LG0393.19 i R &P - CITY OF LYNWOOD RECREATION & PARRS DEPARTMENT MINUTES OF THE MEETING OF APRIL 27, 1993 The meeting was called to order by Chairperson George Martini at 5:30 P.M. The invocation and Pledge of Allegiance was presented by Commissioner Eloise Evans. ROLL CALL OF COMMISSIONERS PRESENT: Commissioner Espeseth Commissioner Evans Commissioner Markovic Commissioner Mendoza Chairperson Martini Ralph Davis certified posting of the Agenda by the City Clerk. Chairperson Martini asked for a motion to approve the minutes of the meeting of March 23, 1993. A motion was made by Commissioner Markovic with a second by Commissioner Evans. Mr. Davis read the letter he sent out regarding the Beautification Tour of Area 3. Ten (10) homes and three (3) businesses will be awarded. News releases were also sent out. He made a presentation of the Beautification Tour. He stated that promotion and advertisement of the Tour has been more extensive than in the past. MONTHLY STAFF REPORTS A. All submitted except Community /Transit Center B. Mailed regularly C. None ACTIVITIES REPORT Attached to Agenda. CURRENT PROGRAM REPORT The Annual Track Meet is scheduled for Saturday, May 1, 1993 at 9:00 A.M., and will be held at Lynwood High School. A Parade of Stars will ,precede the Track Meet at 8:30 A.M. Baseball Season will have its Grand Opening on Saturday, May 1, 1993, at 11:00 A.M., on Diamond #1. A Cinco de Mayo Street Dedication and Luncheon in honor of Caesar Chavez was scheduled to take place before his untimely death. The Luncheon was to include Mariachi dancers. • � • Page 2 The After School Fun Program has planned a Cinco de Mayo Picnic for May 7, 1993, at Ham Park. The picnic will conclude with a trip to the Skate Depot. SCHEDULED MATTERS Lynwood High Girls Basketball Victory Letter A letter to Lynwood will be sent to honor the Girls Basketball Team of Lynwood High School for their State Championship victory. Beautification Tour Discussed in Current Program Report. Public Orals None. Commission Orals Chairperson George Martini: He shared concern of street behind Natatorium and St. Francis Hospital. Feels that there needs to be improvement. Davis stated that it has been discussed with the Engineering Department. He also congratulated the Recreation Department for all of its many activities that included the Seniors Program, Natatorium, etc. Chairperson Pro Tem Espeseth: Attended Easter Egg Hunt. Stated that it was most enjoyable and the children had a great time. Commissioner Mendoza: Commissioner Evans: None. Attended reception for the Mayor of Berlin. Also attended the Block Club Council Meeting. Lastly, she stated that she had a gala affair for her retirement and will be having another one for those who missed the first one. Commissioner Markovic: None. Burrell, newsletter. Compton Police Department. attended the PAL meeting 3/2 Recreation administrative staff met for their regular staff meeting. 3/2 Staff attended the regular meeting of the City Council. 3/3 Staff attended the regular meeting of department heads. 3/3 Staff attended regular Youth Commission meeting. 3/3 Staff met with the Wall of Fame Executive Board for their regular monthly meeting. 3/4 Staff submitted information for the April newsletter. 3/6 Staff attended the PAL meeting at Bateman Hall. 3/8 Staff met on the Afterschool Playground Program and its function. 3/8 Staff met with Johanna Howard on the department's activities and services for newsletter. 3/8 Staff prepared CBDG reports on the expanded Natatorium program and the Afterschool Playground Program. 3/9 Staff met with an architect firm on possible projects for Dymally Park. 3/9 Staff attended the regular monthly meeting of the Lynwood Sports Association. 3/10 Staff met with Mr. Arthur Wright on the repairing of the Bateman Hall P.A. System. • Page 2 0 ADMINISTRATION (cont.) 3/10 Staff met Wall of Fame Budget Committee to prepare a budget for the program. 3/10 Staff attended the Youth Summitt Planning meeting at the Lynwood Unified School District office. 3/10 Staff had the door to the racquetball court re -keyed for control purposes. 3/10 Staff met with representative of the Ladies Professional Golf Association (LPGA) on the possibilities of sponsoring a Junior Golf Program in Lynwood. 3/11 Staff met with the principal of Washington Elementary School on the Afterschool Playground Program changes for better communication. 3/11 Staff contacted the Los Angeles County Department of Parks and Recreation on the status of the Prop " A " Safe Neighborhood Parks Act Grant. 3/13 Staff attended the Neighborhood Block Council meeting at Bateman Hall and made a presentation on the current City Beautification Program. 3/15 Staff (administrative) met on the Strategic Plan - the Recreation Element. 3/15 Staff met to discuss responsibilities of our facilities weekend coverage. 3/16 Staff met with Human Resources Director on the accrued vacation build -up by the department. 3/16 Staff attended a meeting on the Educational Element of the Strategic Plan. f- 3/16 Staff (administrative) met for the regular Recreation Staff meeting. 3/16 Staff attended the regular City Council meeting. 3/17 Staff attended the department heads meeting. 3/17 Staff attended the Youth Summitt meeting at the Lynwood Unified School District office. 3/17 Staff met with Assistant City Manager on the Recration Department's reorganization. • • Page 3 ADMINISTRATION (cont.) 3/17 Staff attended the regular meeting of the Community Affairs Commission. 3/18 Staff met with Renita Oliver on a possible program for the Teen Center. 3/22 Staff attended meeting on the Educational Element of the Strategic Plan. 3/22 Staff met with City Manager on Department activities. 3/23 Staff attended the regular meeting of the Recreation and Parks Commission. 3/24 Staff submitted the goals and objectives on the Recreation and Education Elements on the Strategic Plan. 3/24 Staff met with Barbara Johnson, Lynwood Unified School District, on the Youth Summit. 3/24 Staff met with Errick Lee, Lynwood Chamber of Commerce, on the Lynwood Scholarship Competition. 3/25 Staff met with City Manager and Mayor Pro Tem on the Youth Summit Program. 3/26 Various staff members wre subpoenaed to court on the Eric Blanchard case of 1990. 3/27 Staff attened and participated in the Educational Youth Summit at the Lynwood Unified School District Facility and Hosler Junior High. 3/29 Staff met with representative from St. Francis on the St. Francis Nun Run. 3/29 Staff transitions were made from within the department to better utilize the current staff resources. 3/30 Staff met with Roger Haley on the 1993/94 Fical Budget request and instruction. 3/30 Staff attended the Chamber of Commerce Car Show Planning meeting. 3/30 Staff attended the Special City Council Meeting. * FACILITY ACTIVITY REPORTS ATTACHED * • TEEN CENTER ONGOING PROJECTS 1. Preparation of computer grant to I.B.M. ADMINISTRATION 9 1. Youth Summit Committee held weekly preparation meetings and two training sessions. 2. Attended Southeast Municipal Athletic Association meeting in Long Beach on March 9. 3. Assisted in the development of the Educational Section and the Recreation Department's section of the Strategic Plan. 4. Attended Southern California Municipal Athletic Federation's Policy Committee meeting. PROGRAMS March 11 Community Awareness Meeting on Job Training. - 11 participants March 20 Excursion to Magic Mountain - 65 participants March 27 Youth Summit Conference: 200 participants Dance: 40 participants Youth Council assisted in the City of Lynwood's vendor's booth. * On March 29, 1993, Perry Brents became the Facility and Program Supervisor in charch of the Lynwood Teen Resource Center.
