MINUTES OF THE MEETING OF JUNE 22, 1993
The meeting was called to order by Chairperson Pro Tem Bette Espeseth at 6:00
P.M. The invocation was presented by Commissioner Julio Mendoza and Pledge
of Allegiance was presented by Commissioner George Markovic.

OPENING CEREMONIES
Ralph Davis certified posting of the Agenda by the City Clerk.
Chairperson Martini asked for a motion to approve the minutes of the meeting
of May 25, 1993. A motion was made by Commissioner Espeseth with a second by
Commissioner Markovic.
Late item: 'Inter- office Memo from the City Manager regarding funeral
services for the father of Mayor Paul Richards II. The
services are to be held at Rose Hills Memorial Park on
Thursday, June 24, 1993 at 11:30 a.m. Condolences may be sent
to the Richards' Family, c/o Rose Hills Memorial Park.
CPRS: Filing has been done and plans are underway. The CPRS is
preparing to support a bond act that will provide funding for
parks, natural habitats, etc., and it is due to be on the
ballot this coming June, 1994. Mr. Davis will request letters
of support to secure funding to be sent in to the state. He
will also keep commissioners updated on a regular basis as to
the progress of this bond act.

ACTIVITIES REPORT
Attached to Agenda (only Administrative). Chairperson Martini questioned
item #22 regarding Mr. Davis' letter to the president of the Soccer Club on
the subject of "clean -up ". Mr. Davis spoke further on the field maintenance
problem.
Note: Format of report to be changed. Effective July 1, 1993.
CURRENT PROGRAM REPORT
Summer Basketball registration began June 21, 1993, Monday through Thursday
from 7:30 a.m. to 5:30 p.m. The program is geered mainly for boys and girls

out of school.
The Ballet Folkloric Class is scheduled for Fridays: Ages 5 - 10 years from
4:00 p.m. - 5:00 p.m., and ages 11 and above from 5:00 p.m. - 6:00 p.m. The
next session begins July 2 and ends September 3. This is a ten (10) week
program.
Sil Lum Kung Fu registration is underway with its next session beginning June
30 and ending July 28. This class is for boys and men, ages 5 and above, and
meets on Wednesday evenings from 5:30 p.m. to 7:00 p.m. This is a five (5)
week program.
Registration is currently being taken for Karate Class. It is designed for
ages 5 and above, and meets Monday and Thursday evenings from 6:30 p.m. to
8:30 p.m. The next session begins June 28 and ends on September 2. This is
a ten (10) week program.
The Recreation Department is now accepting registration for beginning and
intermediate tennis lessons for boys and girls ages 8 through 17 years. The
fee in only $10.00. Racquets are supplied for class instruction, if needed.
Beginners lessons begin Wednesday, July 7 and end on Saturday, August 14.
The scheduled times are 6:30 p.m. to 8:00 p.m. on Wednesdays and 9:30 a.m. to
11:00 a.m. on Saturdays. Intermediate lessons begin Tuesday, July 6 and end
on Thursday, August 12. The scheduled time is 3:30 p.m. to 5:00 p.m. on
Tuesdays and Thursdays. Registration began on June 1 and will end July 8 at
5:30 p.m.
The Rabies Clinic was held June 22, 1993, from 6:00 p.m. - 8:00 p.m. in the
parking lot of the City Hall. The clinic included shots for dogs and cats,
as well as licences.
Mr. Davis referred to several articles in the Lynwood Perspective pamphlet.
The first one regarding the Senior Olympics Dance Contest. He noted that the
attendance was tremendous and that the senior citizens are already looking
forward to next year's competition. The second article informed on the Youth
Employment Service Center available at the Teen Resource Center. The third
article Mr. Davis referred to was on the Juneteenth Celebration. It was very
successful with over 400 children participating. The Lynwood 500 Soapbox
Derby was initiated in which "hot rods" were raced. Nine (9) schools were
represented with "hot rods ". Winners were from Abbott Elementary School.
The celebration included a picnic with hay rides, petting zoo, pony rides,
watermelon eating and sack races. It was a fun picnic and program for the
children. The evening brought the celebration to a close with a formal
banquet. There were 250 in attendance. June Cooper, Chancellor at Cal State
University, Los Angeles, spoke on the theme, "Essence of Freedom ". Overall,
the Juneteenth celebration was a success.
The Beautification Awards are scheduled to be awarded at the next Recreation
Commission meeting of July 27, 1993. Each selected property owner will
receive a letter of invitation.
SCHEDULED MATTERS
In terms of the 93 -94 budget, Mr. Davis stated that there are few monetary
changes. Some positions that have been dismissed will not be filled and
there will be changes in administration. Mr. Davis informed the Commission

that Mr. Faustin Gonzalez is the new City Manager. The Commmission agreed
with him that this was good. As mentioned at the previous meeting, the
Department of Environmental Services will be added. There are some grants
going into effect. One is the Neighborhood Save Act, for $1.85 million for
Mervyn Dymally Park, another for the Amateur Athletic Foundation to supply
our children in programs such as baseball uniforms, basketball uniforms,
etc., Junior Golf Program, Aquatics Program, etc. Mr. Davis stated that
other resources are also being sought for funds. He looks for the year's
outcome to be good.
Mr. Davis stated that the budget for the 4th of July Fireworks Display has
been approved by Council. The display includes 45 minutes of aerial and
ground display. The Sheriff's Department handles security for this event.
Admission is free to the community.
Mr. Davis stated that plans for the Unity Festival, in celebration of our
City's 72nd birthday, are underway. It is scheduled for July 24th from 1:00
pm - 8:00 pm in Mervyn Dymally Park. The theme for this year is
"International Extravaganza ". It will feature an international marketplace
with dishes, arts and crafts, and an old fashioned country fair. Also
featured will be game booths, activities, etc. Mr. Davis is hopeful for a
number of entertainment that day. Also planned is a mini - carnival to offer
kiddie games, hay rides, pony rides and a petting zoo. The intent is to have
all cultural groups working together - a reflection of our City. It promises
to be a fun day.
Public Orals

Commission Orals
Chairperson George Martini: Emphasis on street next to Natatorium and
behind St. Francis. Mr. Davis informed him
that this issue is now a Council item.
He also gave referral information regarding
graduating students at Laguna High School.
They must perform 10 hours of community service
in order to receive diploma. Feels this is a
great idea that should go state -wide and
possibly nation -wide.
Chairperson Pro Tem. Espeseth: Attended the Juneteenth Celebration. Enjoyed
riding a "hot rod" in the Soap Box Derby.
Informed all that there were many volunteers as
well as staff who worked very hard to make the
celebration a success. It was most enjoyable
for all.
Commissioner Mendoza: None.
Commissioner Evans: Shared information on the Special Olympics.
Ms. Scheiber, newscaster, is the Chairperson,
and Marcine Shaw is the local Chairperson. She
has asked Commissioner Evans to work with her

in volunteering. It is a prime opportunity for
Commissioners and staff members to get
involved. Mr. Davis commended Commissioner
Evans in getting involved and representing the
Commission and the City. There is to be a
press conference Friday, June 25th, at 11:30
a.m., at downtown Los Angeles City hall.
Commissioner Evans will get all details and
inform the rest of the Commission.
She will also attend a meeting of the
Department of Water and Power to help "fight"
the increase in payments for the citizens.
Commissioner Evans attended the Juneteenth
Banquet which was a success. She commended
the Recreation staff for their hard work.
Lastly, she received a scholarship to attend UC
Davis to learn to teach others how to "run" a
city. Congratulations to Commissioner Evans.

adjourn to the next regular scheduled meeting for Tuesday, July 27, 1993, at
6:00 P.M. in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood.
