ADJOURNMENT E COMMUNITY ACCESS ADVISORY BOARD Minutes for the Meeting of July 20, 1987 Chairperson Mary Wright called the meeting to order at 5:30 p.m. Members in attendance were Mary Wright, William Cunningham, Randy Williams and Anne Fields. Staff present was Don Fraser. Absent was Rev.C.C. Coleman. Board Member Fields questioned the minutes of June 15 regarding the validity of items discussed on the Commission Orals under the Brown Act. Chairperson Wright felt it is valid so long as no action has been taken up. Board Member Fields then requested that Orals be called Announcements. The minutes were unanimously approved as corrected. NEW BUSINESS A discussion of the Cable Show on Graffiti then occurred. Don Fraser introduced Greg Furlong, who was project director for the show. Mr. Furlong discussed various elements relative to the program. - Harold Mattoon, Director of Recreation and Parks was interviewed and discussed the problems of graffitti in the Parks. He commented on the success of the use of anti - graffitti paint. - Several area business were interviewed relative to the problems that graffitti presents to them, including. Manchester Tank; Ranger Die Casting; and Jorgensen Steel. - Representatives of the Young People of Lynwood were interviewed relative to their work in removing graffitti. -The show also highlights mural painting as an alternative to graffitti. - Lieutenant Bill Seiber and Don Fraser were interviewed relative to the new Sheriff's Athletic League as an alternative to gang membership and graffitti. Mr. Furlong also stated that attempts to interview gang members had been unsuccessful as current and former believed it was too dangerous. The following schedule was outlined for the board: - taping was complete - narration was to be done next week - editing the week after - program complete by second week in August. Chairperson Wright requested the program be shown at the August 17 meeting of the Board. AGIMA ITEM 1 1 --�- -� ___ 0 CAAB minutes of July 20, 1987 E Status of the Cable Negotiation , Mr. Fraser updated the Board on the status of the negotiations for the transfer of the cable franchise. Status of History of Lynwood Program Chairperson Wright inquired on the status of the History of Lynwood. -She asked that: 1. Rogers Cablesystems attend the next meeting and give direction 2. Obtain a copy of another city's program. The meeting adjourned at 6:30 p.m. K COMMUNITY ACCESS ADVISORY BOARD Minutes for the Meeting of August 17, 1987 Chairperson Mary Wright called the meeting to order at 5:30 p.m. Members in attendance were Mary Wright, Rev. C.C. Coleman, Randy Williams, and Anne Fields. Absent was William Cunningham. Staff present were Don Fraser and Carol de Jesus. The motion was made by Commissioner Wright and seconded by Commissioner Williams to excuse Commissioner William Cunningham. I. History of Lynwood: The public relations firm of Hintz & Balvin (H & B), represented by Christle Balvin, Barbara Walter and Lynn Weiss, was one of the video production companies contacted to provide a proposal for producing a videotape for cable tv on the History of Lynwood. At the Board meeting, an exchange of ideas between H & B reps and the Board Members took place. The points of discussion are as ff: 1. H & B suggested that a video in the lobby of the City Hall would be a great idea to show the history of Lynwood; video should serve as a showpiece of the city. a. video should show main points of the city - cultural, educational and community highlights e.g. groups in community put special programs like churches having chorus, schools with sports events and hospitals with unusual features. b. use location which are reminiscent of that area (ex. houses in Ham Park building which houses school district (2nd city hall) c. video should tap colorful memories of long term residents. d. bear in mind that the tape should be used for the kind of publicity that it is geared for, like developing parts of the town or restoring history. e. emphasis of the location of the City as an easy access to all surrounding cities and served by a network of freeways (this will make a lot of difference in one's lifestyle) f. find out what chamber of commerce's idea of commercial goals 2. Time frame for the video production - it takes a month to pull all the things together but the board wishes to have the video ready in time for July, the City's birthday. The length of time that the video will run is approximately 15 minutes. 3. On the part of the board, H & B suggested that: a. members talk to people, look for old memorabilia b. get a good spokesperson c. needs a person as liaison to indicate what needs to be put in the program (Mary Wright was asked to be the liaison person) d. list resources and names e. do sight investigation 4. Hintz & Balvin consultants gave an overview of what they intend to do: 1. Find out what is needed - to research on any footage in the archives (let imagination go) 2. Cast the people who can be good in front of the camera using variety of techniques 3. Write the scripts of what needed to be shot 4. Go over the script with the board, and then do the shooting 1 q� CAAB Minutes of August 17, 1987 is 5. Look for raw footage, edit, do outline (rough cut); do close approximation 6. The real magic is in the mixing, dissolving and adding music, put together to tell a story Rev. Coleman suggested that part of the history video should include a projection of the future; Commissioner Williams asked for a sample of work and H & B will bring a sample of work they did on the history heritage of Pasadena that are being used in schools. H & B will get the proposals by September 21 to be distributed to the board members; the members in turn will prepare the parameters of what they would like to see in the program. overall, the board members were very pleased with the ideas of the Hintz & Balvin consultants. II. Graffiti Tape: Due to some technical difficulties, the tape was not shown. Next board meeting is set for September 21. The meeting adjourned at 6:35 p.m. 2 i DATE: September 21, 1987 TO: Honorable Chairman and Members of the Board FROM: Deborah Coulter, Administrative Analyst Subject: "History of Lynwood" Video ORJRCTTVR To review proposals and select a firm to produce a video on the history of Lynwood. A public relations firm and a video production company have been contacted to provide proposals and cost estimates for producing a video for cable television on the history of Lynwood from the past to the present. The public relations firm, Hintz & Balvin, met with the Board at your last meeting on August 17, 1987. At this time direction was given to the representatives of the firm on how the Board viewed the project. The Board then requested Hintz & Balvin to return with a written proposal, examples of their work, and cost estimates. The video production company, Video Dimensions, was first introduced to the City as potential producers for programs on fair housing. They have done similar work for Cities of Compton and Redondo Beach. Donald Fraser, Assistant City Manager, Mary Wright, and I met with Dwight Blackshear of Video Dimensions and tried to give the same direction as the Board gave to Hintz & Balvin. They were also asked to return with a proposal, examples of their work and cost estimates. ANALYSIS Hintz & Balvin: This proposal is well written and very professional. It demonstrates a good understanding of the project concept and knowledge of the City. It also explains some of the possible production techniques such as using interviews with residents, on- location shots of important businesses and City landmarks, and features of the Mayor, Council and other celebrities. Hintz & Balvin is the low bidder. However, costs for insurance and the 5- minute feature video are not included. In addition, cost estimates are subjective to what the proposal preparer envisions and how much shoot -time the production will take. For example, one proposal may include aerial shots while the other emphasizes posed interviews in the studio. Hintz & Balvin predict a 6 -day shoot and mention that they would include photos, video of historic landmarks and interviews of residents and officials. Video Dimensions: Having already viewed examples of their work, Video Dimensions has demonstrated experience and creativity in video production. their work includes fair housing tapes for the Cities of Redondo Beach and Compton as well as tapes for various Chambers of Commerce. Although their proposal does not demonstrate a knowledge of Lynwood, having worked in Compton they would probably understand the special touch that many issues in this area require. footage as well as the edited history can be kept for future uses or documentation 9 0 A VISUAL HISTORY OF LYNWOOD A city is the reflection of the life, struggles and joys of its people They shape it and give it character They create the institutions, design and build "the buildings, plan the schools and support the churches They are the key to its past and its passport to the future They give it heart As one of L A County's older cities, Lynwood has the advantage of having* families who have lived in the community for many generations They are a living history of the area Some can tell tales about their grandparents and the ranches and farms that once dotted the landscape They can remember events and special landmarks that helped shape an era in the city's history They can share their recollections of the city's past just as their children will point the way to its future Hintz & Ba'vin proposes to do a videotape on the City of Lynwood that taps the vivid memories of some of her long term residents and the active vitality of her future planners Lasting approximately 15 minutes, this tape will start with the early Spanish settlers and trace the development of the city up to the present The focus of the tape would be the energetic and imaginative people who created this community out of their commitment and dedication It will examine their response to major historic events like the wars, depression, earthquakes and the transition from an agricultural to a manufacturing economy Hintz & Baivin will take particular care to include in the video material relating to the rich ethnic diversity of the community and the contribution made by all Lynwood's people Vital city institutions like the Lynwood fire department, police and schools all have their own individual histories which contribute to the larger picture They will be woven together with anecdotes and interesting tid bits about local celebrities like Duke Snyder who perfected his athletic abilities on the playing fields of Lynwood Wherever possible, key locations like City Hall will be featured as will little known buildings such as the one that now stands on the site of Amelia Earhart's airplane hanger All add to the color and flavor of this special community Any video trying to capture the history of an area will have to rely heavily upon old photos, early film footage, family letters, antique furniture, historir buildings and recollections of artirulate seniors who still feel an attachment to the past Recreations using local citizens in costume in front of recognizable landmarks will help depict the past Music from different periods should enrich the emotional texture of the piece and help identify important eras Carefully scripted and well planned scenes will give residents a sense of attachment to the colorful people and deeply rooted institutions which have shaped this "All American City " 7 0 Today's Lynwood is building on the accomplishments and contributions of the past A major hospital rises up in the center of the city and provides services not only to Lynwood but to surrounding communities Plans are on the drawing board for an innovative Town Center which will bring more quality businesses and shoppers into the area Brightly painted red cars scurry about the streets carrying passengers to markets, shops and restaurants There is a vitality about the city that is reflected in these institutions and services It is that spirit which will he captured on videotape and shared with viewers The Lynwood of tomorrow can not be predicted, only anticipated Situated in the center of the Los Angeles basin, Lynwood is a city of tremendous potential It has easy access to all the surrounding cities and counties and is served bn a network of modern freeways and fast rail lines It is as near to the port of San Pedro as it is to the San Bernadino County line For people of vision and foresight. Lynwood is a city with an exciting future and the video should show it It should convey some of the enthusiasm local officials and citizens have about the city's future, its plans and projects Above all, it should make clear that Lynwood is indeed "A City Meeting Challenges," a city of the future ' DEVELOPMENT OF THE DOCUMENTARY We will begin the project with an intense period of research This involves developing an audio -video script which serves as a guide or outline capturing the esential story line Through it, the information and scenes are organized in such a way that the important historical threads become clearly visable and easy to follow The visual image and accompanying script are developed by the producers, Hintz & Balvin, after extensive consultation with Lynwood historical experts and the Community Access Advisory Board Much of the factual information is then delivered by a narrator who leads the viewer through the scenes At this time, special care is taken to identify articulate and knowledgeable citizens who should be interviewed either on camera or for "voice overs " Important sites and vital community institutions are also selected for incorporation in the tape The entire production is shot in broadcast quality 3 /4" videotape so that the tape can be shown over commercial television as well as before town meetings or community groups A rough cut version in VHS tape is presented for content approval before the final edit The completed high resolution master, can be viewed wherever television is used - in classrooms, on home recorders or in professional tv stations E A TASTE OF THE ELEMENTS THE LYNWOOD VIDEO WILL COVER A Sense of History The Lynwood video will capture a sense of the historical continuum After all, the ground on which Lynwood stands has been there since the beginning* It was first home to the Native Americans Then to the tough and determined Spanish and Mexicans military men, explorers, farmers and soldiers of fortune Gradually, other settlers moved in and changed the face of that quiet place The momentum of the 19th and 20th centuries quickened the pace of change and each era left its legacy of architecture, institutions and a wonderful richness of people who made Lynwood what it is today The video will capture history primarily by sensitive use of historical and archival material, interviews and historical re- creations For instance, we might find a passage in an old letter describing Lynwood in the early 1900s and we could show some Lynwood volunteer actors in a costume sequence A Look at Today's Lynwood The video will capture the vitality of the city We will do a great deal of interview and other on- location shooting_ at important sport, health and business centers For example, the tape might feature an interview with the Director of the Saint Francis Medical Center talking about the unique contribution of that hospital In the background, would he people working_ in special hospital wards Also, we could nicely entwine scenes of business and children, for instance, by showing school children taking a tour of the Helen Grace Candy factory Scenes like these will be tied together with scripting or interviews We will definitely feature many of the city's important services The Mayor, City Council member or City Manager could speak about these while the camera takes the viewer on- location showing city government at work One of the services we could feature, for instance, is the public access television studio. Project Producer Barbara Boyer Walter is an award- winning producer /writer of audio and video material. Her media background spans broadcast television, radio and video producing. For the past five years she has made videos for clients as diverse as HiTech Silicon Valley companies and The Bay Area United Way. They have enlisted her talents to make documentaries, marketing, sales and training videos, company video journals and commercials. Recently, with a grant from the Bay Area United Way and in conjunction with Home Sharing Help and Information, Inc., she produced an in -depth documentary on housing problems in San Mateo County. It is being broadcast on PBS station KCSM -TV and on cable stations and is being shown to community groups, schools and city government. In the television broadcast area she was most recently Associate Producer, on- camera interviewer and substitute Anchor for KCSM -TV's daily Stock Market Today program. In Los Angeles, she was Associate Producer for the Tempo talk show on KHJ -TV. Barbara actually started her media career as a reporter in the Far East for Radio Hong Kong. Her reports, interviews and documentaries on news, arts and humanities from Western Public Radio in San Francisco, were heard regularly on National Public Radio, Canadian Broadcasting Company and other stations. In 1980 she received a coveted National Endowment for the Humanities Grant to produce a documentary on language, "A Sea of Language," which won two awards for excellence. It was produced in conjunction with the book "The State of the Language," published jointly by the English- Speaking Union of San Francisco and the University of California Press. Another radio documentary that received acclaim was "Feminists Fight the Pornbrokers." Barbara often narrates the material she writes and produces and her skills on- camera and on- microphone have brought her plumb assignments with such clients as London Records, J.C. Penney's and Micro Linear. A graduate of Oberlin College, Barbara spent her Junior year studying music at the Akademie Mozarteum in Salzburg, Austria. She has studied broadcast arts at the College of San Mateo and at the Sony profssional workshops. She is a member of the International Television Association (ITVA), Bay Area Video Coalition, and Media Alliance. She is Past President of the Bay Area Peninsula Press Club and past Vice President of Western Public Radio, a nori- profit training and production center in San Francisco. PROFESSIONAL REFERENCES AND CLIENT LIST UPON REQUEST. HINTZ & BALVIN For ten years, Garth Hintz was the editorial on- the -air voice for KCBS television (Channel 2) in Los Angeles. He served as Assistant General Manager, Community Relations Director and as a member of the eight person station management board. Prior to joining KCBS, Garth was the Account Executive for Chevrolet while working for the adver- tising agency of Young & Rubicam. He also worked for many years with the well -known television consultinq firm of McQue & Hoffman. Before opening his own firm of Hintz & Balvin, he worked as Chrysler Corporate Sports Director for BBD & O. - Christle Balvin began her media career by working for an international film organizaticn baud in Faris called CIDALC. Upo:- returning to the United States she spent many years in television production, first at KHJ -TV (Channel 9) and then at KCET (Channel 28). She left television to become Information Services Director for the American Friends Service Committee (Quakers). After 14 years with the AFSC, she became the Executive Director of CURRENT WISDOM, a magazine that examines both sides of contemporary issues. She continued in that position until joining Hintz & Balvin in 1984. Lynne Yelling Weiss has had a rich background -in theatre and media. She worked in production for Family Films, Steven Bosustow Productions, Universal Studios and others. Branching out into public relations, she went on to become Corporate Communications Coordinator for Six Flags Corporation (Magic Mountain and other amusement facilities). In 1983 she joined the Olympic Arts Festival staff as assistant to the Marketing Director and later as Project Manager. Outline: The song, "Birdland" is playing in the background. We see a series of shots including scenes of the old Lynwood, and a series of three or four shots of the new Lynwood. Each series of s interchanges for about 20 to 25 seconds. Then we DISSOLVE TO the Narrator, who is standing infront of an old landmark in Lynwood. He explains the historical significance of it, then discusses the changes that have taken place in Lynwood since then. We will discuss how Lynwood is developing as a,city and as a community. The shots -will show the new freeway coming in, major redevelopments, modern apartments,, and a nice residential area. With the newer.shots, we will show.how the city is meeting the "challenges" of the future. Shots of the city will also be interchanged with interviews with some of the residents. The $3,000 production dramatizes hous- ing discrimination problems encountered by renters and home buyers. It is narrated by Dr. George Fischbeck, the familiar KABC television weatherman, but features starring roles by city staff members. "I think Redondo Beach is the first city to attempt this kind of thing in our juris- diction," said Thomas Honore, Southern California director for the federal Fair Housing and Equal Opportunity Division. "Other cities have done interviews on tape for five minutes but not anything close to the cost and care and time that this video has," Honore said. "It's pretty entertaining," said Ed Hay - duk, an admin a ssistant with the Redondo effort which was crafted mainly by city housing and community development analyst Paula designed to be Matuaa informational city's inter - governmental programs depart- ment. City employees took the roles of apart- ment and house. hunters, landlords and a real estate agent in three skits that drama- tize discrimination problems encountered by minority apartment hunters or those with children. "It was a real grass -roots effort here," Hayduk said during a recent showing as he called out the names of city employees on the television screen. "I didn't want that part; I wanted to be the nice one," said Soter, after she saw herself on the screen as a real estate agent reluctant to sell homes to a mixed- racial NOUSINGIB2 couple.
