MOTION TO ADJOURN TO A REGULAR MEETING FOR MAY 19, 1993 AT
5:00 P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL, 11330 BULLIS
ROAD, CITY OF LYNWOOD, CALIFORNIA.
COMMUNITY AFFAIRS COMMISSION
MINUTES OF THE MEETING OF
MARCH 17, 1993
The Community Affairs Commission met in a regular session on
March 17, 1993 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Commissioner David Litsinger called the meeting to order at 5:06
p.m. Members in attendance were: Yolanda Bays, Bette Espeseth,
Ann A. Fields, David Litsinger, Barbara Newton, and Lucille
Walker. Commissioner Lorna Hawkins was absent from the meeting.
Staff present were Ralph Davis and Silvia Lara.
The minutes of February 17, 1993 were tabled for approval at the
April 21, 1993 meeting.
A. SHERIFF'S AGENDA
Sgt. Slawson mentioned that they are working on a karate
tournament. Sgt. Slawson also mentioned that due to the new
year round school system, he has experienced difficulty
identifing which students belong in school.
B. STRATEGIC PLAN COMMUNITY RELATIONS PLAN
Mr. Davis reported that Mr. Given has been transferred out of
his department, due to this he will now be.the staff person
for the Community Affairs commission. Mr. Davis mentioned
that he has now made contact with the Sister Cities' office
and that he is in the process of writing a letter, which will
be ready for commissioners approval in the April meeting.
Mr. Davis also mentioned that after reviewing the minutes he
found that the Community Affairs Commission needs further
identity, and that every commission should have specific
goals. Mr. Davis stated that the commission should re-
evaluate goals to re- establish further identity. Mr. Davis
stated that the "Eyes on Lynwood" program appears to be a
good program, and should be expanded to include complaints
and ideas. Mr. Davis also stated that a volunteer referral
service and a community awareness type program would also be
an excellent project for this commission. Mr. Davis
suggested that varies department heads should be invited to
make presentations on varies City activities.

Mr. Davis announced the following City events:
1. Block Council Meeting on March 9, 1993
2. Chamber of Commerce Scholarship Competition on
March 27, 1993, which includes 3 male participants
3. City Council and Lynwood School District Meeting
4. Coordinating Council has had a meeting in which
they invited all businesses in Lynwood. This
meeting was called by Councilman Louis J. Heine
and his goal is to umbrella all the businesses.
Mr. Davis suggested adding two new items to the
Community Affairs Agenda. One is a Program report and
the other is a Correspondence item.
Mr. Davis introduced Diana Escalante Parks and Recreation
department employee who will assist with some of the
Community Affairs Commission projects.
C. PUBLIC ORALS
* Ms. Walker asked what was the status of the service signs,
which will include name, date, time, and location of
different clubs and organizations in Lynwood. Ms. Walker
also mention that due to budget cuts the Lynwood Library
has cut down eight hours a week of service. Mr. Davis
answered that he will check on the status of the service
signs and will have a report for the April meeting.
* Ms. Newton asked were was the hiring for the justice
center taking place. Ms. Lara answered that all
applications are taken at the Los Angeles Sheriffs office.
There being no further business, the Community Affairs Commission
Board Meeting was adjourned at 6:05 p.m.

FEBRUARY 17, 1993

The Community Affairs Commission met in regular session on
February 17, 1993 at the City of Lynwood City Council Chambers.
The agenda was duly posted as prescribed by the Brown Act.
Commissioner David Litsinger called the meeting to order at 5:00
p.m. Members in attendance were: Bette Espeseth, Lucille
Walker, David Litsinger, Yolanda Bays, Barbara Newton, Ann A.
Fields, and Lorna Hawkins.
Staff present was Silvia Lara, Jim Given, and Ralph Davis.
Minutes of January 20, 1993 were accepted as presented.
I. SCHEDULED MATTERS
A. SHERIFF'S AGENDA
Sgt. Slawson reported to the commissioners on the
following:
1. Seven hundred Christmas basket were distributed
to needy families this year surpasssing the five
hundred basket goal.
2. The program entitled "License Identification"
is now up and running. This program will
hopefully help control gangs and narcotics.
3. Sheriff's Block Watch conference was great,
but due to a P.A.L. workshop being held the
same day, only 15 Lynwood Block Watch members
were in attendance.

- Mr. Given informed the commissioners that he has
been designated as new Staff Person for the Community
Affairs Commission.
II. COMMISSIONERS' /PUBLIC ORALS
- Ms. Hawkins mentioned to the commissioners that one of
her concerns was the shootings that have been recently
taking place in the surrounding area of Tam's restaurant
on Long Beach Boulevard. Sgt. Slawson mentioned that the
shootings that had occurred did not involve Tam's
restaurant at all.
- Ms. Espeseth inquired in regards to the capture of the
man who killed a person while trying to rob his vehicle.
Sgt. Slawson answered that thanks to an excellent witness
the responsible man had been captured.
- Mr. Davis, Interim Director of Parks and Recreation
Department mentioned that the Red Car Station is being
prepared for installation in between the Natatorium and
Transit Center. Initial plans were at the corner of
Martin Luther King and Bullis Road.
- Ms. Fields mentioned the item that was brought up in the
past, which was to report to council on Community Affairs
projects.
There being no further business, the Community Affairs Commission
Board Meeting was adjourned 6:05 p.m.
