Park Supervisor (2) Discussion (of Brown Act (3) Discussion of Classification Study V ADJOURNMENT Eel E 9 REGULAR MEETING OF THE PERSONNEL BOARD January 15, 1987 The regular meeting of the Personnel Board of the City of Lynwood, California was held on Thursday, January 15, 1987 at 5 00 p.m. in the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood, California. CALL TO ORDER The meeting was called to order by Commission Litke. Roll call was taken by Sue Fevold, Acting Personnel Officer. Commissioner Johnson was absent. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Litke. APPROVAL OF MINUTES Commissioner Gilpen moved and Commissioner Felker seconded the motion to approve the minutes of the December 18, 1986 meeting with the following correction: second paragraph under Studies & Reports add as last sentence: A formal or final report will be brought back to the Personnel Board for approval and final recommendation to Council. All in favor. Motion carried. STUDIES' & REPORTS The Board was requested to certify the eligibility list for Sr. Building Inspector by the Personnel Department. The motion was made by Commissioner Felker and seconded by Commissioner Gilpen to approve certification of the list. All in favor. Motion carried. Ms. Fevold distributed the eligibility list for the position of HCDA Coordi- nator to the commissioners and requested their certification. Commissioner Gilpen made the motion with Commissioner Felker seconding to approve certification. All in favor. Motion carried. Mr. Bob Hyland, Cooperative Personnel Services, addressed the board Mr. Hyland briefly outlined the schedule for completion of the Classification Study being conducted He explained the process involved and the various meetings to be held with Department Heads and group meetings with City employees. Board members discussed the plan with Mr. Hyland and had a brief question and answer period. Mr. Hyland discussed some of the new classifications recommended and noted that some employees were currently assuming those duties. Mr. Hyland stated that some of the new classifications are what his firm sees as higher level of responsibilities. It was noted that the City currently assigns special compensation pay to those employees who are assuming additional res- ponsibilities outside their job classification. In the study it was proposed to incor- porate the added responsibilities within a new classification. It was questioned as to how salaries for proposed (new) classifications would be decided. Mr. Hyland stated the City had several options arrive at equitable salary compensation. As noted, Council has the ultimate decision regarding salaries. Mr Hyland could only make a recommendation, if requested, on salary adjustments Ms. Fevold said the City had not come to a decision as to how recruitments would be conducted for those approved reclassified positions. There was a lengthy discussion between Board members and Mr. Hyland regarding possible salary increases and whether the classification plan would have to wait for approval by the Associations before salaries could be implemented.
