YOUTH COMMISSION MINUTES
NOVEMBER 3, 1993
OPENING CEREMONIES
The City of Lynwood Youth Commission met in a regular session on
the above date at 6:05 p.m. at the Lynwood Community /Transit
Center, located at 3798 Martin Luther King Jr. Boulevard.
Chairperson Jesus Trigo presided.
Roll Call
Commissioners Present:
Chairperson Jesus Trigo, Commissioner Ruth Acosta, Commissioner
Sabrinya Green, Commissioner Lizeth Gutierrez, Commissioner Maylene
Hardin and Commissioner La Chatta Hunter.
Commissioners Not Present:
Commissioner Joe Araujo and Commissioner David Hampton.
Commissioners Excused:
Vice Chairperson Michelle Zavala and Commissioner Rasheed Gregory.
Commissioner Cameron Green arrived at 6:25 p.m.
Jose Villarreal has not sworn in yet as a Commissioner.
Staff Present:
Jim Given, Project Manager; Perry Brents, Facility & Program

Certification of the Posting of the Agenda
The Agenda has been duly posted by the Deputy City Clerk in
accordance with the Brown Act.
Approval of Past Minutes
With no quorum present, the minutes of October 6, 1993 were not
approved.
Correspondence
A. No written correspondence.
B. No oral correspondence.
SCHEDULED MATTERS
Program Reports
General Recreation and Community Services Department
Jim Given, Project Manager updated the Commission on the following
activities:
A. On Saturday, October 30, 1993 our Halloween Program
including SKIP (Safe Kids Information Project) involving
Mrs. Dorothy Richards who is the wife of Mayor Paul
Richards II was held. After the S.K.I.P. Program the
Annual Halloween Carnival took place with a costume
parade, pumpkin carving, different game booths and lots
of fun.
B. The Haunted House was open at Ham Park from October 27 to
October 31. The overall Halloween Program was a great
success.
C. There will be a family trip going to Santa's Village on
November 20, 1993 in which three (3) filled buses are
going.
Perry Brents, Facility and Program Supervisor, updated the
Commission on the following activities:

A. The Afterschool Program is in full swing at this time
with co -ed soccer and volleyball being played Tuesday
through Friday.
B. The Afterschool Program is in operation in nine (9)
elementary schools from 2:45 p.m. until 5:15 p.m. daily,
and one in Ham Park which in not in operation.
C. There are teams from six (6) schools participating in the
competition and all the games have been moved from the
playground sites to Ham Park.
D. The basic programs for the Afterschool Program are;
tutoring, board games and sports.
E. The Afterschool Program had two (2) trips to Knott's
Scary Farm.
Teen Center /Youth Council
Perry Brents, Facility and Program Supervisor, updated the
Commission on the following activities:
The Teen Center is in their regular programming and assisting with
the T.A.G. Program working directly with Hosler Junior High School
and with different businesses.
There was no response for the Watts Health Foundation Workshop in
October, no one went and we missed out on an opportunity.

Anti - Graffiti Day
A few changes have been made to the times from the original
logistics starting at 10:00 a.m. and ending at 2:00 p.m.
Commissioner La Chatta Hunter voiced a concern that the
Commissioners are not doing a good job in preparation for the Anti -
Graffiti Day.
In the original plan the rally was to happen after the cleaning up
but it has been brought to the Commission's attention that we will
have the rally first and present awards, then go out to paint and
clean up, then come back to the Community/ Transit Center for lunch,
then afterwards whoever wants to stay can play games at the Teen
Center.
Every Commissioner has an assignment to fulfill for the Anti -
Graffiti Day. He /she needs to do a presentation at the different
organizations as follows; Commissioner Jesus to Lynwood High
School, Commissioner La Chatta to Sheriff's Explorer's,
Commissioner Cameron to Hosler Junior High School, Commissioner
Lizeth to Teen Challenge, Commissioner Ruth to local churches,
Commissioner Maylene to Project Impact and Positive Motion.
In order for the program to be a success we need a great deal of
publicity so the Commissioners need to make posters to be taken to
the schools and to various different businesses. Here are some of
the days and times the Commissioners are available to work on
posters; Commissioner Cameron Tuesday and Thursday at 3:30 p.m.,
Commissioner Jesus Saturday at 2:30 p.m., Commissioner La Chatta on
Friday at 1:00 p.m., Commissioner Lizeth on Tuesday and Thursday at
12:00 p.m., Commissioner Maylene on Monday and Friday at 4:00 p.m.
Commissioner Ruth on Tuesday at 3:30 p.m., Commissioner Sabrinya on
Tuesday and Wednesday at 3:30 p.m.
Commissioners were requested'to meet on Wednesday, November 10,
1993 for orientation with Perry Brents and they will receive a
written introduction letter for guidance of what to say when doing
the presentation.
Youth Service Awards
A motion was made by Commissioner La Chatta Hunter and seconded by
Commissioner Cameron Green to remove hot dogs from reception items
and have some fresh fruits and vegetable trays. Item was passed.
A motion was made by Commissioner Cameron Green and seconded by
Commissioner La Chatta Hunter to have each nominee sell a certain
amount of tickets to help defray the costs of this event. Item was
passed.
There were changes in the budget too, awards should have been
$250.00 and reception was to be canceled.

Staff Orals
Perry Brents stated that the elections were held on November 2,
1993. We do have new members on the City Council, as well as
continuing members. Robert Henning was re- elected to City Council,
Paul Richards was re- elected to City Council and Armando Rea was
re- elected to City council. There were 18 candidates in the field
vying for the 3 seats. Evelyn Wells lost her seat in the Election.
Commission Orals
Commissioner La Chatta Hunter will be contacting Sivai Talolua
tomorrow to update her of today's meeting and finish the mailing
list and to get it to the businesses by Monday, November 8, 1993.
She supported the idea to move the Commission meetings to Council
Chambers.
All the Commissioners welcomed and congratulated Commissioner
Lizeth Gutierrez on her new appointment as a Commissioner.
Commissioner Lizeth Gutierrez stated that she never knew about the
Youth Commission until she came to the Teen Center to look for a
job and an informant told her about the Youth Commission and that
she gets paid $25.00 a month. Her interests are writing poetry and
reading and she loves art.
Commissioner Cameron green asked if the Commissioners can
congratulate the City Council members and give them awards and the
Commission did not agree so he was told that everyone can
congratulate the Council members individually.
Chairperson Jesus Trigo is concerned about the meeting place. At
the last meeting, we were meeting in the foyer and today we are in
a corner of the building. When the meeting started the chairs and
plaques were not placed correctly an there was no flag. He would
like the Commission meetings to be moved to the Council Chambers at
City Hall.
Adjournment
A motion was made by Commissioner La Chatta Hunter and seconded by
Commissioner Cameron Green to adjourn to the next regularly
scheduled meeting on December 1, 1993. Motion carried. Meeting
adjourned at 7:20 p.m.
