ORDINANCE NO.65-2016
AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT
FROM THE INDIANA HOUSING AND COMMUNITY DEVELOPMENT AUTHORITY
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The United States Department of Treasury in partnership with the Indiana
Housing and Community Development Authority (IHCDA) has federal grant
funds available through its Blight Elimination Program in an amount up to Two
Hundred Seventy Thousand Dollars and Zero Cents ($270,000.00); and
WHEREAS, The City of Richmond recognizes the need to demolish blighted and/or
abandoned residential structures to stabilize neighborhood property values and
prevent foreclosure; and
WHEREAS, If awarded to the City, the federal Blight Elimination Program grant funds can be
used to acquire properties from willing sellers in order that said abandoned,
vacated, and blighted properties can be demolished to accomplish neighborhood
stabilization; and
WHEREAS, The City of Richmond Department of Infrastructure and Development has
submitted or will submit a grant application to the IHCDA to obtain funds for the
Richmond Blight Elimination Program; and
WHEREAS, A ten percent (10%) local match is required and will be provided by in -kind
funds, services, and/or labor (including, but not limited to, landfill discounts,
demolition or salvage discounts, donations, and/or other budgeted unsafe building
funds).
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
The City of Richmond Department of Infrastructure and Development has
submitted or will submit, as authorized by IC 36-1-4-10, a grant application to the
Indiana Housing and Community Development Authority to obtain federal Blight
Elimination Program funds.
2. The City of Richmond Department of Infrastructure and Development is authorized
to accept said grant funding in an amount up to Two Hundred Seventy Thousand
Dollars and Zero Cents ($270,000.00).
3. Said funds, if awarded, shall be appropriated to fund the Richmond Blight
Elimination Program.
