COMMUNITY ACCESS ADVISORY BOARD
MINUTES OF THE MEETING OF
AUGUST 9, 1993
The regular meeting of the Community Access Advisory Board of the
City of Lynwood was held August 9, 1993 in the City Hall
Conference Room. (The Agenda was duly posted as prescribed by
the Brown Act.)
Chairperson Ann A. Fields called the meeting to order at 5:30
p.m.. Members in attendance were Bill Cunningham, Ethel Pacheco,
and Ann Fields. Commissioner Ada McZeal was absent.
Staff members present were Ron Roberson and Silvia Lara.
A motion was made by Commissioner Pacheco that the minutes of the
July 12, 1993, meeting be approved as received. Motion was
seconded by commissioner Cunningham.
I. SCHEDULED MATTERS
A. PREVIEW OF LYNWOOD SHOWCASE # 49
Lynwood showcase # 49 which included the following items,
was viewed by commissioners:
1. Block Party /Block Watch
2. Abbott Elementary Festivities
3. Senior Aerobics
4. Car Show
5. Lynwood High School Graduation
II. COMMISSIONER'S ORALS
* Ms. Fields requested a copy of the Community Access
Advisory Board Bylaws. Ms. Lara will inform Ms.
Jacobs - Howard of Ms. Fields request.
* Ms. Fields suggested that Al from Lyngate be
interviewed for the business of week or even a moment in
Lynwood History.
* Mr. Roberson mentioned that the Wall of Fame event will
be included in the next week's showcase.
* Ms. Pacheco mentioned that she attended the Wall of Fame
event and thought it was great.
* Ms. Fields asked if Ron could include the street name of
the Blockparty in showcase #49.

BOARD MEETING WAS ADJOURNED AT 6:16 P.M.

LYNWOOD COMMUNITY ACCESS
ADVISORY BOARD
I. RULES AND REGULATIONS
A. APPOINTMENT
Membership in the Community Access Advisory Board (CRAB)
shall be by appointment of the Board of Directors of
Lynwood Information Inc.
B. SIZE
The CAAB shall be composed of five members.
C. TERMS OF OFFICE
Members of the CRAB shall serve a maximum term of four (4)
years. Terms will be staggered to provide overlap of
approximately half the members.
D. SELECTION OF OFFICERS
The CAAB shall have a Chairperson and Vice Chairperson.
Both shall be elected from and by the members of CAAB each
year at the first meeting after the newly appointed members
are installed.
E. PLACE OF MEETINGS
Meetings shall be held at Lynwood City Hall in the City
Council Chambers.
F. REGULAR MEETINGS
Regular meetings of the CAAB shall be held without call or
notice on such dates and times as may be fixed by the
board.
G. QUORUM
A majority of the members shall constitute a quorum of the
Board for transactions of business.

II. ROLES AND RESPONSIBILITIES

A. The role of the CRAB shall be to advise the Board of
Directors of Lynwood Information, Inc. on all matters
relative to Community Access. The CAAB shall:
1. Promote, coordinate, facilitate, produce and assist
public service community programming.
2. Coordinate and promote educational uses of Cable TV.
3. Devise, establish and administer rules, regulations and
procedures pertaining to use of and scheduling of
access channels.
4. Review requests for funding and advise the Board of
Directors of Lynwood Information Inc. accordingly.
5. Recommend to the Board of Directors of Lynwood
Information Inc. staffing and delivery mechanisms
for access.
6. Inform the Community of the potential services and
benefits of Cable Television.

Subject: APPROVAL FOR NEW SCHEDULE OF THE CABLE
INTERNSHIP PROGRAM
Staff proposes a new schedule for the Cable Internship Program. The new schedule
includes (3) three sessions for instruction and (1) one session for a break. The break will
be utilized for concentrating oue efforts in other areas, mainly projects that allows for
revenue generation. The period of time will also be used for preparation of future
internship sessions.
We are currently on a break session, which began August 27 and will continue to
November 1, 1993
We hope the new schedule has your approval.

Subject: VIDEO PRODUCTION EQUIPMENT INVENTORY

At the request of the Cable Access Advisory Board, an inventory of video equipment at
the Lynwood Cable Studio was taken. At that time, a Bilingual 13" TVNCR and tape
recorder was not in the inventory We believe that these items were in the possession of
Don Morris, prior to his untimely death. Lynwood's City Manager, Faustin Gonzales,
contacted Detective Durazo of the Los Angeles County Homicide Department to find out
if the items in question were apart of the Baxter/Morris investigation.
In a timely manner, we were notified that the tape recorder was seized through a search
warrant. Also, Detective Durazo has no knowledge of the whereabouts of the TVNCR.
The tape recorder will be released to the City of Lynwood when the presiding judge of the
case releases it or when the trial is over

Subject: CERTIFICATES OF COMPLETION FOR ADULT WORKSHOP
PARTICIPANTS
Staff recommends that the Cable Access Advisory Board develop certificates of
completion for the Adult Workshop participants. Additionally, upon completion of the
workshop, the certificates are presented to the participants at a pre - determined time
during a board meeting. An early recognition of completing the workshop can have a
greater impact on the participants rather than waiting until the Cable Awards Dinner
We also recommend that the Adult Workshop participants are presented with an
additional certificate of recognition by the Lynwood City Council at the Cable Awards
Dinner
Please consider the recommendations that have been made.

As the year approaches to an end, a date needs to be determined for the Cable Awards
Dinner The date can be in 1993 or the early part of 1994.
An appropriate amount of time is required for planning and preparing this event. At the
dinner, the high school interns, adult workshop participants, Lynwood Showcase hosts,
and volunteers will be recognized and honored.
