COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA
ORDINANCE NO.58-2016
A SPECIAL ORDINANCE CREATING A NEW FUND (256)
TO BE KNOWN AS THE FUND 256 LOCAL ROAD AND
BRIDGE MATCHING GRANT FUND
WHEREAS, On June 20, 2016, the Common Council of the City of Richmond, Indiana
("Common Council"), passed Ordinance No. 28-2016 to create and establish the
new fund "LOIT Special Distribution - Fund Number 257"; and
WHEREAS, On June 20, 2016, the Common Council passed Ordinance No. 29-2016 to create
and establish the new fund "Rainy Day Restricted MVH - Fund Number 263";
and
WHEREAS, On July 19, 2016, the Common Council passed Ordinance No. 39-2016, to create
and establish the new fund "Rainy Day Restricted TIF Allocation - Fund Number
265"; and
WHEREAS, Said funds were established in accordance with certain directives from the Indiana
State Board of Accounts ("SBOA"), SEA 67, and HEA 1001 (hereinafter,
collectively, "SBOA mandates") to allow the City of Richmond, Indiana ("City"),
to collect a special distribution and to allow the City to comply with certain uses
and restrictions for Motor Vehicle Highway ("MVH") funds and "major moves
funds" to allow the City administration to apply for Community Crossings
Program grants through the Indiana Department of Transportation ("INDOT");
and
WHEREAS, The City administration completed said applications for the Community
Crossings Program for grant funds available from INDOT in connection with
certain road improvements more fully described in the City's Transportation
Asset Management Plan and the corresponding grant ordinances passed by the
Common Council on June 20, 2016 (see Ordinance No. 30-2016, Ordinance No.
31-2016, and Ordinance No. 32-2016); and
WHEREAS, The SBOA has now designated fund 256, titled "Local Road and Bridge
Matching Grant Fund" for cities and towns to enable the placement of the local
matching funds to pay project expenses for the road improvements upon transfer
of the funds from the previously created 263 Rainy Day Restricted MVH fund,
from the 265 Rainy Day Restricted TIF Allocation Fund, and from the 257 LOIT
Special Distribution Fund, as approved by the City and Common Council; and
WHEREAS, The City desires to establish the new 256 fund for the transfer said funds in order
to pay vendors and contractors for work to be done on the Community Crossing
Grant projects and to encompass any additional transfers that may be authorized
in accordance with SBOA mandates.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the following new fund be created and established for transfer of the Community Crossing
Grant project matching grant funds:
1. Local Road and Bridge Matching Grant Fund — Fund Number 256

the City of Richmond, Indiana.
