A CAPITAL PROJECT AUTHORIZING RESOLUTION OF
THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, APPROVING A CHANGE TO THE
CONTRACT FOR CONSTRUCTION BETWEEN THE
VILLAGE AND WILLIAMS PAVING CO., INC. FOR FOUR
ADDITIONAL SPEED TABLES ON NORTH/SOUTH
MASHTA DRIVE; AUTHORIZING THE VILLAGE
MANAGER TO EXECUTE AN AMENDMENT TO
CONTRACT OR CHANGE ORDER FOR SUCH WORK;
PROVIDING FOR IMPLEMENTATION; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on January 12, 2016, the Village of Key Biscayne (the "Village") awarded a
contract to Williams Paving Company Co., Inc. ("Contract") to construct speed tables within the 700
block of Woodcrest Road and at the intersection of W. Heather Drive and Femwood Road (the
"Project"); and
WHEREAS, the Village Council desires to authorize additional work pursuant to the
Contract for the construction of two (2) speed tables on North Mashta Drive and two (2) speed tables
on South Mashta Drive, at an additional cost of $81,525.12; and
WHEREAS, the Village Council desires to approve the additional speed tables and authorize
the Village Manager to execute an Amendment to the Contract or Change Order for such additional
work; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare
of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. Each of the above stated recitals are hereby adopted,
confirmed and incorporated herein.
Section 2. Additional Work Approved; Amendment or Change Order Authorized.
The Village Council hereby approves the additional work or speed tables in the amount of
$81,525.12, with the total cost for the Project not to exceed $261,851.98. The Village Manager is
hereby authorized to execute an Amendment to the Contract or Change Order for such additional
work and increase in the Contract price, and related or necessary documentation on behalf of the
Village, once approved as to final form, content and legal sufficiency by the Village Attorney.
Section 3. Implementation. That the Village Manager is hereby authorized to take any
and all action necessary to implement the Project and the purposes of this Resolution.
Section 4. Effective Date. This Resolution shall be effective immediately upon
adoption.

Reference: Traffic Calming at Fernwood/Heather Intersection
North/South Mashta 8 Woodcrest Speed Tables
Stantec Project No. 215612626
As requested by the Village, we have reviewed the number of speed tables to be installed on
North and South Mashta Drives. We have determined that two (2) speed tables on each street will
be most effective and we have placed them to evenly divide the street into thirds. The total
distance from West Mashta to Mashta Place is 1,800'; therefore the speed tables have been
spaced at approximately 600'. The final placement is dependent on existing conditions such as
driveways.
The bid previously awarded to Williams Paving Co. Inc., included a unit price of $20,381.28 for
each Mashta speed table. The total cost to install all four (4) speed tables is therefore $81,525.12.
All contract terms shall match those of the previously awarded contract.
Based on our findings, it is our opinion that this Contractor is qualified and capable of performing
the work. Therefore, we recommend that the project be awarded to the lowest responsible
responsive bidder, Williams Paving Co., Inc. The award is subject to acceptance by the Village
Council, execution of the Contract Agreement, submittal by the Contractor of the required
Performance and Payment Bonds, and Certificates of Insurance.
