COMMISSION
MINUTES OF THE MEETING OF MARCH 23, 1993
The meeting was called to order by Chairperson Pro Tem Bette
Espeseth at 6:07 P.M. The invocation was presented by Chairperson
Pro Tem Espeseth and the Pledge of Allegiance was presented by
Chairperson Pro Tem Espeseth.

OPENING CEREMONIES
Ralph Davis certified posting of the Agenda by the City Clerk.
Chairperson Pro Tem Espeseth asked for a motion to approve the
minutes of the meeting of February 23, 2993. A motion was made by
Commissioner Evans with a second by Commissioner Mendoza.
Mr. Davis read a letter in regards to the upcoming St. Francis Nun
Run on April 24th. The event has been cleared by City Council.
MONTHLY STAFF REPORTS

Attached to Agenda. Chairperson Pro Tem Espeseth wanted to know
why the Bateman Hall Committment did not have a "fee /cost"
category. Mr. Davis stated that Harold Mattoon had changed the
routine quite some time ago, and that at this time, the Nun Run was
the only event that the City allowed to go without charge.
Commissioner Mendoza wondered if Lynwood Recreation Department
provides a list of Lynwood caterers. Mr. Davis stated that
catering can be done by the group using the facility, and the
Recreation Department does provide a list.
CURRENT PROGRAM REPORT
Mr. Davis announced that the J.G.P. (Junior Golf Program)
introduced to Lynwood. Participants would play at surrounding area
golf facilities. The cost for the program, $12,000.00, includes
equipment, training, etc. He stated that Lynwood has requested
assistance with the cost of this program.

Mr. Davis announced that the next Free Food Distribution would be
Friday, March 26, 1993, 10:00 A.M. until 12 noon, at the
Community /Transit Center.
Mr. Davis commented on the Lynwood Women's Commission program on
March 18, 1993 was successful.
He further announced that the Lynwood Chamber of Commerce
Scholarship Competition at Bateman Hall on March 27, 1993, at 6:00
P.M. There has been an increase in registration. There are more
participants this year than ever before. Mr. Davis states that
there have been some changes. There will no longer be a bathing
suit competition, but an essay competition for both male and female
students. This Scholarship Program aims to really help those in
need. Mr. Davis stated that the scholarship monies are raised
through businesses. This year's amount is approximately $3,000.00.
Mr. Davis announced that the Afterschool Program will have a Mini
Track Meet on March 25, 1993, at 2:30 P.M. It is expected that the
usually number of participants will be approximately 300 -400. The
program is also dealing with peer pressure by performing plays at
various playground sites.
Mr. Davis commented that the Teen Center sponsored a trip to Magic
Mountain on March 20, 1993. He further commented that the Youth
Summit is scheduled for Saturday, March 27, 1993. The workshops
begin at 9:00 A.M. He stated that 200 or more are expected to
attend. There will be high school and junior high school students.
There will be such presentations as Teen Health and Peer Pressure,
to name a few.
Mr. Davis stated that $240,000.00 in possible funds have been
requested from the Block Grant. The request will be sent to the
Advisory Board and then to City Council. These monies are
competitive with other agencies. He listed several programs within
the department, in which these monies will be used for.
Mr. Davis stated that Youth Baseball registration is still
underway. In Boys Basketball, teams A & B won in the competition
in the SEMAA (Southeast Municipal Athletics Association) area this
past weekend. The girls took 2nd place. He stated that the boys
will advance to the SCMAF (Southern California Municipal Athletics
Foundation) on March 27, 1993, in Oceanside, California. If they
win, they will compete in the championships on March 28, 1993. Mr.
Davis looks for this to be a fun experience.
Mr. Davis congratulated the Lynwood High School Girl's Basketball
team on becoming the State Champions in competition in Oakland,

California. They have a (30 -0 record) . He reported that there was
a great turnout and support of parents and staff. Commission has
requested to have a letter of congratulations for the next meeting.
Mr. Davis informed that Spring Classes will begin again in April.
Tennis Class will start as well. He commented on the upcoming
city -wide trips: La Mirada Theater (Harvey), E1 Capitan Theater
(Adventures of Huck Finn) , Olvera Street (Cinco de Mayo) for
browsing, etc.
Mr. Davis commented on the Lynwood Perspective, a handout, and
informed the Commission that this is the new monthly brochure from
the City.
SCHEDULED MATTERS
Report on Department's reorganization
Mr. Davis stated that the reorganization has separated Recreation
and Parks Department. The Parks Department will be included in
Environmental Services. This new department will include Building
& Maintenance, Parks, and Grafitti. He stated the objective is the
same as it has been. This reorganization is better for the budget,
and it will allow us to do more with the Recreation Programs.
Mr. Davis further stated that a department reorganization has been
set up. "It's basically a redirection of resources," commented Mr.
Davis. Mr. Davis gave an example: i.e. the rechanneling in the
Recreation Staff due to vacancies. Perry Brents will now supervise
Teen Resource Center. Michelle Allen will handle programs at Ham
Park. Commissioner Evans expressed concern with Perry no longer
supervising the Afterschool Program. Mr. Davis stated that Perry
will now supervise both the Teen Resource Center as well as the
Afterschool Program.
Report on Department's Strategic Plan
Mr. Davis stated that the submission of goals and objectives are
due March 24, 1993. This is a 5 -year plan. Planning is coming
along fine. The plan discusses changes in order for more
efficiency.
Report on Prop " A " - Neighborhood Parks Act - 92
Mr. Davis expressed that the Grant application had been accepted
this past June. The application packages are expected to be
distributed this month. Mr. Davis explained that the application
is due in order to approve monies for Dymally Park. He stated such
plans as a weight room, irrigation improvement, etc., are
considered. He further stated that monies may possibly be
available by late August or early September of 1993.

Discussion on Beautification Tour
Mr. Davis stated that the last tour was in June, in area 3, which
Washington- Lugo- Rogers area. The next one should be in the
southeast area which entails Abbott -Mark Twain. Mr. Davis asked
for possible dates for the tour. The tour has been set for April
27, 1993, at 5:30 P.M. The Commission members are asked to meet in
front of Bateman Hall at the designated time.
Report on Neighborhood Block Council Meeting
Mr. Davis informed Commission members of the meeting discussion of
March 9, 1993. The City is in the process of trying to upgrade the
Block Clubs by initiating a Block Council. The Council will offer
training, coordinating, organizational recommendations, etc., to
Block Clubs. The intent is to have the Council represent Block
Clubs in terms of communicating and programming. The officers of
the Block Council are: (President) Donald Dove, (Vice President)
Elizabeth Dixon, (Secretary) David Willis, (Parliamentarian) Larry
Esparza.
Commissioner Evans expressed to have copies of the information
given to the commissioners at the next meeting.
Mr. Davis stated that one of the goals of the Block Council is
Block Beautification (not just individual homes, but entire
blocks). He stated that this will expand Beautification Program.
Commissioner Evans suggested possibility of having categories for
awards.
Mr. Davis informed that next Block Council meeting is scheduled for
Thursday, April 22, 1993, at 6:00 P.M.
Public Orals

Commission Orals
Chairperson Pro Tem Espeseth: Expressed concern of the outcome of
the Natatorium Contest and when the
ceremony would be. Mr. Davis stated
that there would be no ceremony.
Also of concern was when will Wall of
Fame be put up.
Commissioner Mendoza: Concerned with question of whether
or not parents are sending there
children to other areas. Mr. Davis

(Commissioner Mendoza cont.) informed that this is not true. Also
of concern was Community Youth Gang
Services Easter Program.
Commissioner Evans: Stated that Beautification pictures
should be put in newspaper and not
on wall. Maybe have an "award" of
the month." Mr. Davis mentioned that
pictures could be showcased at the
following Council meeting.
Adjournment
Evans also spoke about conference
in Sacramento. The theme was "Youth
at Risk." Attendance was very poor,
but conference was good. Mr. Davis
agreed about attendance and spoke on
homeless epidemic.
Motion by Commissioner Mendoza, with a second by Commissioner Evans
to adjourn to the next regular scheduled meeting for Tuesday, April
27, 1993, at 6:00 P.M., in the Council Chambers at City Hall, 11330
Bullis Road, Lynwood.

MINUTES OF THE MEETING OF FEBRUARY 23,1993
The meeting was called to order by Chairperson George Martini at
6:08 P.M. The invocation was presented by Commissioner Martini and
the Pledge of Allegiance was presented by Commissioner Mendoza.

Chairperson Martini asked for a motion to approve the minutes of
the meeting of January 26, 2993. A motion was made by Commissioner
Espeseth with a second by Commissioner Markovic.
Mr. Davis read the letter from Deputy A. Reed, Jr., of L.A.
Sheriff's Department regarding the Sheriff's Football Awards
Banquet. The Sheriff's requested approval for the use of Bateman
Hall and the fees to be waived. A motion was made by Commissioner
Espeseth for approval and waiver, with a second by Commissioner
Martini.

ACTIVITIES REPORT
Attached to Agenda. Commissioner Espeseth wanted to know where the
Historical Trolley is being placed. Mr. Davis stated it would be
placed between the Community /Transit Center and the Natatorium.
CURRENT PROGRAM REPORT
Mr. Davis commented on Black History Program. Although it was
raining, over 500 persons were in attendance. This program was
different in the cost and participation aspect. It featured essays
and skits with celebrities on hand. This program was handled by
Dorothy Siddell and Perry Brents with a job well done.

The Youth Summit scheduled for March, which will include workshops,
is expecting 300 participants. The vendors will focus on
alternatives for troubled youth. This program is a co -op venture
with the Lynwood Unified School District.
Mr. Davis also announced the Harriet Tubman Walkway Naming Program
scheduled for Saturday, February 27, 1993, from 5:00 P.M. to 7:00
P.M. The Ceremony will be held outside of Bateman Hall with
entertainment. He stated this is expected to be a nice program.

Mr. Davis stated that $240,000.00 in possible funds could be
received from the Block Grant. The request will be sent to the
Advisory Board and then to City Council. These monies are
competitive with other agencies. He listed several programs within
the department, in which these monies will be issued.
Report on Fees and Services for Facilities
Mr. Davis asked for a motion for the fees and services presented
prior to the meeting. Commissioner Markovic made a motion, with a
second by Commissioner Espeseth.
Report on Department's Strategic Plan
Mr. Davis expressed the first goal is to enhance the image of the
Recreation Department by getting positive media basis. Fifteen
minute short videos will be made for the use of Block Clubs, PTA's,
etc., regarding all programs offered through the Department. Plans
will include surveying the community for problem areas. He stated
the second goal is to increase attendance by 25% with a demographic
break down. These strategies will have some minor challenges.

This report was discussed under the Current Programs Report.

Mr. Davis announced the incident concerning Lincoln Elementary
School shooting was a communication problem. He stated that the
closing of the playground site, due to Library visitation, was not

Wall of Fame Board Members
Mr. Davis expressed that some members are not coming out as often
as desired. He presented two other names in which the Board may
include: Mickey Cureton of Lynwood High School, and Mike Pertell
of the Lynwood Travel Lodge. Mr. Davis asked the Commissioners to
approach others to add to this list and bring back to Commission
for approval. Commissioner Espeseth made a motion to accept this
proposal with a second by Commissioner Markovic.

The Department hosted a program entitled, "Tribute to Our
Youth - Our Future." Program offered essay readings, skits,

City hosted a Unity Dinner which included the Lynwood Unified
School District and the Lynwood Chamber of Commerce.
Entertainment was also offered which included most of the
ethnic groups that make up Lynwood.
February 26 Harriet Tubman Way Dedication
This special dedication program paid tribute to Harriet
Tubman. Choirs and dignitaries provided the tribute to Ms.
Tubman by dedicating the entry way to the City Hall and
Bateman Hall in her name.

CITY OF LYNWOOD OFFERS NEW CLASS
The City of Lynwood's Recreation Department is taking registration
for Beginning Tennis I. The low cost of $10.00 for a five (5) week
class is being offered on Wednesdays from 6:30 P.M. - 8:00 P.M. and
Saturdays from 9:30 A.M. - 11:00 A.M. This class is open to girls
and boys from 8 years through 18 years of age. Classes will start
on Wednesday, May 12, 1993, and end on Saturday, June 12, 1993.
Participants will be required to supply their own racquet and an
unopened can of balls. Instruction will include basic mechanics of
the game - i.e. forehand, backhand, serve, keeping score and
required court etiquette.
Registration is now being taken at the Recreation Department
located at the Lynwood Community Center, 3798 Martin Luther King
Jr. Blvd., Lynwood, Monday through Thursday from 7:30 A.M. - 5:30

BUS TRIP - SEE THE ADVENTURES OF HUCK FINN
The City of Lynwood, Recreation Department offers a bus trip to The
E1 Capitan Theatre in Hollywood on Sunday, April 18, 1993 to see
Disney's Newest Feature Film - The Adventures of Huck Finn. This
film brings Mark Twain's Timeless Novel To The Screen.
Adapted from Mark Twain's Classic Novel, Disney's "The Adventures
of Huck Finn" tells the story of an irrepressible young boy's
adventures on the Mississippi river. It is a joyous tale of
friendship, loyalty and freedom with Twain's most memorable
characters: mischievous but good- hearted Huck (Elijah Wood,
acclaimed young star of "Avalon ", "Paradise" and "Forever Young ") ;
runaway slave, Jim (Tony Award nominee, Courtney Vance) ; Huck's
brutal father, Pap (Ron Perlman)' and those shady con men, The King
(Jason Robards) and The Duke (Robbie Coltrain).
This trip is offered to ages 6 and older with those under 18
required to be accompanied by an adult. The low cost for this
adventure is $5.00 per person. You do not have to be a Lynwood
resident to participate. A minimum of 20 persons required and a

EASTER TRIP - LA MIRADA THEATER
The City of Lynwood, Recreation Department invites you to spend a
Sunday afternoon enjoying a play at the La Mirada Theater.
A trip is scheduled for Sunday, April 4, 1993 to see "HARVEY"
starring John Astin. The age group includes ages 6 years and older
with anyone under 18 years to be accompanied by an adult. The cost
per person is $28.00 per person (Cash only) You do not have to be
a Lynwood resident to participate. This is a Matinee which will
start at 2:30 p.m., with the bus departing the Lynwood Community
Center at 1:15 p.m. The bus will return at approximately 5:00 p.m.
Please sign up ASAP as there must be 20 sign ups by March 30, 1993
in order to obtain this reduced price. The trip has a minimum of
20 sign ups and maximum of 45. Registration is now being accepted
