HomeMy Public PortalAbout034-2016 - General - Amending section 31.02 of the RCCCOMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO. 34-2016 A GENERAL ORDINANCE AMENDING SECTION 31.02 OF THE RICHMOND CITY CODE WHEREAS, Section 31.02 of the Richmond City Code establishes certain Departments within the City Administration; and WHEREAS, Indiana Code § 36-4-5-3 allows the Executive of the City of Richmond, Indiana, to insure efficient government of the City; and WHEREAS, In order to ensure efficient government, it is necessary to terminate the existing Department of Public Works and Engineering and the existing Department of Metropolitan Development, and in its place, to transfer the powers, duties, functions, and obligations of those Departments to a new Department titled the Department of Infrastructure and Development; and WHEREAS, In order to ensure efficient government, it is also necessary to change the name of the Purchasing and Infrastructure Department to the new title of Department of Purchasing and Environmental Services; and WHEREAS, Indiana Code § 36-4-9-4 allows the Legislative Body, upon recommendation of the Executive, to establish Departments deemed necessary to fulfill the needs of the Citizenry; and WHEREAS, Creating the Department of Infrastructure and Development will help fulfill the needs of the Citizens of Richmond. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the following Section 31.02 of the Richmond Code shall be amended to read as follows except that portions that appear in bold shall appear in normal print and portions that are stricken shall not appear (bold portions represent new additions to Code and stricken portions represent deletions; these are included to facilitate understanding of the changes being made): 31.02 DEPARTMENTS (a) All department heads shall be appointed by the Mayor, subject to commission or board approval when required by statute or ordinance, and serve at the pleasure of the Mayor. Department heads shall appoint deputies and other employees within their departments with the approval of the Mayor. (b) There hereby is established pursuant to I.C. 36-8-2-2 the Richmond Police Department which shall be organized within the executive branch and operated pursuant to the Indiana Code and the Richmond Code. (c) There is hereby established pursuant to I.C. 36-8-2-3 the Richmond Fire Department which shall be organized within the executive branch and operated pursuant to the Indiana Code and the Richmond Code. (d) There is hereby established pursuant to I.C. 36-4-9-4 the following departments: (1) Department of Finance (2) Department of Human Resources and Compliance (3) Department of Law (a) (4) Department of Parks and Recreation (6) (5) Department of Me#epelitan Infrastructure and Development (7-) (6) Department of Sanitation () (7) Department of Streets (9) (8) Department of Purchasing and Environmental Services and 1nffastruetuFe which shall be organized within the executive branch and operated pursuant to the Indiana Code and the Richmond Code.
