1. New Advisory Board Members
Comments:
0
Two new Board members were appointed by City Council;
Reverend Leonard Gibbs and Louis Heine and Reverend John
Hopkins - who retained his membership, will be sworn in by
the City Clerk, Andrea Hooper.
2. 1987 -88 Community Development Block Grant Program
Comments:
The City has received approval of its 1987 -88 Grant
Application and the City has executed an agreement with
HUD to amend the Letter of Credit to include the Fiscal
Year 1987 Entitlement Grant Award of $1,167,208.

JUNE 2, 1987
I. OPENING
A. Call to Order

A regular meeting of the Housing and Community Development
Advisory Board was called to order by Chairman Donald Dove
on June 3, 1987, at 7:00 p.m., in the Council Chambers of
Lynwood City Hall, 11330 Bullis Road, Lynwood, California.

It was moved by Lawrence Dunn, seconded by Mary Sherman -
Jones to approve Minutes of May 6, 1987; motion carried
by unanimous vote.
II. STAFF REPORTS
1. New Housing and Community Development Advisory Board
Members:
Arthur Waller, HCDA Coordinator, informed the HCDA
Board that City Council has appointed new HCDA Board
members to replace the members whose terms have
expired; those members being Donald Dove, Rev. John
Hopkins and Barbara Fitts. He further explained that
when a members' term expired, he /she has the option
of submitting a letter to the City indicating their
interest in remaining on the Board another term. If
this letter is not received by the City, it is
assumed that the member is no longer interested in
being on the Board and their term expires. The City
has only received the above mentioned letter from
Rev. John Hopkins. Therefore, the Council has
appointed two new member, along with Rev. Hopkins to
the HCDA Board. These members will be sworn in at
HCDA Board

the July 1, 1987, meeting.

Housing Rehabilitation Bond Program; Presentation
by Mario Leonard, L.A. County Community Development
Commission and Helen Dunlap, Financial Consultant
with Kane, Gressel, MiO -aley, and Slater.
Art Waller informed the HCDA Board that L.A. County
has developed a county -wide Home Improvement Loan
program funded through a $13 million tax exempt bond
issue and locally contributed Community Development
Block Grant or Tax Increment Funds. He then
introduced representatives to discuss the program.
Helen Dunlap explained to the HCDA Board that the
County has aside set $2,000,000 in which it is making
available to cities such as Lynwood (additional funds
can be made available). Bond monies will be used to
finance home improvement loans at 8.5 %, and if the
city wishes, they may write -down the interest rate to
3% or 6% to CDBG elibigle households using local CDBG
funds. Also applicants' incomes may be as high as
$38,180 (115% of Median Income or up to $46,480 (140%
of Median Income in IRS Designated Target Areas for
unassisted loans; _and 80% of Median Income for
assisted loans. She also explained that the cost to
purchase a commitment of bond funds is 7.45% or
$7,450 per $100,000 of bond financed loans.
The HCDA Board was given copies of the Program
Summary. Mr. Dove stated that while during his term
on the HCDA Board, several cases have been presented
by applicants above the income guidelines, and he
thought the Bond program would be advantagoous to
those applicants. Ms. Wiseman asked where the
income guidelines came from, and why aren't bond
monies used for new construction. Staff explained
that L.A. County issued the Income Median guidelines
and that the County had several other programs which
dealt with new construction.
