AN ORDINANCE REPEALING ORDINANCE 310
AND ESTABLISHING A NEW REQUIREMENT THAT BUILDING PERMIT
APPLICATIONS TO BE ACCOMPANIED BY A PROPERTY OWNER AFFIDAVIT
DEMONSTRATING AN UNDERSTANDING OF INSURANCE REQUIREMENTS AND
SATISFACTION WITH INSURANCE PROVIDED BY CONTRACTOR
WHEREAS, the Town of Fraser executed an Intergovernmental Agreement with the Town of
Winter Park dated December 20, 2006 establishing a joint Winter Park -Fraser Building
Department; and
WHEREAS, the Town of Fraser Intergovernmental Agreement with Grand County regarding the
provision of Building Administration Services is terminating effective February 28, 2007; and
WHEREAS, while the Grand County Building Department requires Contractor Licensing, the
Town of Winter Park Building Department has determined that it is in the best interests of
property owners to be made aware of the risk of utilizing uninsured contractors.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
TOWN OF FRASER, COLORADO, THAT:
1. Ordinance 310 establishing the requirement of Contractor Licensing within the Town of
Fraser is repealed in its entirety.
2. All applicants for a building permit shall submit an affidavit demonstrating that the property
owner understands the risk of employing an uninsured contractor and is satisfied with the
insurance provided by the contractor(s) for that project. This affidavit shall be executed by
the property owner and witnessed by a notary public. To assure paperwork is kept to a
minimum the Town Manager shall prepare a single -page insurance affidavit for this purpose.
