SUBJECT: REQUEST FOR OPEN EXAMINATION FOR THE POSITION OF
ASSISTANT CITY MANAGER
PURPOSE
To have the Personnel Board approve an "open" examination for the
position of Assistant City Manager.
* The Assistant City Manager position was vacated on June 18, 1993
with the appointment of the incumbent to the position of City
Manager.
* The City Manager has requested an outside recruitment to
facilitate an adequate and qualified candidate pooling.
* Lynwood City Code 18 -7.4 specifies the Board's approval on
the type of recruitment process conducted.
That the Personnel Board approve the City Manager's request to
have the Human Resources Department begin the "open" recruitment
process for an Assistant City Manager.

RECREATION AND COMMUNITY SERVICES DIRECTOR
To have the Personnel Board approve the classification statement
for the position of Recreation and Community Services Director.
* At the Personnel Board meeting of May 20, 1993 the Board
reviewed and recommended Council's adoption of a classifi-
cation statement for the position of Community and Leisure
Services Director.
* Since that time, minor changes to the class statement were
necessitated due to the City's reorganization proposal.
* The position description has been amended to exclude any
reference to maintenance of city grounds, buildings, parks
and landscaped areas as these areas of responsibility will
be contained within a proposed new position statement_ at a
later date.
* The title of Community and Leisure Services Director is
also proposed to be changed to Recreation and Community
Services Director to be in line with the City's proposed
reorganization chart for the 1993 -94 budget.
That the Personnel Board review and recommend the City Council's
adoption of the classification statement for the position of
Recreation and Community Services Director.

EXAMPLES OF DUTIES
Plans, organizes, coordinates and directs all departmental
work and personnel relating to a variety of recreational, transit,
senior citizen social, cultural and community service activities

property; recommends the acquisition, development and improvement
of public land and recreational facilities; analyzes community
recreation, social and cultural needs and desires, availability of

with those of the school district, civic organizations, block watch
groups, Chamber of Commerce, Sheriff's Athletic Leaquex, and other
agencies; meets with community leaders and groups to review
policies of the department and promote involvement and assistance
in conducting progress; develops and implements human service
programs offered in a variety of parks, community centers and
public pools; recommends policies and procedures for the collection
of fees and charges for use of facilities; supervises the

PURPOSE
To have the Personnel Board approve the classification statement
and title for the position of Project Manager.
* At the meeting of April 15, 1993 the Board reviewed and
recommended Council's approval of a position statement for
Administrative Analyst.
* The City Manager requests the Board's review and approval
of a title change from Administrative Analyst to Project Manager
to be line with the City's proposed reorganization chart for
fiscal year 1993 -94.
That the Personnel Board review and recommend that the City Council
adopt the classification statement for the position of Project
Manager.

Under general supervision to perform varied, technical, analytical,
administrative, and supervisory tasks for an assigned department;
organize, research, and analyze information for assigned projects;
prepare written reports and oral presentations; perform designated
staff support including grant application and reporting functions;
and to perform related work as required.
RESPONSIBILITY
This is a high level staff support position with general
responsibility for the organization, development, and completion of
complex projects. Considerable initiative and independent
judgement is required to facilitate and complete projects.
