Whereas, the Standard Specifications for this contract provides for such work to be performed, the following change is recommended.
General or Standard Change Order Explanation
INDOT Contract R-32799 Richmond- Salisbury Road Construction Change Order #0018 Common Excavation The original plan quantity for
common excavation is 19,242 cys. There was a redesign for project R-32799, which after the redesign the quantity take off lowered the common
excavation quantity to 14,456 cys. At the time of the redesign the quantity take off lowered common excavation closely to 20 percent from original
quantity. After the project was complete GAI went back through and shot the cross sections on the project. The results of shooting the cross
sections makes the actual common excavation 15,275.79 cys which is paid on the contract. Upon comparing actual shot quantity with the actual
common quantity it brings the common excavation well above 20 percent of the original plan quantity. It was brought up by Jeff Fuller, Dave
OMara, in a construction progress meeting on March 9, 2015 with Roland Fagan, INDOT, Joe Sheedy, INDOT, Scott Randle, GAI, Matt Bobay,
GAI, and Jeff Fuller Dave OMara that Dave OMara would like to re -bid the common excavation due to redesign. Roland Fagan stated INDOT
would be open to the idea of additional cost due to surface dirt work. Roland stated Dave OMara would need to send information explaining why
additional common excavation in warranted. Below is Dave OMaras common excavation. The common excavation item included all finish grading
and placement and/or respreads of topsoil and was included in the original common excavation quantity. With the redesign of the project,
changing or reducing the common excavation quantity, all surface areas still remained the same. These surface areas would still require the final
grading and placement of topsoil. The project limits were not reduced, therefore all finish grading and topsoil placement costs remained spread
over what is now a reduced common excavation pay quantity. This is the reason for the requested added finish grading and topsoil placement
costs. Please review the estimate provided. GAI received a price quote along with the above explanation why Dave OMara should be warranted
this additional amount. After reviewing Dave Omara request, with Rich Anthony, INDOT AE, it was agreed that the additional final dirt work is
warranted. Rich stated this additional cost would be done through a change order. This change order is created to address the cost adjustment
for the additional common excavation. The attached price includes all necessary labor, equipment, time to complete this work. If you have any
