AN ORDINANCE ESTABLISHING CERTAIN FEES AND PERMITS FOR
THE SEVERAL DEPARTMENTS OF THE CITY OF RICHMOND, INDIANA,
AMENDING CHAPTER 23 6F THE MUNICIPAL CODE AND AMENDING
OTHER ORDINANCES IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, THAT:
SECTION 1. The following schedule of fees is established and
authorized by the several departments of the City of Richmond, Indiana.
PLANNING DEPARTMENT:
Zoning Clearance
Preparation of Site Plan
Occupancy Permit (Commercial or Industrial)
Sale of Zoning Ordinance
Sale of Subdivision Ordinance
Sale of Aerial Prints
Ordinance Amendment
Special Use Request
Zoning Map Change
Vacation of Right -of -Way
Preliminary Subdivision Hearing
Vacate Public Easement
Board of Zoning Appeals Hearing

SECTION 2. Chapter 23, Building Code of the Municipal Code of the
City of Richmond, Indiana, being Ordinance No. 1700-1958, amended, is amended
as follows:
Section IV.
Paragraph 409. General Construction. (Covered by Building Permits)
1. Remodel and repair all buildings, commercial
and residential - $2 per $1000 or portion
thereof, of actual cost. MINIMUM $ 15.00
2. New Dwellings (1 and 2 family) $100.00
3.' New industrial, commercial, public
apartment (3 family or more), and
buildings of assembly (except
churches) - $2 per $1000 or portion
thereof, of actual cost MINIMUM
4. New churches - $1 per $1000 or portion
thereof of actual cost MINIMUM
5. New private garages, carports, and
accessory buildings
6. Public parking, sales lots, junk and
salvage yards and wrecking yards
7. Public or private underground swimming
pools - For cost up to $10,000;
thereafter add $2 per additional $1000
or portion thereof of actual cost.
Public or private above ground swimming
pools
8. All permit fees will be charged in even
dollar sums only.

Section V.
Paragraph 512. Electric. (Covered by Service Installation Permits):
Residential:
1.
Temporary Service

New Dwellings (1 and 2 family): Permit
for temporary service, rough in, final
inspection and meter authorization.

(Multi -family dwellings over 2 units
classified as commercial).
3.
Change of service (increase amperage, new
or moved panel box, new or moved meter)

4.
Wiring 110 or 220 circuits (for additions)

5.
Complete rewire

Commercial:
1.
Temporary service

2.
Dwellings - 3 or more apartment units,
new, $2 per $1000 or portion thereof of
actual electrical cost, plus $1 for each
individual meter. MINIMUM

or portion thereof of actual cost.
NOTE: All of above installation, residential or commercial
in RP & L service area outside city limits, above
stated fees PLUS $20.00
Section VI.
Paragraph 610. Plumbing. (Covered by Service Installation Permits):
1. Actual cost up to $1000 $15.00
2. Actual cost over $1000 25.00
Commercial:
Above rates apply for first $1000; thereafter add $2 per
additional $1000 or portion thereof of actual cost.
All of above are exempt in new construction of
single or double family dwellings covered by
building permit: or on commercial if plumbing
is subcontracted and the building permit issued
to the general contractor includes the cost of
plumbing.
Section VII.
Paragraph 707. Heating and Ventilating (Covered by Service
Installation Permits):
1. Conversion burner installation $15.00
2. New or replacement furnace installation $15.00
3. Air conditioning installation $15.00
4. Combination furnace and air conditioning
unit or heat pump installation, new
or replacement $25.00
Commercial:
Above rates apply for first $1000; thereafter
add #2 per additional $1000 or portion thereof
of actual cost.
All of above are exempt in new construction of
single or double family dwellings covered by
building permit; or on commercial if heating and
ventilating is subcontracted and the building
permit issued to the general contractor includes
the cost of heating and ventilating.
Section VIII.
Paragraph 805. T.V. and Radio Towers - Commercial
New or replacement installation $15.00
Section IX.
Paragraph 919. Signs, poster boards
All signs $15.00
Section XI.
Paragraph 1103. Special Items.
1. Installation of oil storage or other inflammable
liquid tanks or pumps - per installation $15.00

2. Sprinkler system for fire protection will
be governed by all rules in Section 4 of this
code; installation in existing building $75.00
Section XII.
Paragraph 1204. Moving and Wrecking.
1. Move building on own property
$15.00
2. Move building over public streets (Must be
authorized by Board of Public Works and Safety,
must post commercial liability insurance,
$5,000 performance bond with city.
Fee per block (or portion thereof) moved $100.00
(MAXIMUM $500)
3. Wrecking of dwelling
$30.00
4. Wrecking of outbuilding (any building other
than dwelling which has a permanent foundation) $15.00
5. Wrecking of commercial building $60.00
SECTION 3. This ordinance shall be in full force and effect
from and after its passage and signing by the Mayor.
