A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, RENAMING THE
MASHTA FLATS WITHIN THE VILLAGE, AS SHOWN ON
EXHIBIT "A," AS THE TAINTOR FLATS; PROVIDING FOR
AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Mashta Flats is located, in part, within the jurisdictional boundaries of the
Village of Key Biscayne (the "Village") as shown on Exhibit "A;" and
WHEREAS, Vice Mayor James Spencer Taintor III was instrumental in the establishment
of a vessel exclusion zone for the Mashta Flats, which is intended to not only enhance the safety of
boaters and swimmers, but also to protect seagrass beds that are a crucial habitat to many fish
species, invertebrates, crustaceans, marine turtles, and manatees; and
WHEREAS, with great sadness, on January 5, 2016, Vice Mayor Taintor passed away and
was never able to witness the Mashta Flats vessel exclusion zone, which he diligently and tirelessly
worked to establish; and
WHEREAS, in honor of his efforts and his legacy, the Village Council desires to rename
the Mashta Flats as the Taintor Flats; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare
of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. Each of the above stated recitals are hereby adopted,
confirmed and incorporated herein.
Section 2. Taintor Flats. The Village Council hereby renames the Mashta Flats, as
shown on Exhibit "A", as the Taintor Flats.
Section 3. Village Manager Authorized. The Village Manager is hereby authorized
to take any and all steps necessary to implement the intent and purpose of this Resolution.
Section 4. Effective Date. This Resolution shall be effective immediately upon
adoption.
PASSED AND ADOPTED this 9th day of February , 2016.
