IN THE COUNCIL CHAMBERS OF THE CITY HALL, 11330 BULLIS ROAD, CITY OF LYNWOOD, CALIFORNIA. • s COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OF JANUARY 20, 1993 The Community Affairs Commission met in a regular session on January 20, 1993 at the City of Lynwood City Council Chambers. (Agenda was duly posted as prescribed by the Brown Act.) Commissioner David Litsinger called the meeting to order at 5:00 p.m. Members in attendance were: Bette Espeseth, Lucille Walker, David Litsinger, Yolanda Bays, and Barbara Newton. Commissioner Ann A. Fields was excused and Chairperson Lorna Hawkins was absent from the meeting. Staff present was Deborah L. Jackson and Silvia Lara. Minutes of December 16, 1992 were accepted as presented. I. SCHEDULED MATTERS A. STRATEGIC COMMUNITY RELATIONS PLAN Ms. Jackson informed the commissioners that the City has taken on the challenge of creating a Strategic Plan for the City. This Strategic Plan includes numerous elements. There are 10 to 17 elements to the Strategic Plan and some of them are community relations, business relations, economic development, and community development. Ms. Jackson asked the commissioners what would they like to due as far as enhancing community relations. Mr. Litsinger answered that in the past they were given a project by council and they would implement it. Ms. Newton suggested to have a special complaint forms for residents to fill out and then mailed or brought over City Hall with the option of identity. Ms. Jackson added that she had worked for another city who had a similar program called "Eyes" which worked excellent and that it would be a great idea to start one in Lynwood. Ms. Newton suggested to name it the "Eyes on Lynwood ". Ms. Jackson will draft a special complaint form to be presented to the commissioners during the meeting of February 17, 1993. • s COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OF JANUARY 20, 1993 COMMISSIONERS' /PUBLIC ORALS - Ms. Jackson reported the Blockwatch Kick Off workshop on Saturday January 23, 1993 at Bateman Hall. Ms. Bays suggested to create a flyer which will describe the Blockwatch program performance and then distributed to residents. Ms. Newton added that this flyer should be translated. - Mr. Litisinger and Ms. Espeseth both attended League of California Cities Commissioner Workshop and thought it was great. - Ms. Jackson introduce a guest "Cynthia Green - Geter" who will speak to the commission regarding the Blockwatch Program. - Ms. Geter mentioned to the commissioners of a new program called the Neighborhood Services. The Neighborhood Services program is Blockclubs programs broken down into four different programs along with a Block Council. The Block Council will serve as a direct conduit between City Government and Neighborhood group. The four different programs are as follows: A. Blockwatch which will deal with crime issues B. Block Beautification Club C. Block Emergency preparedness (civil unrest D. Block Socials (a social ball once a year) - Ms Geter also mentioned to the commissioner of the PAL Program Workshop which will be held at Bateman Hall on February 6, 1993 at approximately 10 a.m. There being no further business, the Community Affairs Commission Board Meeting was adjourned 6:05 p.m.
