MINUTES OF THE MEETING OF
SEPTEMBER 13, 1993
The regular meeting of the Community Access Advisory Board of the
City of Lynwood was held September 13, 1993 in the City Hall
Conference Room. (The Agenda was duly posted as prescribed by
the Brown Act.)
Chairperson Ann A. Fields called the meeting to order at 5:30
p.m. Members in attendance were Bill Cunningham, Ethel Pacheco,
Ann Fields, and Bill Lewis. Commissioner Ada McZeal was absent.
Staff members present were Johonna Jacobs - Howard, Ron Roberson
and Silvia Lara.
Guests present were City Clerk Andrea Hooper and Aviva Seabrook.
CITY CLERK ANDREA HOOPER CONDUCTED SWEARING IN CEREMONIES FOR NEW
COMMISSIONER WILLIAM LEWIS.
Ms. Howard introduced new employee, Aviva Seabrook whose duties
are to assist at the Lynwood Cable Studio.
A motion was made by Commissioner Lewis that the minutes of the
August 9, 1993, meeting be approved with minor corrections.
Motion was seconded by commissioner Ms. Pacheco.
I. INFORMATIONAL ITEMS
A. CAAB GROUP PHOTO
Ms. Fields suggested that photo session be tabled to
following meeting due to the fact that a commissioner
is missing.
B. CAAB REQUEST FOR BYLAWS
Ms. Howard mentioned that enclosed under item # IIB is
a copy of the commissioners bylaws.

II. SCHEDULED MATTERS

A. APPROVAL FOR NEW SCHEDULE OF THE CABLE INTERNSHIP
PROGRAM
Ms. Howard described staff proposal for a new schedule
for the Cable Internship Program: the new schedule
includes three sessions for instruction and one session
for a break. The break will be utilized for
concentrating on efforts in other areas, mainly
projects that allow for revenue generation. The period
of time will also be used for preparation of future
internship sessions. Commissioner Pacheco made a
motion that the new schedule of the Cable Internship
program be approved. Commissioners Cunningham and
Fields seconded the motion. Commissioner Lewis
abstained because he feels he needs further information
regarding matter.
B. VIDEO PRODUCTION EQUIPMENT INVENTORY
Ms. Howard mentioned that at the request of the Cable
Access Advisory Board, an inventory of video equipment
at the Lynwood Cable Studio was taken. At that time, a
Bilingual 13" TV /VCR and tape recorder was not included
in the inventory. We believe that these items were in
the possession of Don Morris, prior to his untimely
death. Lynwood's City Manager, Faustin Gonzales,
contacted Detective Durazo of the Los Angeles County
Homicide Department to find out if the items in question
were a part of the Baxter /Morris investigation. In a
timely manner, we were notified that the tape recorder
was seized through a search warrant. Also, Detective
Durazo has no knowledge of the whereabouts of the
TV /VCR. The tape recorder will be released to the City
of Lynwood when the presiding judge of the case releases
it or when the trial is over. Ms. Howard also stated
that the next step would be to ask Councilwoman Evelyn
Wells and Laurence Adams if they have knowledge of the
TV /VCR.

C. CERTIFICATES OF COMPLETION FOR ADULT WORKSHOP
PARTICIPANTS
Ms. Howard recommended that the Cable Access Advisory
Board develop certificates of completion for the Adult
Workshop participants. Additionally, upon completion of
the workshop, the certificates would be presented to
the participants at a pre- determined time during a board
meeting. Ms. Howard feels that an early recognition of
completing the workshop can have a greater impact on the
participants rather than waiting until the Cable Awards
Dinner. Staff also recommends that the Adult Workshop
participants are presented with an additional
certificate of recognition by'the Lynwood City Council
at the Cable Awards Dinner.
D. DATE FOR THE CABLE AWARDS DINNER
Ms. Howard mentioned that as the year approaches to an
end, a date needs to be determined for the Cable Awards
Dinner. The date can be in 1993 or the early part of
1994. Ms. Howard also mentioned that an appropriate
amount of time is required for planning and preparing
this event. At the dinner, the high school interns,
adult workshop participants, Lynwood Showcase hosts, and
volunteers will be recognized and honored.
Commissioners unanimously agreed that the Annual Awards
Dinner Awards Ceremonies should be on November B, 1993
at the Cable Studio.
E. 'PREVIEW OF LYNWOOD SHOWCASE # 50
Lynwood showcase # 50 which included the following
items, was viewed by commissioners:
1. A Moment in Lynwood History
2. Harvey's Barber Shop
3. Senior Citizens 35th Bingo Anniversary
4. Royal Pet Shop
5. Wall of Fame ceremonies Honoring Duke Snider
and Ernest Killum.
6. Unity Festival

III. COMMISSIONER'S ORALS
* Ms. Howard mentioned that Mr. Roberson suggested to call
the Cable Studio the "Lynwood Media Services ".
* Ms. Fields requested an outcome of the participation on
the Cable Internship Program.

The date, Monday, November 8, 1993, for the Annual Cable Awards Reception has been
approved by the City's Manager's Office. Also, $150 00 has been approved to cover the
cost of light hors d'oeuvres, punch and plastic eating utensils.
During the Annual Cable Awards Reception, the high school interns, adult workshop
participants, Lynwood Showcase hosts, and volunteers will be recognized and honored for
their contributions and achievements.
