REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF.LYNWOOD
November 19, 1987
The regular meeting of the Personnel Board of the City of Lynwood, California
was held on Thursday, November 19, 1987 at 5:00 p.m. in the Council Chambers
of the Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda
was duly posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order by Chairman Litke. Roll call was taken by
Douglas Robinson, Personnel Officer. All commissioners were in attendance
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Johnson
APPROVAL OF MINUTES
Chairman Litke noted a correction in the minutes of the October 15, 1987 meeting.
The call to order should read: The meeting was called to order by Vice Chairman
Felker. Commissioner Felker made the motion to approve the minutes with the noted
correction with Commissioner Johnson seconding. All in favor Motion carried.
STUDIES & REPORTS
The first item on the agenda was the request from the Personnel Department for
the certification of the eligibility list for Administrative Secretary. Commis-
sioner Johnson voiced a strong concern over the fact that the list did not show
a ranking of the candidates nor qualifying scores. Mr. Robinson explained the
procedure to the board on the recruitment for Administrative Secretary. It was
pointed out that there were two qualified candidates only. It was felt there was
no need for an outside panel to evaluate these candidates as they had passed and
met the minimum requirements for typing and shorthand. The names were listed alpha-
betically as each candidate had taken the qualifying skills test. The City Manager
had interviewed each candidate and selected the one to fill the vacancy. Commis-
sioner Johnson felt the Board should have scores in which to rank candidates. Mr.
Robinson stated Mr. Gomez, City Manager, had interviewed and scored the candidates.
It was questioned why the choice was made on the person to fill the vacancy when the
list had not yet been certified by the Board. Mr. Don Fraser, Assistant City Manager,
explained to the Board that this procedure had been in practice for at least 6 years
since his employment with the City. Chairman Litke stated the Board had to be res-
ponsible to the City Council and this practice should be stopped. Mr. Fraser noted
the necessity to fill vacancies in a timely manner. Commissioner Johnson said that
in the past Commissioners received phone calls from the Personnel Department requesting
their approval to fill a vacancy before certification of a list when necessary. Mr
Fraser requested the Board's direction on the matter. Mr Fraser stated that the
Board members would be called in the future when a vacancy needed to be filled before
certification of an eligibility list to seek their approval. The motion was made by"
Commissioner Johnson and seconded by Commissioner Felker to table the certification
of the eligibility list for Administrative Secretary until the December 17 meeting
The Personnel Department will present the list with oral interview scores at that
time. All in favor. Motion carried.

Personnel Board

The motion was made by Commissioner Johnson and seconded by Commissioner
Gilpen to certify the eligibility list for the position of Sr. Planner.
All in favor. Motion carried.
The motion was made by Commissioner Johnson and seconded by Commissioner
Gilpen to certify the eligibility list for the position of Fire Chief/
Director of Public Safety. All in favor. Motion carried. It was requested
that the Board know the names of the oral raters for this recruitment. Mr.
Fraser noted this could be discussed in closed session with the City Attorney.
Chairman Litke said he felt personally the vacancy of Fire Chief /Director of
Public Safety should be filled from within the City. Commissioner Johnson made
the motion for the Personnel Board to direct a letter to the City Council requesting
their appointment of the number one candidate to the position of Fire Chief.
Commissioner Felker seconded the motion. All in favor. Motion carried.
The motion was made and seconded to adjourn to closed session to discuss with
Bruce May, Stradling, Yocca, Carlson & Rauth the suit against the City on the
entry level Firefighter eligibility list. Closed session began at 5:37 p.m..
The Board reconvened at 6:30 p.m..
ADJOURNMENT
There being no further business to conduct the motion was made by Commissioner
Johnson and seconded by Commissioner Gilpen to adjourn. All in favor. Motion
carried. The next regular meeting is scheduled for December 17, 1987.
