5:00 p.m. in the Council Chambers of the City Hall located at
11330 Bullis Road, Lynwood, California 90262.

MINUTES OF THE MEETING OF
NOVEMBER 17, 1993
The Community Affairs Commission met in a regular session on
November 17, 1993 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Commissioner Lorna Hawkins called the meeting to order at 5:00
p.m. Members in attendance were: Bette Espeseth, Lucille Walker,
Barbara Newton, Ann Fields, and Lorna Hawkins. Commissioner
Yolanda Bays was late to the meeting and Commissioner David
Litsinger was excused from the meeting.
Staff present were Ralph Davis and Silvia Lara.
A motion was made by commissioner Espeseth that the minutes of
October 20, 1993 be approved as presented. Ms. Fields seconded
the motion. (All members present approved)
I. SCHEDULED MATTERS
A. COMMISSIONERS CORRESPONDENCE
Mr. Davis informed the commissioners that the Annual
Commissioner's Dinner will be held December 9, 1993 and
that reservations must be made by December 1, 1993 by
contacting Silvia at extension 203.
B. STAFF PROGRAM REPORT
Mr. Davis informed commissioners of the following:
a) Safe Kids Information Program (SKIP) - this
program was designed to provide kids with
Halloween tips and approximately 300 to 400
youngsters were in attendance.
b) Teens Against Graffiti (TAG) - this program will
consist of students who will pledge to be good
citizens to the community. This program will be
composed of different phases, the next phase
will be an essay contest. Finally the students
will be awarded. Several businesses have
volunteered to support all of our schools in
Lynwood with a banner which students will carry
during a march to initiate this program.

c) On Friday November 12, 1993 the Women's
Professional Golf Tournament will be supporting
the Jr. Golf Program at Woodlawn Hills.
Mr. Davis displayed a sample of a poster which
illustrated Jr. Golf.
C. BLOCK WATCH REPORT
Mr. Davis presented the commissioners with a copy
of the Block Watch Program Roster which listed the
City Officials, Commission Meetings, and Elected
Officials. Mr. Davis briefly explained the following:
a) Council, Recreation Department, and the Community
Affairs Commission will work together with
Blockwatch Program.
b) The Neighborhood Program is composed of Block
Club, Organization, and Programs.
C) Block Council is compose of Blockwatch Captains
from the various Block Clubs.
All groups will work in cooperation with the sheriff's
Department and the City.
II. PUBLIC ORALS
* Ms. Hawkins mentioned that the city needs to prepare a
new emergency preparedness program because it becomes
boring after it is repeated over and over.
* Ms. Newton asked if the commissioners were aware of any
institutions that will provide free food for
Thanksgiving. The following will be given free food on
Thanksgiving Day: a) Vasilios Restaurant on Martin
Luther King Boulevard, b) Angelous Restaurant on
Atlantic, and c) Salvation Army in Compton.

* Ms. Espeseth reported the following: a) She attended the
District Advisory Board Meeting, b) Lynwood's New High
School Ground Breaking will be in January 1994, and
c) Lynwoods Decathelon at the High School will be held
on November 20, 1993.
* Ms. Fields mentioned that the Community College Bookloan
Luncheon of October 28, 1993 was great. Kentucky Fried
Chicken donated the food and House Bakery donated desert
and two hundred dollars. Ms. Fields also mentioned that
Compton College has a new President, his name is Byron
Skinner.
* Mr. Davis informed the commissioners of the following:
1) December 18, 1993 Annual Christmas Boutique
held at the Lynwood Activity Center.
2) December 10, 1993 - Christmas Parade
Mr. Davis also mentioned the that the Intern Cable Award
Program was great and that he wanted to thank
Commissioner Lorna Hawkins for her wonderful "Drive By
Agony" Program.
* Ms. Hawkins mentioned that she was presented by the
California Wellnes Foundation with a Leadership Award.
There being no further business, the Community Affairs
Commission Board Meeting was adjourned at 6:05 p.m.

OCTOBER 20, 1993
The Community Affairs Commission met in a regular session on
October 20, 1993 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Commissioner Lorna Hawkins called the meeting to order at 5:00
p.m. Members in attendance were: Bette Espeseth, Lucille Walker,
Barbara Newton, Yolanda Bays, Ann Fields, and Lorna Hawkins.
Commissioner David Litsinger came in at 5:25 p.m.
Staff present were Ralph Davis and Silvia Lara.
Guest present was Prasine Martinez from the Code Enforcement
Department.
A motion was made by commissioner Espeseth that the minutes of
September 15, 1993 be approved as presented. Ms. Newton seconded
the motion. (All members present approved)
I. SCHEDULED MATTERS
A. COMMISSIONERS CORRESPONDENCE
Mr. Davis mentioned to the commissioners that he had
received an All America Application. Commissioners
gave Mr. Davis the okay to pursue the All America
Application and to take to city manager. Motion moved
by Ms. Espeseth and seconded by Ms. Fields.
(All members present approved)
Mr. Davis also mentioned that he received a Sister
Cities Young Artist Program invitation. Mr. Davis will
distribute to the schools and see if some of the
students would like to participate. Ms. Fields
suggested that the commission sponsor one of the
participants if he /she is interested and cannot pay
the fee to participate. Mr. Davis will seek stipend
for sponsor.
B. STAFF PROGRAM REPORT
Ms. Martinez is the manager of the Code Enforcement
Department and she reported that their duties include
to enforce the city codes and write up referrals. Ms.
Martinez mentioned that all ordinances passed become
codes. Ms. Martinez also mentioned that some of her
main duties were: 1) illegal garage convertions, 2)
storage of toxic waste, and 3) illegal vendors in the
city.

Mr. Davis mentioned that the Block Watch Captains
meetings are being held on the 4rth Tuesday of every
month at 6:30 p.m. at the Lynwood Activities Center
located at 3100 Imperial Hwy. Mr. Davis also mentioned
that- a Block Watch Directory Information booklet has
been put !together for members. This information
booklet will be distributed during the Block Watch
Captains meeting.
D. I 105 FWY OPENING (OCTOBER 14, 1993)
Mr. Davis mentioned that the opening of the Glenn
An I 105 Fwy. held on October 14, 1993 was great.
Mr. Davis also mentioned that it was one of the biggest
endeavors by cities and state.
E. TRANSIT (RED CAR STATION) OPENING
Mr. Davis mentioned that the Transit (Red Car Station)
is almost completed and that he is planning an Opening
Ceremony. Mr. Davis also mentioned that the Community
Affairs Commission will help with the program for the
Opening Ceremonies of the Transit Red Car Station.

II. PUBLIC ORALS
* Ms. Espeseth and Ms. Walker mentioned that the Wall Of
Fame event was very exciting. Ms. Espeseth also
mentioned that the Job Fair and Paul Richards ICA Dinner
of October 13, 1993 were both great.
* Ms. Fields mentioned that the Compton College Book Loan
Luncheon of October 28, 1993 was a success.
* Ms. Bays mentionted that the I 105 freeway opening was
great and that the trash which was being dumped on the
side of freeway was removed thanks to concerned parents
and Councilman Louis Byrd. Ms. Bays also mentioned that
if the area where trash was being dumped was converted
into a waiting area for parents to pick -up their kids the
dumping of trash would hopefully stop.
* Mr. Litsinger mentioned that he attended the Hispanic
Celebration and that it was good. Mr. Litsinger also
mentioned that the 710 on -ramp of Martin Luther King
should be open to ease the traffic of the Imperial
Highway ramp.
* Mr. Davis mentioned the following:
1. A new program called "Teens Against Grafitti" (TAG)
will begin very shortly. Participants will receive
a contract which they will sign agreeing to respect
and help beautify our city and schools.
2. Participants of the "Tree of Life" and the
"Positive Motion Program" are being paid from
money negotiated from the Sheriff's Athletic
League and money received from Prop C.
3. SKIP Program will take place at the
Community /Transit Center at 1 p.m. on October 30,
1993. This program was designed to provide kids
between the ages of 3 to 13 with safety tips. A
Halloween Carnival will follow at approximately
2:00 p.m..
