Request for closed promotional examination • Administrative Analyst I e Housing Rehabilitation Spec. 3 Request for open examination • Assistant Director of Finance V ORAL COMMUNICATIONS VI ADJOURNMENT t 0 0 .i REGULAR MEETING OF THE PERSONNEL BOARD CITY OF LYNWOOD April 15, 1993 The regular meeting of the Personnel Board of the City of Lynwood, California was held on Thursday, April 15, 1993, at 5:00 p.m. in the Council Chambers of the Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Chairperson Gilpen called the meeting to order at 5:03 p.m. Roll call was taken by Gail L. Black, Director of Human Resources. Commissioners Gilpen, Bell, Litke, Lewis and Swift were present. PLEDGE OF ALLEGIANCE Led by Commissioner Lewis APPROVAL OF MINUTES The motion was made by Commissioner Bell and seconded by Commissioner Lewis to approve the minutes of the regular meeting of March 18, 1993 The minutes of the meeting were approved. Commissioner Swift abstained. STUDIES & REPORTS The motion was made by Commissioner Litke and seconded by Commissioner Swift to approve the certification of the Fire Engineer eligibility list. Commissioner Lewis asked for an explanation in the calculations of scores which Ms. Black provided. All in favor. Motion carried. The motion was made by Commissioner Swift and seconded by Commissioner Lewis to grant the request for an open examination for the position of Senior Building Inspector. All in favor. Motion carried. The motion was made by Commissioner Litke and seconded by Commissioner Swift to review and recommend to the City Council the adoption of the classification statements for the positions of Administrative Assistant and Assistant Director of Finance. All in favor Motion carried. , . r� 0 Nominations were opened for the position of Chairperson to the Board. Commissioner Litke nominated Commissioner Swift. All in favor. Motion carried. Commissioner Swift nominated Commissioner Bell to continue as Vice - Chairperson. All in favor. Motion carried ORAL COMMUNICATIONS Commissioner Lewis announced that the Lynwood High School girl's basketball team was elected to represent the United States in world competition in Greece. Ms. Black announced to the commissioners that a letter had been submitted to the City Clerk for reappointment of Nancy Gilpen to the Personnel Board Commission for the April 20, 1993 City Council meeting. ADJOURNMENT Commissioner Lewis made the motion and Commissioner Swift seconded to adjourn to the next regularly scheduled meeting, May 20, 1993 5:00 p.m. All in favor. Black, Director of Human Resources �6A6 SUBJECT: REVIEW OF PROPOSED CLASSIFICATION STATEMENT: COMMUNITY AND LEISURE SERVICES DIRECTOR PURPOSE To have the Personnel Board review and make a recommendation for adoption of the classification statement for Community and Leisure Services Director to the City Council. BACKGROUND * The City Manager has identified the need for the inclusion of a position statement for Community and Leisure Services Director which will replace the existing titled position of Parks and Recreation Director. * A job analyses was completed and subsequent classification statement prepared by the Human Resources Department. RECOMMENDATION That the Personnel Board review and recommend the City Council's adoption of the classification statement for the position of Community and Leisure Services Director. 0 9 CITY OF LYNWOOD COMMUNITY AND LEISURE SERVICES DIRECTOR DEFINITION Under the administrative direction of the City Manager to plan, organize, coordinate, direct and evaluate the City's recreational, transit, senior citizen, self - development and life enrichment programs; serve as advisor and City representative on boards and commissions concerned with recreational, social and cultural affairs; directs the development of parks, landscaped and recreational areas; and performs other related work as required. EXAMPLES OF DUTIES Plans, organizes, coordinates and directs all departmental work and personnel relating to a variety of recreational, transit, senior citizen, social, cultural and community service activities and the operation and maintenance of city grounds to include public parks, playground areas, buildings, grounds and land adjacent to public buildings; conducts surveys of community recreational requirements; plans and recommends the purchase of additional property; recommends the acquisition, development and improvement of public land and recreational facilities; analyzes community recreation, social and cultural needs and desires, availability of resources, existing programs, and other factors in developing departmental programs; coordinates activities of the department with those of the school district, civic organizations, block watch groups, Chamber of Commerce, Sheriff Ia Athletic Leagues, and other agencies; meets with community leaders and groups to review policies of the department and promote involvement and assistance in conducting programs; develops and implements human service programs offered in a variety of parks, community centers and public pools; recommends policies and procedures for the collection of fees and charges for use of facilities; supervises the operation, maintenance and utilization of the city pool; directs the development of in- service training programs; coordinates and supervises the preparation of the departmental budget and the expenditure of funds; researches, prepares and monitors grant .funded recreation and social service programs; attends and participates in meetings and conferences with other departmental administrators, public agencies, private citizens and prof essiional groups to discuss recreational, parks, social and cultural problems within the community; serves on various boards and commissions; speaks before service clubs and other organizations on community activities. 0 0 SPECIAL REQUIREMENT Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS Knowledge of: Recreational, cultural and social needs of all age groups, plus knowledge in areas of horticulture, landscape, park facility design and use; Philosophy, objectives and principles of modern municipal parks, recreation, social and community service programs; Psychology, instruction methods, and community organizations which would be of assistance in satisfying community leisure time and social needs; Principles, practices and procedures of public administration, management and supervision, including the development and administration of the department budget; Laws, regulations, and ordinances affecting departmental operations; Public relation principles and practices; Effective report writing methods and procedures; Administration of grants research and writing. and Ability to: Establish and maintain a professional and cooperative relationship with city personnel, City Council, community organizations, school officials, community members, outside agency representatives and members of the general public; Determine the needs and desires of the community for self - development and effective use of leisure time; Plan, organize, and direct staff engaged in departmental activities; Evaluate and make recommendations on improvements to existing operations and programs; Prepare and present comprehensive written and oral reports; Prepare and administer the department budget; Deal effectively with conflict and develop effective resolutions. and • Training and Experience: Any combination of training and experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be: Five years of increasingly responsible professional recreation, social services, or park management experience, including at least three years in a supervisory or administrative capacity (A Master's Degree in Social Services, Public Administration or Recreation may be substituted for one year of experience). Education: Graduation from an accredited four year college or university with a degree in public administration, business administration, recreation, social services, sociology, or psychology is desirable. Black, Director of Human Resources SUBJECT: REQUEST FOR CLOSED PROMOTIONAL EXAMINATIONS: ADMINISTRATIVE ANALYST I / HOUSING REHAB. ASST. FACTS The Lynwood City Code 12 -7.4 Open Examinations states: "All examinations, except those specified in subsection 18 -7.3, shall be open unless it is determined by the Personnel Board that such examinations will be promotional." BACKGROUND 1) It is the policy of the City of Lynwood to encourage employees to advance and grow within the organization by allowing promotional examinations whenever appropriate. 2) In December of 1992, the City made two temporary appointments to the vacated positions. Personnel Rules and Regulations specifically state that an eligibility list shall be esta- blished within six months from the date of appointment. 3) The City has identified a pooling of in -house employees who would be eligible to apply for these positions on a promotional basis. Based on the above information, it is requested that the Board approve a "Closed Promotional" examination for the position of Administrative Analyst I and Housing Rehabilitation Assistant. Black, Director of Human Resources 4AI& SUBJECT: REQUEST FOR OPEN EXAMINATION FOR ASSISTANT DIRECTOR OF FINANCE PURPOSE To have the Personnel Board approve an "open!' examination for the Assistant Director of Finance. BACKGROUND * As required in Lynwood City Code 18 -7.4 specifies the Board's approval on the type of recruitment process conducted. * The Personnel Board recommended the City Council's approval of the Assistant Director of Finance job statement at their April 15, 1993 meeting. * The Director of Finance has requested an open recruitment process to facilitate an adequate and qualified candidate pooling. That the Personnel Board approve an "open" recruitment for the position of Assistant Director of Finance.
