Mike Rantz and I went to Vail last Friday to look at their high tech snow dump. We sure were
surprised (and disappointed) when all it was a ~lUge hole in the ground behind their Public
Works facility. As we sat their trying to decide when we could go to Aspen to look at their high
tech snow storage (after a call to ensure that it was high tech), Mike said, "Lets ga now!"
So.we did.
And so the packets didn't get sent out until today.
In any case, I've tried to make the agenda longer for Wednesday's meeting so that the actual ,
meeting itself won't be so long. Stuart Huster and Jim Sheehan, along with Catherine Ross will
j oin us to update us on the Grand County Housing Authority. Then Catherine will update us on
Chamber Happenings'.
We have two action items (minor subdivisions) scheduled.
Discussion items include a proposal (enclosed) from McLaughlin Water Engineers to evaluate
our water system development and resource fee and aright-of--way issue that has arisen on
Eisenhower (no information enclosed). While we could technically make the right-of--way issue
executive session, there is no reason not to begin this discussion in public. During staff choice
I'd like feedback on a draft of a letter (enclosed) to Alan Pratt, Integra Engineering, regarding
the draft 201 Plan. The 201 Plan needs to be finalized prior to obtaining a permit from Colorado
Department of Public Health and Environment to build a wastewater treatment plant.

• TOWN BOARD
MAY 19,1999
The regular meeting of the Town Board was called to order at 7:40 p.m. Board present
were Mayor Johnston, Klancke, McIntyre, Sanders, Rantz. Staff present were Reid and
Winter.
Klancke made a motion to approve the May 5, 1999 minutes as written, 2nd Rantz,
carried.
TOWN TREASURER
Rantz made a motion to appoint Nat Havens the Town Treasurer, 2nd Sanders, carried.
OPEN FORUM
Jon Devos/Twin Rivers
Board reviewed a request from Twin Rivers regarding sharing in paving costs on the road
through Twin Rivers. This road is platted as a dedicated ingress and egress easement,
without consideration of any maintenance from the Town, . ROW is less than 20 feet in
• most places. After lengthy discussion the Board determined that they would not
participate in any paving or maintenance of the dedicated access easement, but will work
with the Homeowners Association to decrease the cost of asphalt..
STAFF CHOICE
STREET IMPROVEMENTS UPDATE
Reid introduced Ken Spawn, the Resident Project Cordinator with BWR. The street
improvement project was discussed. Ideas were reviewed regarding traffic flows.
ARBOR DAY
The school children and Colorado Forest Service will be planting the tree on Friday at
2:30 p.m.to celerbrate Arbor Day. The Board is invited to attend.
Klancke made a motion to authorize and support Becky Swatzell should she choose to run
for re-election to the CML Board, 2nd Sanders, ca.med.

Board discussed the request for funding a study on the boreal toad. McIntyre made a
motion to grant $450.00 to the study. No second.
Brief discussion on the Presbyterian church.

RE: Proposal for Engineering Services System Development Fee Study
Dear Chuck:
Following is a revised Proposal to prepare a System Development Fee Study for the Fraser Water
Utility. The Standard Provisions, Fraser and McLaughlin Water Engineers, are made a part of this
Proposal, where applicable.
SCOPE OF SERVICES
The intent of this study is to develop Town policies and fees to govern expansion (new
development) of the Fraser water utility -using engineering and economic principles.
It is probable that a result will be the setting of a facility system development fee (SDF) and a
separate water resource fee (WRF). In order to do this rationally it is necessary to develop (or
understand existing) ordinance policies governing system expansion.
Specific work items will include:
1. Review and excerpt existing Town Ordinances relevant to the water utility.
2. Meet with Town Attorney and Manager to review present policies, problems and ideas.
3. Draft a set of management principles relating to system development.

• 4. Attend work session with Board to discuss policies and obtain political direction.
5. Revise statement of management principles as necessary.
6. Review Fraser's existing water rights, and information from the completed Valuation of
Option to Acquire 200 Taps, as well as general availability of water in the Fraser River
Valley.
7. Review and analyze past customer inventory and useages.
8. Calculate and set an appropriate WRF.
9. Develop valuation of appropriate Fraser water facilities. Compute system development
fees, based on the equity approach.
10. Fraser does not have a costed/scheduled water system capital improvement program.
Based on our knowledge of the Fraser facilities, the overview Master Plan you had
developed for the Maryvale Project, and experience with similar mountain communities,
a reasonable SDF will be estimated on the growth-pays-its-own-way approach.
11. All of the above will be organized into a bound study report.
METHOD OF PAYMENT
This work will be done on an hourly rate plus actual expense basis. Assuming help and
cooperation from Town staff, the study will be completed at a cost not to exceed $8,000. (The
10% labor discount will apply to this work.)
OTHER
Logical results or additional products which could be derived from this work could include:
• Revised/updated municipal ordinance governing the water utility as an enterprise
fund. Note that many of the basics needed by the Town attorney to prepare the
ordinance will be in the report.

re: Wastewater Facilities Plan for Grand County Water & Sanitation District No. 1 and the
Fraser Sanitation District
• Dear Mr. Pratt:
The Town of Fraser has reviewed the Wastewater Facilities Plan for Grand County Water &
Sanitation District No. 1 and the Fraser Sanitation District prepared by Integra Engineering.
Additionally, our in-house staff has reviewed the "site application" prepared for your proposed
wastewater treatment plant. Our comments follow below, in order as presented in the draft.
201 Plan
• In Figure 1-1 the area shown as Grand County Water & Sanitation Districts' service
area includes parts of the Town of Fraser. Is it GCWSD's intent to provide water and
wastewater service to these portions of the Town of Fraser?
On page 3-13, the fourth full paragraph begins with the words, "The Town of Fraser's
UI activities..." The Town has no UI activities. Perhaps this should be, "The Fpaser
Sanitation District's I!I activities..." (Emphasis added for clarification.)
• In Section 4, Wastewater Mana~~,~Y.ent Alternatives, you have recommended for
several active components of wastewater treatment that the "process warrants further
evaluation." As the Town received the site application concurrent with the draft 201
Plan, and given the fact that Fraser is particularly sensitive to the Fraser River's
health we will request that CDPHE require determination of these recommendations
prior to issuing any permits.

• On page 4-1, in the last pazagraph, there's a sentence which reads "The rate at which
nitrification occurs is greatly affected by the t:,~~,erature of the water being treated,
and little data or research exists for nitrification at water t:,.uYeratures below 7 degrees
C." In 1994, the average water t~..~.erature measured at the GCWSD plant fell below
the 7 degree C for three months. In 1995, this threshold was not met for five months.
In 1996, two months (with missing data for May, typically the coldest month for
influent to~,~,:.,utare). (Table 3-6 GCWSD Influent Wastewater Data)
Yet on page 4-9, the last sentence of the first full pazagraph reads, "For this reason,
the nitrification processes discussed eazlier in this Chapter will be designed for a water
t;,..~.erature of 7 degrees C. We would ldce additional information detailing why
GCWSD would take the calculated risk of designing a wastewater treatment plant
that, for several months of the year, is unsure of nitrification. The Town of Fraser
agreed to a negotiated zoning designation that allows a wastewater treatment plant in
the middle of our town for the sole purpose of protecting the Fraser River. We
agreed to protect the river's quantity by allowing a treatment plant at this
location; be assured that we will be as diligent protecting the river's quality.
The draft 201 Plan explores several options for dealing with the low t:,~.~,eratures (at
• least one of which would be a violation of the special use development permit
~rr•oved by the Fraser Town Boazd) but makes no firm recommendation on this
critical issue. We will request that CDPI-lE require det;,~..~;nation of recommendations
dealing with this issue prior to issuing any permits. Additionally, this issue includes
effluent t;,~r~~utare: we do not want to see GCWSD's effluent place an artificial
stress on the river habitat due to incompatible water t:.u.Y:;~atare.
Page 5-12 includes the following:
"Groundwater. While discharge to groundwater has not been measured out of either
of the lagoon systems, the possibility exists that the lagoon embankments and floors
could discharge to shallow alluvial groundwater associated with the Fraser River. The
selected plan will eliminate the use of the existing lagoons for sewage treatment and
will contain the wastewater in concrete tanks throughout the treatment process.
Therefore, groundwater impacts should be neutral to positive."
Fraser's domestic water supply is drawn from a Fraser River alluvium wellfield and are
located less than one mile down gradient from the proposed plant. It is imperative that
grdunciwater impacts are positive. Additionally, Winter Pazk West Water &
Sanitation District's wellfield is also located down gradient of the proposed plant.
And while their wells draw from the Troublesome Aquifer (as opposed to the
alluvium), the same concern and s.,ul;.~~ent exists.

Draft 201 Plan
On pages 1-8 and 4-32, the draft 201 Plan states that "...the three districts were
unable to reach a consensus agreement on the details of consolidated facilities..." and
"...the separate districts were unable to reach consensus..." From our perspective,
this is an erroneous statement. The districts chose not to consolidate.

• Number 6: there is a typographical error in the word, "Fraser."
• Number 7: while it is technically true that there are no surface domestic supply intakes
downstream for 13.8 miles, it is important to note that the plant is located immediately
up-gradient from both the Town of Fraser and the Winter Park West Water &
Sanitation District wellfields.
• Number 11: while the Town of Fraser is not technically a water "district" we still
operate a water utility and, as such, should be identified in this section.
• • If the site application was provided to us as a signatory, we will not sign until Town of
Fraser, Use Permitted by Special Review, p~.~uut #52 is signed by the applicant.
