OPENING CEREMONIES A. CALL TO ORDER A regular meeting of the Chairman Donald Dove, on in the Council Chambers Bullis Road, Lynwood. B. FLAG SALUTE 0 HCDA Board was called to order December 3, 1986, at 7:00 p.m. of Lynwood City Hall, 11330 Chairman Donald Dove led pledge of allegiance. C. ROLL CALL Present: Donald Dove Rev. John Hopkins (arrived at 7:15 p.m.) Mary Sherman -Jones (arrived at 7:55 p.m.) Lawrence O. Dunn, Sr. Barbara Fitts (left at 7:55 p.m.) Josie Wiseman Absent: Art Lewis Also Present: Wayne I. McMahan , Acting HCDA Coordinator D. APPROVAL OF MINUTES Lawrence O. Dunn, Sr. moved, Barbara Fitts seconded that the Minutes of November 4, 1986, be approved. Approval was unanimous. II. STAFF REPORTS /COMMENTS A. UPDATE PERSONNEL RECRUITMENT Mr. McMahan, Acting HCDA Coordinator, announced that Council has approved funding for -a .part time temporary rehabilitation specialist. He further explained that one candidate has been interviewed and another is scheduled for December 4, 1986. Mr. Dove asked whether the position of HCDA Coordinator was being advertised. Mr. McMahan explained that appli- cations deadline is December 5, 1986, and that interviews scheduled around December 20, 1986 and the position will be filled by the third week in January 1987. Ms. Fitts questioned whether the position of rehabilitation specialist could not be filled from within the City. Mr. McMahan explained that the candidate must be familiar with various codes, architecture, rehabilitation and construction procedures which there was no one presently on staff to fill the position. Mr. Dove further explained that the City has the respons- ibility of advertising to the public whether their is _ someone on staff that fills the position or not. There was further discussion that ensued on the position of rehabilitation specialist. c HCDA Minutes December 3, 1986 Page #2 0 0 Mr. Dove asked what was the progress of the anti - graffiti program. Mr. McMahan explained, since HCDA is presently understaff, that there was nothing , being done at pre- sent. However, staff will start pursuing this program by January 1987, at which time things should be back to normal. He also explained that energies are being expended to fill the part time temporary rehabilitation specialist position. B. Update on Bond Loans Mr. McMahan explained that due to the short notice and under staffing, the City has not been able to pursue this program. There was brief discussion on this matter and the general ..consensus was that the program is much needed in the City. Mr. McMahan explained that he is presently preparing to have a general meeting with Department Heads of CDBG funded departments. Rev. Hopkins asked who were these departments, Mr. McMahan answered that they are Public Works and Engineering, Parks and Recreation, Lynwood Fire Department and Community Development. He also explained that Public Services is allocated not more than 15% of the total CDBG allocation. III. BOARD ORALS Mr. Dove inquired about tree planting along Long Beach Blvd. Mr. McMahan was not familiar with this activity. He said that .tha- �F-wotrld - be a Public Works project. There was fur- ther discussion that insued. Rev. Hopkins commented on the problem of Commercial businesses that were obviously unkept, i.e. chipped painting, trash, graffiti and the like. Mr. McMahan explained that Code En- forcement would be the entity that would deal-with this pro- blem along with the City Prosecutor. There was discussion in comparison with other communities and that Lynwood is trying to improve in this area. Mr. McMahan also mentioned that Ida Ruiz, Economic Development Specialist,-is-currently working with business owners on Long Beach Blvd. and an architectual firm that prepared a color rendering. He said he would bring the rendering to the next scheduled.meeting. Mr. Dove asked if HCDA staff had sent a letter to Art Lewis, HCDA Board member. Mr. McMahan said that a letter had been sent on two occasions. The first letter was returned to the City, the second was not returned and there has been no re- sponse,from Mr. Lewis. IV. PUBLIC ORALS None. ADJOURNMENT It was moved by Mrs. Sherman - Jones, seconded by Mr. Dunn to adjourn to the next regular meeting of the HCDA Board on January 7, 1987, at 7:00 p.m., in the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood, California.
