A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION
OF THE CITY OF LYNWOOD
December 17, 1992
A regular meeting of the Traffic and Parking Commission of the
City of Lynwood was held on the above date. The meeting started
at 6:00 p.m. in the City Council Chambers at 11330 Bullis Road in
the City of Lynwood, California.
CALL TO ORDER
The meeting was called to order by Chairman Delmar Cabaret.
Commissioners, Edmond R. Archambault, William Cunningham
and Chairman Cabaret answered roll call. Commissioners
Joe D. Battle and Edward Pacheco were absent. The Commission
voted unanimously to excuse Commissioner Pacheco due to his
illness and hospitalization. Jahanshah Oskoui, Assistant
Director of Public Works was also present. The Sheriff's
Department was not represented due to their scheduled
Sobriety Check Point Program. The Commission excused the
Sheriff's Department.
PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Commissioner Cunningham.
ACKNOWLEDGEMENT OF POSTING
Mr. Oskoui announced that the agenda of December 17, 1992, was
duly posted on Monday, December 14, 1992.
APPROVAL OF MINUTES
Commissioner Archambault motioned to accept the minutes as
written. Commissioner Cunningham seconded the motion. Chairman
Cabaret corrected notes on page 2, paragraph 4, line 5.
"Conditions were not discussed ", must read, "conditions were not
met." It was passed unanimously.

There were none.
SCHEDULED MATTERS
Commissioner decided to review item 8 before the other items due
to the presence of Mrs. Boules who initiated the request for
parking prohibition on Olive Street.

Item 8. Review Of Parking Conditions On Olive Street.
Mr. Oskoui discussed that Mrs. Boules, a resident at 11615 Olive
Street requested for a parking prohibition alont3 Olive Street.
He further discussed that staff had completed a resident survey,
parking conditions survey and site evaluation study. Mr. Oskoui
explained that half of the residents supported a parking
prohibition on the east side and the other half wanted to see the
prohibition on the west side of the street. However, because by
prohibiting parking on the east side, fewer, on- street parking
spaces would be eliminated, staff recommended a "No Parking Any
Time" parking prohibition on the east side of the street. Mrs.
Boules who was present also spoke in favor of the proposed
parking prohibition. After discussion Commissioner Archambault
moved to support staff's recommendation . Motion was seconded by
Commissioner Cunningham and was carried unanimously.
Item 7. Review of Parkinq Conditions on Pear Street.
Mr. Oskoui discussed that Mrs. Nita Allens, a resident at 11428
Pear Street requested a parking prohibition along Pear Street.
He further discussed that staff completed a resident survey,
parking conditions survey and site evaluation study .
Mr. Oskoui explained that four residents, supported a parking
prohibition on the west side and three residents wanted to see
the prohibition on the east side of the street. However because
by prohibiting parking on the east side fewer on- street parking
spades would be eliminated staff recommended a "No Parking Any
Time" parking prohibition on the east side of Pear Street.
After discussion Commissioner Archambault moved to support
staff's recommendation. Motion was seconded by Commissioner
Cunningham and was carried unanimously.
Item 6. Review of Safety Conditions -
Intersection of Josephine Avenue and Fir Street
Mr. Oskoui said that staff had received a complaint from Mr.
Adela Jimenez a resident at 3636 Josephine Avenue about the
speeding problems, and a number of traffic accidents involving
property damage at the intersection of Josephine Avenue and Fir
Street.
Mr. Oskoui reviewed the geometric conditions of the subject area,
as well as the traffic related data. He explained that review of
the two year accident history indicated three accidents. Two
accidents were caused by drivers not observing the stop sign at
Fir Street and the third had involved hitting a fixed object.
After discussion, Mr. Oskoui reviewed the four recommended
additional safety measures to be implemented by the Sheriff
Department as well as the Public Works Department to address the
speeding, accident involving property damage and running the
stop sign issues.

Commission support staff recommendation. Commissioner
Archambault seconded and the motion was carried unanimously.
Item 9. Request for a n On- Street Handicao Soace-
3937 Cortland St.
This item was continued to the meeting of January 28, 1993, so
that the Commissioner not present at the meeting would get the
opportunity to study the case and participate in the discussions.
INFORMATIONAL ITEM
Mr. Oskoui presented the Department of Public Works monthly
report for November of 1992 to the Commission.
COMMISSION ORALS
Commissioner Archambault mentioned that the fence on the east
side of the property located at 2968 Los Flores Boulevard, which
has been erected by the City has been knocked down again.
Commissioner Cunningham mentioned that he will attend a meeting
with the representatives of Wilson Elementary School and City of
Lynwood to discuss proposed safety programs in conjunction with
the Office of Traffic Safety (O.T.S) grant.

A motion was made by Commissioner Cunningham to adjourn the
meeting to January 28, 1993.
Motion was seconded by Commissioner Archambault and was carried

PURPOSE:
To recommend that the Traffic and Parking Commission review and make
a recommendation with regards to the application for on- street
handicap parking space in front of 3937 Cortland Street.
BACKGROUND:
A request for an on- street handicap parking space was reviewed by the
Traffic and Parking Commission at it's meeting of December 17, 1992
(see attached item). The Traffic and Parking Commission continued
the item to the next scheduled meeting to further study this request.
ANALYSIS
Per City Council Resolution 79 -89 (Attachment "A ") which outlines the
following warrants for assigning on street handicap parking; in order
to assign an on- street handicap parking space all of the following
warrants must be met:
1. Applicant or guardian must be in possession of a valid
license plate "Disabled Person" or "Disabled Veteran" issued
by the California Department of Motor Vehicle on the
vehicle.
2. The proposed disabled parking space must in front of the
disabled person's place of residence.
3. Subject residence must not have off - street parking
available or off - street space that may be converted into
disabled parking.
4. Applicant must provide a signed statement from a medical
doctor.
5. Applicant must pay an initial fee of $15.00.

Staff also completed a field survey, the results are illustrated on
the attached exhibits (Attachments "C ", "D" and "E ").
Staff interviewed the applicant and she explained that although there
is a garage that can be accessed through the alley yet maneuvering
the vehicle at such a short space is almost impossible for her. She
also stated that it is extremely difficult for her to walk and a
reserved space will be convenient since she has to visit medical
facilities at least twice a week. Therefore she requests an on- street
handicap parking space in front of her house for easy access to her
car.
RECOMMENDATION
Staff recommends that the Traffic and Parking Commission review this
application and make a recommendation with regards to the request for
an on- street handicap parking space in front of 3937 Cortland Street.

DISABLED PERSONS ON- STREET PARKING IN RESIDENTIAL AREAS
INSTRUCTIONS
The City of Lynwood does not provide on- street parking for private
individuals. It must be emphasized that even "disabled parking
zones" do not constitute "Personal reserved parking," and, that
any person with valid "disabled persons" license plates (DP or
VT plates) may park in such stalls. Persons parking in such stalls
without valid DP or VT plates may be cited and towed away as
resolved by City Council Resolution No. 77 -89.
Normally, in establishing on- street parking facilities for the
disabled there shall be a reasonable determination made that the
facility will serve more than one disabled person and that the
need is of an on -going nature. The intent is to prevent the pro-
liferation of special parking stalls that may be installed for a
short -term purpose but later are seldom used. Unjustified
installation of such parking stalls unnecessarily increases the
City's maintenance and operations costs reduces available on- street
parking for the general public and detracts from the overall
effectiveness of the disabled persons parking program.
However, exceptions may be made, in special hardship cases, provided
all of the following conditions exist:
(1) Applicant (or guardian) must be in possession of valid license
plates for "disabled persons" or "disabled veterans" issued by the
California Department of Motor Vehicles on the vehicle.
(2) The proposed disabled parking space must be in front of the
disabled persons place of residence.
(3) Subject residence must not have off- street parking available
or off- street space that maybe converted into disabled parking.
(4) Applicant must provide a signed statement from a medical doctor
that the disabled person is unable (even with the aid of crutches,
braces, walker, wheelchair or similar support) to travel more than
50 feet between his or her home and automobile without the
assistance of a second person.
(5) Applicant must pay an initial fee of $15.00 to cover the cost
of field investigation, installation, maintenance and future removal.
(6) Applicant must pay an annual fee of $10.00, after the first
year, to cover the cost of yearly investigation to confirm the pre-
sent need for the handicapped parking zones.
Note: Please do not send check until after this application has
been reviewed by the Traffic and Parking Commission and approved
by the City.

RESOLUTION NO. 7
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD REQUIRING THE FILING OF AN APPLICATION
FORM FOR THE INSTALLATION OF ON- STREET HANDI-
CAPPED PARKING ZONES.
WHEREAS, the City Council of the City of Lynwood adopted
Resolution No. 77 -89 recognizing the need to provide disabled
persons handicapped parking zones, and
WHEREAS, the City Council of the City of Lynwood intends
to provide such handicapped parking zones in an orderly fashion,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Lynwood that:
Section 1. Any requests for.the installation of handicapped
parking zones shall conform to Exhibit " A " and Exhibit ."B" attached
hereto and made a part by this reference to be known as Instruc-
tions and Application for Disabled Persons on Street Parking, res-
pectively.
Section 2 . Any handicapped parking zones existing at the date of
execution of this Resolution will be required to conform to Section 1
herein within 90 days thereafter, except that the initial application
fee shall be waived for these existing handicapped parking zones.
S ection 3 . The Public Works Director is herebv ordered to
Ldminister the application and installation of Handicapped Parking
Zones as required herein and to remove Non - Conforming Handicapped
Parking Zones as required by Section 2 herein.

SUBJECT: REVIEW OF SAFETY CONDITIONS
Intersection of Fernwood Avenue, California Avenue
and Platt Avenue
PURPOSE:
To recommend that the Traffic and Parking Commission review
traffic conditions and support staff recommendations for
providing additional safety measures at the intersection of
Fernwood Avenue, California Avenue and Platt Avenue.
BACKGROUND:
Staff has received a letter from area residents (see attached
copy of letter) concerned with accidents at the intersection and
with vehicles running into property fences, the residents are
requesting a "warning signal or light ".
Staff has conducted a traffic investigation with the following
results.
California Avenue and Fernwood Avenue are both collector streets
that are forming an off -set intersection with Platt Avenue which
is a local residential street. They have the following
characteristics (see attached sketch):
Fernwood Avenue
• Property line to property line width: 40 feet
• Curb to curb width: 34 feet
• Number of driving lanes: 2
• Number of parking lanes: 1 (parking prohibited on the south
side)
• Average Daily Traffic (ADT): 5,300 VPD (10 -21 -91 count at
Beechwood Avenue)
• Speed Limit: 35 mph, Critical Speed; 41 mph

• Number of driving lanes: 2
• Number of parking lanes: 2 (Parking prohibited during the AM
and PM peak hours on the east side)
• Speed Limit: 25 mph, Critical Speed: 29 mph
• Average Daily Traffic (ADT): 6,000 VPD
Platt Avenue
• Property line to property line width: 40 feet
• Curb to curb width: 30 feet
• Number of driving lanes: 2
• Number of parking lanes: 2
• Speed Limit: 25 mph
The intersection of Platt Avenue and Fernwood Avenue is
controlled by stop signs at Platt Avenue (both legs of Platt).
Some of the residents in the area have explained that they have
noticed a number of hit and run accidents causing property
damages that were not reported.
Staff has reviewed the accident reports for the subject area for
the two year period of September 1990 to September 1992 (see
attached copies of SWITRS report). The reports reflect five
accidents for that period.

Auto backing up (south bound), hit
pedestrian (west bound), daylight.
o 3/26/91 278 feet west of intersection of Fernwood and Platt
Auto making a U turn, broadsiding auto traveling
west bound, daylight.

0 4/26/91 100 feefeast of intersection of Awood and Platt
Auto traveling east bound on Platt sideswiped a
parked vehicle on the north side (wrong side) of the
road. Night with lights on. Driver had been
drinking (HBDI).
0 7/3/91 20 feet east of the intersection of Fernwood and
Platt
Auto traveling with unsafe speed traveling
east bound; on collided head on with another auto
traveling west bound, daylight.
0 8/3/91 74 feet east of the intersection of Fernwood and
California
Bycicle traveling east bound on Platt, trying to
cross Fernwood (stop sign on Platt), does not yield
R -O -W and hit auto traveling westbound on Fernwood
Of the above mentioned accidents none could be corrected by
installing stop signs on California Avenue and /or Fernwood
Avenue. In addition only one accident was caused by a motorist
traveling at an unsafe speed.
Staff has notified the Sheriff's Department to conduct a
selective enforcement program, for the area, to evaluate possible
speeding problems.
Staff has also evaluated the warrants for installation of stop
signs at Fernwood Avenue and /or California Avenue. Existing
conditions and parameters do not meet the required warrants.
ANALYSIS:
In order to reduce the possibility of property fence damages as a
result of cars going over the curb and hitting property fences,
and in order to provide additional safety measures to enhance the
overall condition of the area, staff recommends the
implementation of the following:
1. The Sheriff's Department implement a selective enforcement
program in the area to address possible speeding problems
and the detailed results of the program to the
Commission in three months (May of 1993).
2. The Sheriff's Department be on the look -out for the
unreported accidents.
3. Implement an educational program for the residents and
encourage them to report all accidents to the Sheriff's
Department, so that accurate accident records for the
intersection can be kept.

4. To provide additional safety measures. The Department of
Public Works will install two reverse curve signs (W1 -4)
with an advisory speed plate located below the sign at the
beginning and end of the curve on Fernwood Avenue and
California Avenue (see attached sketch). These signs (Wl -4)
will warn the drivers traveling southbound on California
Avenue and the drivers traveling northbound on Fernwood
Avenue that they are approaching a curve intersection.
5. Install two street lights on Fernwood Avenue on existing
power poles to enhance the lighting conditions at night.
(see sketch)
6. Restripe worn out striping and install new raised pavement
markers along the curved section of Fernwood Avenue (see
attached sketch).
7. Install a guard rail in front of 3507 Platt Avenue to
protect the property fence from damages caused by
cars going over the curb and hitting the fence (see
attached sketch).
8. Staff will monitor the accident reports in the next three
months and evaluate the effectiveness of the proposed
additional safety measures as outlined on items one
through seven. If it is determined that the proposed
additional safety measures have not resolved the problems,
staff will bring back a report to the Commission with
additional recommendations for it's consideration.
RECOMMENDATION
To recommend that the Traffic and Parking Commission support
staff's recommendations for providing additional safety measures
at the intersections of Fernwood Avenue, California Avenue and
Platt Avenue.

i W1 (ILL) - The Reverse Curve sign (W1) should be used in advance
of two curves in opposite directions that are separated
by a tangent of less than 600 feet, where the advisory
Fadanal Slgn No. speed is 35 MPH or greater. The Advisory Speed plate
(W1 - a) (W6) should be used below this sign.
For advisory speeds of 30 MPH or less, a Reverse Turn
sign (W2) should be used.
The advisory speed shall be determined in accordance
with Section 4 -02.4.
Standard 36" If the first curve is to the right, a right Reverse Curve
sign (W1 Rt) shall be used. If the first curve Is to the left,
a left Reverse Curve sign (W1 Lt) shall be used.

should be used below this sign.
For advisory speeds of 35 MPH or greater, a Reverse

The advisory speed shall be determined in accordance
with Section 4-02.4.
If the first turn is to the right, a right Reverse Turn sign

SUBJECT: REVIEW OF THE TRAFFIC SAFETY EVALUATION ENFORCEMENT
AND ENGINEERING ANALYSIS REPORT CONDUCTED BY THE
INSTITUTE OF TRANSPORTATION STUDIES (ITS).
PURPOSE:
To recommend that the Traffic and Parking Commission review the
recommendations contained within the Traffic Safety Evaluation
Enforcement and Engineering Analysis Report by Institute of
Transportation. Studies (ITS) and make recommendations to the City
Council.
BACKGROUND:
A traffic safety evaluation was conducted by the University of
Berkeley, Institute of Transportation Studies per the City's
request.. A two member Enforcement and Engineering team visited
the City and evaluated both the Engineering Division's and
Sheriff's Department existing traffic safety programs, completed
a comprehensive traffic survey of the City and prepared an
evaluation report (see attached).
ANALYSIS:
Staff has reviewed the recommendations detailed in the Traffic
Safety Evaluation report and recommends the implementation of the
findings.
The following are key recommendations contained within the
subject report:
• Improve Accident Study Program
• Improve Traffic Count Program
• Improve Pedestrian Safety Program
• Initiate Sight Distance Ordinance
• Improve Work Zone Traffic Control Training
• Improve Public Works Input Into the Transportation
Design and Planning Process
• Initiate Coordination Among Traffic Agencies

The implementation of the ITS Report recommendations will require
the appropriation of additional resources by the City.
RECOMMENDATION
To recommend that the Traffic and Parking Commission after

recommendations contained within the Traffic Safety Evaluation
Enforcement and Engineering Analysis Report.

Racing With Death Is Common at Blue Line Crossings
■ Danger: Staking out problem intersections, deputies average 86
tickets a day. Many offenders say they thought they were safe.

Despite warning lights. bells, train whis-
tles and descending gates, 7,760 drivers and
pedestrians were ticketed for crossing in
front of oncoming Blue Line trains during a
90 -day period ending in September, offi-
cials said.
The largest group of violators —about
40% —told sheriff's deputies that they had
darted in front of the oncoming train
because they "thought it was safe_" Anoth-
er 28% said they had not seen any warning
signals, and 25% said they. were in a hurry.
"The volume of people who are willing to
risk their lives at these crossings for these
few extra seconds —it just amazes me;" said
Loft Hubaud, director of safety and security
for Raul Construction Corp., a subsidiary of
the Los Angeles County Transportation
Commission.
From June 7 to Sept 4, the LACfC rail
safety task force posted 10 deputies to
monitor "problem" intersections. To snare
violators, deputies sat in patrol cars that
were hidden from view. Under the pro-
gram, deputies wrote an average of
tickets a day —up from the usual 16 cil

we are only inconveniencing the
drivers for 55 seconds. There's
absolutely no excuse for that kind
of behavior "
Since its start -up in July, 1990,
the 22- mile -long Blue Line has
been plagued by more than 130
accidents at rail crossings. Eight
people have been killed and 56
injured, all of them motorists or
pedestrians. Indeed, the Blue
Line's troubled past has become a
legacy that other train lines have
sought to avoid. Before the Metro-
link commuter rail line began ser-
vice in October, transit officials
launched a safety campaign to alert
people to the hazards of trying to
race a train to a crossing.
Ewen so, Metrolink had its first
fatal accident at a crossing in
November, after only one month of
service.
Transit officials reviewed the
Sheriff's Department's crossing
study Monday at a Rail Construc-
tion Corp. meeting, evaluating it in
light of the recent Metrolink acci-
dent in which a dump truck driver
was killed. Officials do not know
whether the driver in the Nov 25
accident at a Pacoima private
crossing failed to see the train
Blue Line officials have reduced
the rate of train accidents each I
year —a result, they say, of a safety
campaign and heightened public
awareness. But the crossing report
illustrated a need to step up en-
forcement and safety measures.
In an effort to further reduce
train accidents involving motorists
and pedestrians, transit officials
say they will request additional
safeguards, such as increased pres-
ence of deputies to patrol the
intersections, use of cameras to
photograph violators and their li-
cense plates, increased fines for
violators, who now usually pay a
$55 citation, and a bilingual rail
safety program.
