REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
September 16, 1993
The regular meeting of the Personnel Board of the City of Lynwood, California was
held on Thursday, September 16, 1993, at 5:00 p.m. in the Council Chambers of the
Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly
posted as prescribed by the Brown Act.
CALL TO ORDER
Chairperson Bell called the meeting to order at 5 p.m. Roll call was taken by Gail
Black, Director of Human Resources. Commissioner Swift was excused.
PLEDGE OF ALLEGIANCE
Led by Commissioner Gilpen
APPROVAL OF MINUTES
The motion was made by Commissioner Gilpen and seconded by Commissioner Litke
to approve the minutes of the meeting of September 16, 1993. All in favor. Motion
carried.
STUDIES & REPORTS
Ms. Black handed out Chapter 18 of the City's Municipal Code which outlines the
city's personnel system and the commission's role.
Ms. Black requested a consensus that all Personnel Board members would be able to
attend a special meeting of the commission on September 30, 1993 for the purpose
of certifying eligibility lists and other commission matters which may arise.
ORAL COMMUNICATIONS
Commissioner Bell requested a copy of the position summary for each of the city's
departments.
ADJOURNMENT
Commissioner Gilpen made the motion and Commissioner Lewis seconded to recess
at 5:22 p.m. to the special meeting of September 30, 1993 5:00 p.m. All in favor.
Motion carried.

Subject: REQUEST FOR OPEN RECRUITMENT FOR THE POSITION OF WATER
BILLING SUPERVISOR
PURPOSE
To have the Personnel Board approve an "Open" recruitment for the position of Water
Billing Supervisor.
BACKGROUND
* The Director of Finance has requested an outside recruitment to facilitate an
adequate and qualified candidate pooling.
* Lynwood City Code 18 -7.4 specifies the Board's approval on the type of
recruitment process conducted.
RECOMMENDATION
That the Personnel Board approve the Director of Finance's request to have the
Human Resources Department conduct an open recruitment process for the position
of Water Billing Supervisor. I

WATER BILLING SUPERVISOR
DEFINITION
Under the general direction of the Director of Accounting,
to plan, organize, supervise and participate in water system
billing, collection, account processing and recordkeeping and
customer relations activities; to perform difficult financial
recordkeeping and report preparation activities; to supervise the
collection, reporting and reconciliation of the City's daily cash
receipts; and to do related work as required.
EXAMPLES OF DUTIES
Plans, organizes, supervises and participates in water
system billing, collection, account processing and recordkeeping
and customer relations activities; trains, assigns and reviews
the work of water billing office staff; supervises the
collection, reporting and reconciliation of the City's daily cash
receipts; supervises the opening and closing of accounts, the
maintenance of accounts and the preparation and mailing of bills;
coordinates office computer and data processing usage and
applications; determines shut -offs for non - payment of bills;
supervises posting and retrieval of information on payments and
other records on computer terminals; arranges and supervises
service turn -on and shut -off activities; supervises meter reading
activities, field payments and deposits; answers in person and
telephone inquiries from the public and customers related to
water billing and new accounts; prepares correspondence; prepares
financial and statistical reports; reconciles accounts receivable
for general ledger input; maintains a variety of records;
operates standard office machines and data processing equipment.
DESIRABLE QUALIFICATIONS
Knowledge of:
Procedures, policies, rules and practices affecting
the development, maintenance and control of fiscal
and water billing recordkeeping systems;
Practices of financial and statistical recordkeeping,
Including computerized accounting and bookkeeping
systems;
Filing methods and procedures;
Correct English usage, spelling, grammar and
punctuation;
Principles of training and supervision;
General water system ordinances, procedures and
requirements;
Basic governmental accounting principles and
procedures;
Modern office practices, procedures and equipment.

Ability to:
Plan, organize, supervise and train water billing
office staff;
Supervise the collection, reporting and reconciliation
of the City's daily cash receipts;
Coordinate office data processing usage and
applications;
Perform a wide variety of difficult financial

reports and analyze accounting and water utility
data;
Perform a variety of arithmetical calculations with
speed and accuracy;

Carry out directions independent of close supervision;
