COMMISSION
MINUTES OF THE MEETING OF JULY 27, 1993
The meeting was called to order by Chairperson George Martini at 6:00 P.M.
The Invocation was presented by Commissioner Robert Markovic and Pledge of
Allegiance was presented by Commissioner Bette Espeseth.

Ralph Davis certified posting of the Agenda by the City Clerk.
Chairperson Martini asked for a motion to approve the minutes of the meeting
of June 22, 1993. A motion was made by Commissioner Markovic with a second
by Commissioner Evans.
A motion was made to discuss two (2) items that were not on the agenda. The
first item regards a letter from the Lynwood Unified School District. The
District would like to start an Employees Softball League and requests to
have the rental fees waived. It was moved by Commissioner Espeseth with a
second by Commissioner Mendoza to waive the rental fees for the District
Employees Softball League.
The second item is in regards to a letter that was submitted by Compton
Alcoholics Anonymous. The group will be celebrating its 10th Anniversary and
requests the use of Bateman Hall for a banquet with the rental fees waived.
The celebration will be held on October 17, 1993. Please refer to Public
Oral Communications section for details given by the representative of this
organization.
MONTHLY STAFF REPORTS
A. Submitted. Mr. Davis referred to the Attendance Report of
different facilities as well as the Activities Report. He
that the department plans to monitor the operations of the
facilities a lot closer and increase the attendance. Note:
will no longer be the extensive Park Maintenance Report.

CURRENT PROGRAM REPORT
The Summer Program includes classes for Beginning and Intermediate Tennis,
Ballet Folklorico, Karate, and Sil Lum Kung Fu. Upcoming trips are Sea World
on July 31, 1993, and Laughlin (turn around) on August 28, 1993.
On July 4, 1993, the Annual Fireworks Display was held. There were over
8,000 people in attendance. It was a treat for all!
July 11, 1993 brought the Annual Lynwood Chamber of Commerce Car Show. There
were 100 cars of all types and it was enjoyed by all.
The City celebrated its 72nd birthday on July 24, 1993 with a Unity Festival.
It was held from 2:00 p.m. - 8:00 p.m. with 2,000 -3,000 people in attendance.
The Festival included local vendors, entertainment (dance groups, musical
groups) of many ethnic backgrounds, a Drill Team Competition composed of 17
drill teams, and an international marketplace of food. The entire community
was represented well. This great celebration was also covered by the Channel
2 News Team. Congratulations on a job well -done!
The season of Boys Baseball and Girls Softball went very well. The teams are
now in All -Star competition. The boys are representing the City of Lynwood
in the SCMAF Tournament and the girls are scheduled to play at Taft next
week. It has been a very busy and successful season.
The Department is preparing for its Fall Sports Program. Sports to be
included are: Flag football, drill team, soccer and volleyball.
The Summer Day Camp is thriving. Over 100 children went to Wild Rivers Park
in Irvine, CA. Everyone seems to be enjoying all of the activities. Session
III begins August 9, 1993.
Note: Community Forum #3 on Graffiti is scheduled for tonight at
7:00 pm, at Bateman Hall in Room #2.
SCHEDULED MATTERS
Ten (10) property owners were selected to receive Beautification Awards. The
top three (3) selected owners received plaques and the remaining seven (7)
received certificates. The honorees had their pictures taken with the
Recreation Commission and were congratulated on a job well -done.
Mr. Davis discussed three (3) items in regards to the 1993 -94 Budget. The
first item mentioned is that there are no significant changes other than
reorganization. The budget is up for adoption at the August 3rd Council
meeting. The second item was regarding the Newsletter Program which has
taken a cut. Other means must be sought to keep this program going. It has
been a very good program that benefitted the Recreation Department well. The
third item mentioned regards the Sheriff Department seeking increases in
funding. The City is looking to implement a Bike Patrol Program which is
successful in other communities in keeping the parks clean and taking care of
the level I crimes such as graffiti, vandalism, etc. The bike patrol be on
a three (3) month trial period.

Councilman Mendoza questioned whether a Park Ranger Program would be
beneficial to the program. Mr. Davis stated that it could assist the
department, but it is not part of the budget plan.
The Wall Of Fame Executive Board is scheduled to hold a press conference for
the enshrinement and honoring of its first inductees, Dodger great, Duke
Snider and Lynwood High's basketball great, who later went on to Oregon State
University, Ernest Killum. The press conference will be held Thursday,
August 5, 1993, at 10:00 a.m. Local newspapers and televisions will be
contacted to attend.
Public Orals
A representative of the Alcoholics Associations of Compton presented to the
Commission information on its organization. It will celebrate its 10th year
anniversary celebration at Bateman Hall. The celebration is scheduled from
12 noon to 8:00 p.m. and will include dinner, speakers, and a dance.
Admission is free. The organization requested that the rental fees be
waived. Commissioner Evans stated that she had attended some of the
organizations banquets which were very good and for a good cause. It was
motioned by Commissioner Mendoza and seconded by Commissioner Evans that the
rental fees for Bateman Hall be waived for this celebration.
Commission Orals
Chairperson George Martini: Congratulated the Natatorium on Swimming
Aerobics for the senior citizens. He also
wondered if the attendance is good and if
there is a possibility of getting a jacuzzi.
Mr. Davis stated that it would be nice, but
the Natatorium roof takes precedence.
Chairperson Martini plans to use the facility
in the near future.
Chairperson Martini also commented on the
construction at St. Francis and asked whether
the parks can use the dirt that has been dug
up. Mr. Davis will check on this.
Chairperson Pro Tem Espeseth: Attended the Unity Festival and.was impressed
with the security. Ran into some old friends
and really enjoyed the day. Everyone worked
hard.
Commissioner Mendoza: Attended and worked the Unity Festival.
Felt that too many drill teams took up too
much time. However, everything was good.
Mr. Davis expressed that since drill teams
are very popular, the competition could
possibly be held earlier in the day with the
finals held later that day.
Commissioner Evans: Attended California State Parks and
Recreation meeting. She read a letter
thanking her for her attendance. She would

Also went to Political Campaign Management
Institute workshop. It was very productive.
Will meet with Mr. Davis on issues that were
discussed.
