SUBJECT: HANDICAP STREET PARKING REQUEST - 5149 LAVINIA AVENUE
PURPOSE:
To recommend that the Traffic and Parking Commission support
staff's recommendation. Approve the subject request for
handicap street parking.
BACKGROUND:
A request for a handicap street parking zone has been received
from Mrs. Mark Gomez, of 5149 Lavinia Avenue, Lynwood. The
request is for the school bus that picks up her eight (8) year
old daughter daily in front of the home.
ANALYSIS:
City Council Resolution 79 -89 sets the conditions for the
installation of handicap street parking (see Attachment A). A
form is to be filled out by the petitioner and includes a portion
to be filled out by the doctor. A fee of $15.00 is to be paid for
the processing of the application, investigation, installation,
etc. (see Attachment B).
RECOMMENDATION:
It is recommended that the Traffic and Parking Commission support
staff's recommendation.

PURPOSE:
To review the existing handicap ordinance as established by
Resolution 79 -89.

RESOLUTION NO. 79 -89
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD REQUIRING THE FILING OF AN APPLICATION
FORK! FOR THE INSTALLATION OF ON- STREET HANDI-
CAPPED PARKING ZONES
WHEREAS, the City Council of the City of Lynwood adopted
Resolution No. 77 -89 recognizing the need to provide disabled
persons handicapped parking zones, and
WIiEREAS, the City Council of the City of Lynwood intends
to provide such handicapped parking zones in an orderly fashion,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Lynwood that:
Section 1 . Any requests for the installation of handicapped
parking zones shall conform to Exhibit "A" and Exhibit "B" attached
hereto and made a part by this reference to be known as Instruc-
tions and Application for Disabled Persons on Street Parking, res-
pectively.
Section 2 . Any handicapped parking zones existing at the date of
execution of this Resolution will be required to conform to Section 1
herein within 90 days thereafter, except that the initial application
fee shall be waived for these existing handicapped parking zones.
Section 3 . Tha Public Works Director is herebv ordered to
administer the application and installation of Handicapped Parking
Zones as required herein and to remove Non- Conforming Handicapped
Parking Zones as required by Section 2 herein.

DISABLED rtRSONS ON- STREET PARKING IN RESIDENTIAL AREAS
INSTRUCTIONS
The City of Lynwood does not provide on- street parking for private
individuals. It must be emphasized that even "disabled parking
zones" do not constitute "Personal reserved parking," and, that
any person with valid "disabled persons" license plates (DP or
VT plates) may park in such stalls. Persons parking in such stalls
without valid DP or VT plates may be cited and towed away as
resolved by City Council Resolution No. 77 -89,
Normally, in establishing on- street parking facilities for the
disabled there shall be a reasonable determination made that the
facility will serve more than one disabled person and that the
need is of an on -going nature. The intent is to prevent the pro-
liferation of special parking stalls that may be installed for a
short -term purpose but later are seldom used. Unjustified
installation of.such parking stalls unnecessarily increases the
City's maintenance and operations costs reduces available on- street
parking for the general public and detracts from the overall
effectiveness of the disabled persons parking program.
However, exceptions may be made, in special hardship cases, provided
all of the following conditions exist:
(1) Applicant (or guardian) must be in possession of valid license
Plates for "disabled persons" or' veterans" issued by the
aC lifornia Department of Motor Vehicles on the vehicle.
(2) The proposed disabled parking space must be in front of the
disabled persons place of residence.
(3) Subject residence must not have off- street parking available
or off - street space that maybe converted into disabled parking.
(4) Applicant must provide a signed statement from a medical doctor
that the disabled person is unable (even with the aid of crutches,
braces, walker, wheelchair or similar support) to travel more than
50 feet between his or her home and automobile without the
assistance of a second person.
(5) Applicant must pay an initial fee of 515.00 to cover the cost
of field investigation, installation, maintenance and future removal.
(6) Applicant must pay an annual fee of s10.0o, after the first
year, to cover the cost of yearly investigation to confirm the pre-
sent need for -the handicapped parking zones.
Note: Please do not send check until after this application has
been reviewed by the Traffic and Parking Commission and approved
by the City.

March 26, 1987
A regular meeting of the Traffic and
of Lynwood was held on the above date

CALL TO ORDER
Parking Commission of the City
in the Council Chambers of
Lynwood, California at 6:30 p.m.
The meeting was called to order by Chairman Wright.
Commissioners Cunningham, Archambault and Chairman Wright
answered roll call. Present were Joseph Wang, P.E., Director of
Public Works /City Engineer, James Devore, Associate Civil
Engineer, Deputy Rosenbauer, Lynwood Sheriff's Department,
Oretha Williams, Engineering Division, Commissioner Battle and
Andrea Hooper, City Clerk.
ACKNOWLEDGEMENT OF POSTING
James Devore announced that the minutes of March 26, 1987, were
duly posted 72 hours prior to the scheduled meeting.
SWEARING IN CEREMONY OF NEW COMMISSIONERS BY CITY CLERK
The swearing in of the new Commissioners were postponed to the
next regular Traffic and Parking Commission meeting.
APPROVAL OF MINUTES
There were several corrections to the minutes of February 26,
1987. Commissioner Cunningham requested a correction to the
first paragraph of page three he stated that it should read
"that buses sit at the corner on the east side of Century
Boulevard on Imperial Highway and that the bus pulls out in front
of cars which may cause safety problems.
Commissioner Cunningham requested a correction to be made to the
first paragraph under Commissioner Orals to read, " Commissioner
Cunningham expressed concern of the lack of flagmen at the
intersection of Fernwood and Atlantic Avenue."
Commissioner Cunningham requested a correction to page 4, third
paragraph to read " he expressed concern of a traffic signal
light out in front of McDonald's Restaurant."

Deputy Rosenbauer requested a change to page 3, under Item 9,
forth paragraph he requested the paragraph to read, "the State
Law does not allow vehicles to park on sidewalks."
Commissioner Archambault motioned to accept the minutes of
February 26, 1987 as corrected . The motioned was seconded by
Commissioner Battle. It was passed unanimously.
PUBLIC ORAL COMMUNICATIONS
There were none.
SCHEDULED MATTERS
7. HANDICAP PARKING REQUEST.
James Devore informed the Commission that Mrs. Gomez of
5149 Lavinia Avenue requested the Commission to approve
restricted parking for handicap in front of her
resident. James Devore stated that she received an
application from the Engineering Division. The Engineering
staff is requesting the Commission's support of their
recommendation to have Mrs. Gomez fill out the required forms
and pay a fee of $15 if qualifications are met.
Commissioner Battle asked, if parking is granted, will the
roadway be altered.
James replied that the roadway would not be affected by the
handicap restriction.
Chairman Wright asked if the handicap parking area will be
reviewed once annually and will applicants have to pay an
annual fee.
James Devore stated that an annual fee of $10 will be
required. It was requested that the item be brought back for
discussion. Discussion followed.
Commissioner Cunningham motioned to accept staff's
recommendation. Commissioner Battle seconded. It was passed
unanimously.

INFORMATIONAL ITEMS

James Devore gave an update on the following Informational Items:
1. Alley Reconstruction Project - Imperial Highway and Atlantic
Avenue
2. Slurry Seal Project (FY 1986 -87)
3. Lynwood Fixed Route Trolley
4. Bus Pad Installation
Commissioner Cunningham expressed concern of existing street
markings in the recently slurry sealed areas. He asked why
the immediate areas of the crosswalk and school crossing
lines were not slurry sealed.
James Devore explained that the street markings are of
thermoplastic and if slurry seal gets onto the markings they will
become discolored and will have to be sandblasted to remove the
discoloration.
Joseph Wang, Director of Public Works /City Engineering further
explained that some of the markings in the City are painted and
they can be repainted, however, it cost more money to maintain
them.
James Devore stated that a report will be prepared in one month
on the trolley bus system. He stated that the City of South Gate is
now interested in a trolley bus operation.
Commissioner Battle requested the history of the City'y trolley
system.
James Devore briefly explained the route system to Commissioner
Battle and stated that he would get him copies of the
information. Discussion followed of the proposed expansion of a
third trolley and optional routes. Council wants staff to review
the system.
James Devore informed the Commission that 50 stops have been painted.
Joseph Wang stated that the contract with the company is for one
year.
Commissioner Battle asked if the contract will be awarded to the
existing company or will the contract go out for bid.
James Devore replied that it will go out to bid. Option of
contract is negotiable based on performance of company.

James Devore informed the Commission that the lowest bidder was
selected. He explained the process of selecting the company to
operate the system.
Commissioner Cunningham asked if Prop A fund will be used for
other programs.
James Devore informed the Commission that Prop A funds will be
provided for other projects, such as, bus pads, bus shelters,
trash containers, etc. The City Council will decide how money
will be used.
Mr. Wang informed the Commission that one of the projects may be
eliminated if a third trolley bus is added to the existing
system.
Commissioner Battle asked if the bus pads will be installed prior
to the operation of the third trolley bus.
James Devore stated that they will not necessarily be installed
before or after the third bus is added.
James Devore gave the different locations of the proposed bus pad
locations. He stated that plans and specifications will be
prepared next week.
Joseph Wang stated that on Tweedy Boulevard and Long Beach
Boulevard the existing bus pads are in poor condition.
James Devore informed the Commission that Long Beach Boulevard's
crown is proposed for lowering.
Commissioner Battle expressed that the SWITS Report included with
the minutes information is not current data when received.
James Devore stated that accidents prompted surveys at
intersections and the SWITS Reports gives Engineering information.
Deputy Rosenbauer informed the Commission that a computer system
is being set up to be used for current data.
Commissioner Cunningham stated that he made a complaint of a lady
falling because of a parking problem, he stated that he received good
results from the Fire Department, City Procecutor and Code
Enforcement Departments.
Commissioner Cunningham expressed concern of loaded trucks
hauling dirt down Imperial Highway. He claims that the trucks
travel at excessive speeds and feels that the Sheriff's
Department can control the speeding problem.
Deputy- Rosenbauer stated that 2 duty men patrol Monday through
Friday.

Commissioner Cunningham motioned to move the election to the next
regular meeting. Commissioner Battle seconded. It was passed
unanimously.
COMMISSIONER ORALS
Commissioner Battle expressed that vendors are selling flowers on
the northwest corner of Carlin Avenue and Atlantic Avenue.
Chairman Wright expressed concern of large trucks parking on -site
and he suggested that the Engineering Division should
come up with an ordinance to work in conjunction with the
Business License Department of the City, whereby making the
property owner responsible for posting signs to restrict large
trucks from parking on -site.
Chairman Wright asked James Devore if he would check with the
City Clerk, Andrea Hooper, on truck parking problems.
Commissioner Archambault stated that the sidewalk on the
southwest corner of Pendelton Avenue and Century Boulevard needs
to be repaired.
Joseph Wang explained the process of repairing damaged sidewalks
and how the City surveyed and rated sidewalks to be repaired. He
stated that 60 locations, this fiscal year were repaired. Money
is needed to repair other damaged areas. Discussion followed on
the sidewalk problems and funding.
Chairman Wright expressed concern of street lights that have been
out for more than three months.
James Devore stated that the City has staff working overtime to
repair the City lights and that other lights out belong to Edison.
Commissioner Battle asked what type of system Edison have.
James Devore explained that he is not aware of Edison's scheduling.
Engineering has staff to go out at night to spot lights that are out
which are City lights.
ADJOURNMENT
A motion was made by Commissioner Archambault to adjourn to
the next regular scheduled meeting, 4th Thursday, April 23,
1987, at 6:30 p.m., of the Traffic and Parking Commission in the
City Council Chambers. Meeting adjourned at (8:10 p.m.).

INFORMATIONAL ITEMS
1. Lorraine Street between Century Boulevard and 108th Street
was abandoned by the City Council at its April 7, 1987
meeting.
2. A public hearing has been set for the vacation of the first
alley north of Century Boulevard between Bullis Road and
Ernestine Avenue. The alley is unnecessary for public
access. The hearing is scheduled for May 5, 1987.
3. A bid opening was held for the Olanda Street from Thorson to
the City limits. City Council awarded a contract to Ruiz
Engineering Company, the low bidder, for $91,808. This
project is funded by HCDA.
4. The City Council awarded a contract to Copp Construction
Company for the Century Boulevard Street Improvement
Project. This project involves crack sealing and repairs
from Atlantic Avenue to Abbott Road. The contract price is
$84,000 and is funded with SB -300 money.
5. The removal of contaminated material at the Wilco Dump Site
has begun. The project is administered and funded by
CalTrans in conjunction with the I -105 Century Freeway
Project. The contaminated material will be hauled by trucks
to Central California.
