CITY OF LYNWOOD RECREATION & PARKS DEPARTMENT COMMISSION MINUTES OF THE MEETING OF JANUARY 26, 1993 The meeting was called to order by Chairperson George Martini at 6:12 P.M. The invocation was presented by Commissioner Evans and the Pledge of Allegiance was presented by Commissioner Espeseth. ROLL CALL OF COMMISSIONERS PRESENT:COmmissioner Eloise Evans Commissioner Bette Espeseth Commissioner Robert Markovic Chairperson George Martini OPENING CEREMONIES A motion was made by Commissioner Evans to excuse Commissioner Mendoza for illness, with a second by Commissioner Evans. Ralph Davis certified posting of the Agenda by the City Clerk. Chairperson Martini asked for a motion to approve the minutes of the meeting of November 24, 1992. A motion was made by Commissioner Espeseth, with a second by Commissioner Evans. CORRESPONDENCE Mr. Davis discussed a Hearing that had been scheduled to discuss the future of Recreation. A meeting will be held in Los Angeles at the Museum of Science and Industry on Monday, February 8th from 3 - Spm and 7 =9pm. All were encouraged to attend. Martini and Espeseth expressed interest in attending. All had stated that they received the information in the mail. MONTHLY STAFF REPORT A. Concern was expressed about providing a room free to a political activity may set a precedence for other political activities which may be less positive. Commissioner Evans recommended that the Commission forward its concerns on this issue to the City Council. B. Mailed Regularly C. Mr. Davis announced that he had been appointed Interim Director. Evans expressed continual support for him and the department. ACTIVITIES REPORT Jim Given updated the Commission on recently held activities. CURRENT PROGRAM REPORT Mr. Given also updated the Commission on upcoming events. 0 Report on Mid Year Budget rl SCHEDULED MATTERS Mr. Davis updated the Commission on the mid year budget process. He stated the concerns with the state of the City's finances and discussed possible upcoming reductions. Report on the Black History Program Mr. Davis reported on the plans for the program which has been set for the program which has for Friday, February 19th at Bateman Hall. This program involves a greatly reduced budget. Report on the City of Lynwood Strategic Plan Mr. Davis passed out a hand out to the commission regarding the strategic planning process that the City of Lynwood is now involved in. He discussed the department's as well as the commission's role with the plan. He also discussed the purpose of the plan. Commissioner Evans spoke about the fact that the commissioners had received a sample plan done by the City of Compton. She praised the City Manager for the fund raising efforts of while in Compton with this plan, and hoped that he would be as successful here in Lynwood. Public orals None Commission Orals: Chairperson George Martini: Expressed support of the Block Watch Program, but the community must get behind it to make it effective. He also expressed concern about the condition of street near St. Francis Hospital. Evans suggested taking the issue to the Traffic and parking Commission. He is concerned about needing more benches in the park. Wants to know if a weight room would be placed in CTC. Chairperson Pro Tem Espeseth: At a Commissioners workshop in the City of Commerce she learned such issues as on time as well as brief and to the point on issues that they are addressing. She also discussed some programs going on at the Salvation Army. Commissioner Evans: Commented again on the Strategic Plan. Expressed her support for the efforts of the Democratic Club. Needed to be excused from the February Meeting and wished that issue be included on the next agenda. Commissioner Markovic: Discussed the Commission Workshop that he and Betty attended. Inquired as to whether or not Hosler School would be using the Natatorium. Mr. Davis clarified that the school district did not currently have a budget for this activity. Recreation staff meetings held for all administrative personnel. 2. Hosted the monthly meeting of the Wall of Fame Executive Board. 3. Attended the Youth Commission monthly meeting. 4. Attended the regular City Council meetings. 5. Staff attended the Southeast Municipal Athletic Association (SEMAA) meeting in Pico Rivera. 6. Completed and submitted monthly report for December, 1992. 7. Met with administrative staff on safety issues and incident reports. 8. Attended the Lynwood Sports Association monthly meeting. 9. Attended the various meetings on the Strategic Plan. 10. Attended the Youth Summitt Committee meeting. 11. Met with Arthur Wright, President of non -stop production on Black History Program. 12. Met with Dr. Audrey Clark, L.U.S.D. Superintendent, on Black History Program. 13. Submitted the initial request for funding from the Prop. " A " Safe Neighborhood Act. 14. Attended budget workshops with financial team of the City Manager's Office on mid -year budget. 15. Staff attended the regular Community Relations Strategic Plan Committee meetings. 16. Staff contacted Long Beach Museum of Arts and Los Angeles County Arts Council to assist in judging Natatorium Mural Contest. 17. Senior Citizen's monthly Meals Giveaway Program held and coordinated by staff. Recreation Administration (cont.) 18. Attended Lynwood Chamber of Commerce Installation Dinner Program. 19. Attended the regular department head's meeting. 20. Attended the Chamber of Commerce's program on Sexual Harassment. 21. Met with staff on personnel issues and items. 22. Attended the regular meeting of the Recreation and Parks Commission. 23. Met with administrative staff on the request for funding DCBG projects. 24. A number of staff were in court regarding the Junior Mamea case. 25. Met with Commissioner Eloise Evans regarding CPRS Conference. 26. Staff assisted with the entry and coordination of the City Council's participation in the Los Angeles Martin Luther King Jr. Day Parade. 27. Attended Councilman Heine's meeting regarding having all service organizations (public & private) work with the Coordinating Council. 28. H.I.V. and H.B.V. program developed and staff training has begun at Natatorium. 29. Christmas Tree Recycling Program held in Dymally Park. 30. Committee meetings held on the Educational Element of the Strategic Plan. 31. Committee Plan held regarding Recreational Element of the Strategic Plan. 32. Attended the City's workshop on Image Enhancement. Community /Transit Center Procxrams 1993 Youth Basketball Program started January 23, 1993, and includes teams from the Recreation Departments of the cities of Artesia and Compton. Our Youth Basketball theme this year is "Education ". Therefore, all participants are wearing college -style uniforms. Ages are from 6 years to 14 years with each team playing twice per week. The Lynwood Sports Association holds its monthly meetings in Room 11 at 6:30 PM. They have opened a concession stand here in the Center and are doing very well. U Open Gym 0 Currently the Community Center has two open gym times: 11:00 AM to 1:00 PM, Monday through Thursday and 3:30 PM to 5:00 PM, Monday through Friday. Racquetball The Community Center racquetball court is available daily from 7:30 AM to 7:00 PM. For court times, please call the department for a reservation. Baseball /Softball Season The upcoming Baseball /Softball season is now under way with sign -ups. This year our 5 and 6 year olds will pay $25.00 and our 7 through 16 year old's will pay $35.00. Cost will cover uniform, insurance and awards. Adult Basketball Program On March 7, 1993, the Recreation Department will present a 3 on 3 Basketball tournament that will draw over 50 contestants from the City of Lynwood and surrounding areas. This will lead into our 1993 Adult Basketball League for both men and women. Drill Team parents meeting January 25, 1993. Mervvn Dvmallv Citv Park 1. Mowing done as weather permitted. Had six (6) days of rain. Turf areas too wet to mow or vehicles driving through parks for approximately 14 days. 2. Restrooms cleaned daily, seven (7) days per week and checked periodically during the day. 3. Painted over graffiti in three (3) public restrooms. 4. Tennis courts and basketball courts squeegeed twice a day to be used for play. 5. Water was pumped out of wading pool areas twice during the month as well as children's sand play area and ball diamond areas. 6. Ball diamonds were bladed and leveled out after rains. 7. Painted six (6) park picnic benches. 8. Removed approximately 4,000 sq. ft. from corner of Bullis Road and Martin Luther King for future Trolley Station. Removed six (6) trees and removed sprinklers and lines. Cut and capped sprinkler lines. 9. Sodded south side of Transit Center and north side next to Transit entrance. 10. City Park blown clean. Areas include tennis courts, basketball area, Transit Center, picnic shelters, Freedom Memorial, ball diamond bleacher areas, and all parking areas. This performed seven (7) days per week. Mervyn Dymally Park (cont.) 11. Litter pick -up done daily. Includes Transit Center and entire park areas. Civic Center 1. Mowing done on Fridays as weather permitted. 2. Litter picked up daily. 3. Entire parking lots, all concrete walkways and building entrances blown clean daily, Monday through Friday. 4. Rose bed and parking lot islands weeded. 5. Crew working City Hall - two (2) men. Worked most of the month inside of Bateman Hall assisting in custodial duties: shampooing carpet, washing walls, painting hallway and interior restrooms, painted north wall in kitchen. Cleaned fixtures in kitchen areas, mopped and waxed floors throughout building, cleaned windows, assisted in set -ups, cleaned roof gutters, assisted building maintenance man on various repairs. Balance of park crew also involved with much of this work due to rainy weather conditions. Community /Transit Center 1. Custodial work done daily. Restrooms checked periodically. 2. Floors stripped and waxed. 3. Work done by Park Maintenance employees during rainy weather included washing hallway, cleaning all windows, assisting in set -ups, sweeping and cleaning gym floors, walls and racquetball court, cleaning and polishing restroom fixtures, cleaning roof gutters, sweeping and spot - mopping exterior areas by bus stops. 4. Tree was trimmed in front of Transit Center for future Trolley Station. Used Selma. Ham Park 1. Custodial work performed daily, seven (7) days per week. 2. Litter picked up daily. 3. All parking lots and concrete walkways blown clean daily. 4. Play equipment and park picnic benches painted. • Ham Park (cont.) 0 5. Park mowed, edged and cleaned on Wednesday's, as weather permitted. 6. Two (2) 6' high by 6 diameter pipes were removed from asphalt area to accommodate new ball wall posts. Holes were filled with concrete. Street Medians (47) 1. Mowing performed weekly as weather permitted. 2. Atlantic median ends from Martin Luther King north to Imperial Highway were trimmed and edged. Water Wells (5) Islands (2) 1. Mowed weekly as weather permitted. Los Amigos Park I and II 1. Litter picked up daily or as needed and trash cans emptied. 2. Mowing done weekly (Tuesdays) as weather permitted. 3. Play areas cleaned and leveled. Teen Center 1. Custodial work performed daily, Monday through Friday. 2. Lawn mowed weekly as weather permitted. 3. Litter picked up daily, front and rear areas blown clean. Special Events 1. Assisted in Christmas Tree Recycling Program with two (2) men. Drilled holes in Beverly's desk for future wires. 5. Replaced doorstops on various doors. 6. Replaced fire extinguisher at Transit Center. 7. Replaced fluorescent bulbs in custodial room. 8. Removed and installed two (2) locks. 9. Repaired damaged door in gym storage area. 10. Removed cylinder from snack bar area. 11. Checked building daily during the month. Marked all ceilings and windows informing of leaks due to rain. 12. Cleaned out rain gutters. Bateman Hall 1. Repaired marquee. Replaced ballast and changed tubes. 2. Painted over graffiti in men's restroom. 3. Repaired light switch for stage area. 4. Replaced various light bulbs throughout building - auditorium, etc. 5. Repaired door entry to auditorium. 6. Hung clock in kitchen. 7. Repaired floor buffer. 8. Repaired noisy restroom exhaust fan inside of building. 9. Repaired and cleaned liquid soap lines leading to soap dispensers in men's and women's patio restrooms. 10. Repaired light in women's interior restroom. • Bateman Hall (cont.) 0 11. Repainted caution red around pool deck caution marks. 6. Repainted "NO DIVING" strip around shallow sections of pool. 7. Posters printed for mural project and distributed. 8. Touched -up red on 3 -meter board. 9. Murals placed out for judging. 10. Mural judges contacted and murals retrieved from Wilson, Lugo and Washington schools. 11.
