from part of the room in the SW corner of the bldg (space formerly used for bathrooms). During the 1989 and subsequent 1994 remodeling insulation was installed in the walls and ceilings and sheetrock was installed throughout. Photo no. #89 - 127 Drawing no #6 & 8 Describe work and impact on existing feature: Restore the ground floor plan to reflect the essence of the 1945/1955 configuration and appearance. Re- establish the 1950s era apartment layout that existed on the north side of the building with dual entrances on Butler and 176 Street sides for new Suite #1 (the core of the c1945 Garvin -era apartment) and a rear entrance to new Suite #4 through the re- opened recessed porch off the rear ell (see proposed floor plan). Suite #1 will retain the existing kitchenette area added during the /950s with a new bathroom partitioned in the SW corner of the room. The c1945 Garvin era dining room (to be a used as a kitchenette /eating area) will be restored in Suite #4 by removing a c1989 wall and rebuilding it in its historic location. The configuration of new Suite #2 and Room #3 will remain largely unchanged. In general, all sheetrock will be removed on walls and ceilings and replaced with simulated headboard plywood on most ceilings and walls where headboard was located historically or originally. Fuushboard will be used on newly partitioned walls of the bathroom in Suite #1. Original extant headboard along north wall of Suite #1 (wall with brick mantel) will be retained as existing. Additional specific room treatments addressed below. Number 7 Architectural feature interior walls and ceilings —Suite #1 rrround ft Approximate Date of feature 1915/1934/1989 -94 Describe existing feature and its condition: The south wall of the room is an original bead board wall - likely one of the only walls that partitioned the ground floor into two unequal north -south rooms (see original floorplan). A central hallway was introduced by building a partition wall between the range of 8 x 8 beams opposite the existing wall in 1932 to create boarding rooms. Only a portion of this bead board wall remains near the Butler Avenue entrance - formed the south wall of the c1940s maids room (now an existing kitchette wall installed c1950s). Beadboard on all remaining walls in the room were removed and covered over with sheetrock during the 1989/1994 remodeling. HVAC duct runs the length of the exposed 8 x 8 ceiling beam on the north side and is covered in sheetrock - note cased in post. Number 8 Architectural feature Interior walls and ceilings - Suite #4, (ground floor) Approximate Date of feature 1915/1932/1945 Describe existing feature and its condition: Recessed porch entrance to c1932 one -story kitchen ell enclosed and made into a closet c1989. All historic beadboard (originally unfinished - headboard added c1945) removed from walls to add insulation, sheetrock added on walls and over flushboard ceiling (which remains intact). Sheetrock added directly over shiplap siding on east wall of room (originally an exterior wall on rear of house - this wall interior is rotted out from water infiltrating between the junction of the roof and back of house. Dining room space associated with the 1945 Garvin remodel has been altered c1989 - south wall removed and space made smaller to reconfigure the bathroom area and add an electrical closet/HVAC ducts, etc. All headboard walls and ceilings removed and covered over with sheetrock. June 30, 2010 The following deficiencies have reached an unacceptable level on the projects in the City of Tybee Island. While the deficiencies are not necessarily the fault of the Owner or his agent, they are their responsibilities. The two areas of deficiencies are in the two most basic and common BMPs on local projects. They are: Co — Construction Exit Sdl — Sediment Barrier Correct installation information can be found not only in the "Green Book" but in the Field Manual for Erosion and Sediment Control in Georgia, Fourth Edition 2002, 4310 Lexington Road, P.O. Problems with the Co is not limited to the installation, but to the material. Specifically, the job site personnel are telling me the stone delivered is the 1.5 " -3.5" stone they requested. I have experienced on my own projects suppliers not adhering to the specs they are given with the orders. While I regret this situation, I will no longer be accepting any deviation from the State requirements. The stone will be a representation of 1.5 " -3.5" stone or larger. Gradations that are obviously smaller will no longer be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the construction exit. Similarly, I am finding Type A sediment barriers installed where Type C is required and shown on the permit drawings. I have attempted to work with the Owners through increased inspections, additional backup BMPs, etc. This has evidently become common knowledge based on the installations I am finding. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant; steel or wood posts, post spacing, Type C or A. There has been no discharge into state waters due to previous occasional deficiencies. However, the increased frequency has created unnecessary exposure to: 1) Sediment discharge into nearby waters of the State, 2) Increased maintenance efforts by the DPW on downstream lines. 3) Due to #2, higher cost to island taxpayers. I will be adhering strictly to the manual on all BMPs and not just these two. It is unlawful for any person to cause or permit any storm water to flow from their property onto the property of another person, unless such storm water naturally flowed thereon prior to any development activity. (5.) It is unlawful for any person to interrupt the flow of any storm water runoff from adjacent property onto their property by any development activity. As part of the City's approval process applicants must illustrate how these storm water management prohibitions will be met, including a showing of how storm water naturally flowed on the affected property (prior to any development activity), and what changes in storm water flow have occurred or are expected to occur, as attachments to this form. The City's approval or permit does not guarantee that the applicant's plans will result in meeting requirements. Wall is rotten & steps were rotten & removed. Add (4) footings: two on Main exterior wall & two on other side of steps. Cover Back of House that has Asbestos siding with Hardy Plank siding. Stoop off back of Unit #2 on First floor to be reinforced.
