COMMUNITY AFFAIRS COMMISSION
MINUTES OF THE MEETING OF
JULY 21, 1993
The Community Affairs Commission met in a regular session on July
21, 1993 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Commissioner Ann Fields called the meeting to order at 5:00 p.m.
Members in attendance were: Bette Espeseth, Ann Fields, David
Litsinger, and Lucille Walker. Commissioners Lorna Hawkins and
Barbara Newton arrived late to the meeting. Yolanda Bays was
excused from the meeting.
Staff present were Ralph Davis and Ann Llanas.
A motion was made by commissioner Espeseth that the minutes of
May 19, 1993 and June 16, 1993 be approved as presented. Ms.
Walker seconded the motion. (All approved)
I. SCHEDULED MATTERS
A. SHERIFF'S AGENDA
Mr. Davis reported that the Sheriff's were unable to
attend meeting.
B. CORRESPONDENCE
Mr. Davis stated that he received a letter for
commissioner Litsinger, which he will forward to him
after the meeting.
C. SISTER CITY
Mr. Davis recommended that the commission consider not
participating in Sister City program this year due to
budget difficulties. Motion was made and approved to
withhold negotiating in Sister City Program.

D. UNITY FESTIVAL
Mr. Davis mentioned that all commissioners will receive
letters of invitation to the Unity Festival for Saturday,
July 24, 1993.
E. CITY PROGRAM REPORTS
Mr. Davis Reported the following items:
1. Community Complaints /Commendation Form
Once this form is approved it will be printed in
English on one side and in Spanish on the other
side.
2. Lynwood Chamber of Commerce will be hosting the
Lynwood Day at the Los Angeles County Fair on
Wednesday, September 22, 1993.
3. The Lynwood Chamber of Commerce is working on an
updated map of the City of Lynwood.
4. Once the Lynwood budget is approved the Community
Affairs Commission should have four solid projects
to work on for this year.
5. Chamber of Commerce and the Community Affairs
Commission will work together to supply photos
and other items of interest for the grand opening
ceremonies of the Red Car Station. A history of
Lynwood will be viewed during the grand opening
ceremonies, which will be provided by the Chamber
of Commerce.

II. PUBLIC ORALS
* Ms. Newton mentioned that she is off track from school
and that she is enjoying her leisure time.
* Ms. Fields mentioned that Compton Community College
Advisory Board is in search of a new president.
* Mr. Litsinger reported that the vacant lot on Duncan
Avenue has been cleaned.
* Mr. Davis mentioned that City Manager Faustin Gonzales
expressed his concern regarding keeping track of
citizen's complaints. Mr. Gonzales is working on a
system to resolve this problem.
* Ms. Walker mentioned that Libraries are closing or
cutting back on hours and staff. Ms. walker also
mentioned that she is involved in writing letters to
L.A. County Supervisors to help this matter.
* Ms. Espeseth mentioned that she is involved in programs
to help veterans going to job interviews by providing
them with bus tokens, clothing or gas for their own
transportation.
* Ms. Hawkins mentioned that the organization "Drive By
Agony" will be holding a benefit to raise money for the
program. These funds will enable the program to remain
operational till funding is in place. Educational video
tapes on "Drive -By" will be made available to schools
and other professionals as teaching aids. To raise
funds new products have also been added to the Drive by
Agony Product line.
Ms. Hawkins also mentioned that she will soon be in New
York taping a Segment of "Good Morning America ", in
which she will promote "Drive By Agony ".
There being no further business, the Community Affairs Commission
Board Meeting was adjourned at 6:00 p.m.
